The City Council of the City of Azusa met in adjourned regular session at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order, and led in the salute to the Flag. INVOCATION was given by City Librarian, Miguel Alaniz ROLL CALL PRESENT: COUNCILMEMBERS: STEMRICH, NARANJO ALEXANDER, MOSES ABSENT COUNCILMEMBERS: DANGLEIS ALSO PRESENT City Attorney Thorson, City Administrator Garcia, Police Captain Broderick, Accounting Services Supervisor Sanders, Director of Utilities Hsu, Director of Community Development Bruckner, Director of Community Services Guarrera, City Librarian Alaniz, Superintendent of Public Works Pedroza, Redevelopment Director Steel, Deputy City Clerk Toscano. Moved by Councilman Naranjo, seconded by Mayor Moses and unanimously carried by roll call that Councilman Dangleis be excused from the meeting. SCHEDULED ITEMS CONTINUED PUBLIC HEARING - on Code Amendment No. 171, prohibition of new motels in most commercial zones. The Mayor declared the Hearing open. The Deputy City Clerk read the affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on September 12, 1991 and also published in the San Gabriel Valley Tribune on September 6, 1991. Community Development Director Bruckner addressed the issue stating that recent studies have revealed that some locations in the City are not suitable for motels and that they have a tendency to become substandard housing projects. This Code Amendment would allow motels in the Freeway Service Zones and the existing motels in the Cl and C2 zones would be allowed to remain as non -conforming uses. Call to Orde Invocation Roll Call Also Present Dangleis excused Sched Items Pub Hrg Code Amend #171 motels Hrg opened Testimony Bruckner Councilman Naranjo questioned whether consideration was Comments given to the health and safety problems that may occur by Naranjo construction of new motels in certain areas of the City such as drug dealers, prostitutes as well as other police and health problems. Community Development Director Bruckner responded that this Response Code Amendment would restrict the construction of new motels Bruckner to the Freeway Services Zones and that as.part of the review process these issues will be considered. Mr. Art Morales addressed Council with concerns regarding Comments Cencom Cable not broadcasting this Council meeting. Morales Mayor Moses also had concerns regarding the recent absence Comments of Cencom Cable from City events. Moses City Administrator Garcia responded that Cable Television Response had a prior commitment today but assured Council they would Garcia cover every Council meeting hereon out. Mr. Art Morales addressed the Hearing stating his opposition Comments to the construction of new motels in the City. Morales Mr. Carrel Cline addressed the issue asking whether the Comments lawsuit recently filed against the City by a local motel C. Cline owner would have an effect on this Code Amendment. City Attorney responded that these are two independent Response proceedings and one would not affect the other. Cty Atty Moved by Councilman Naranjo, seconded by Mayor Moses and Hrg closed unanimously* carried by roll call to close the Hearing. Moved by Councilman Naranjo, seconded by Mayor Moses and Code Amend unanimously* carried by roll call to approve Code Amendment Appved No. 171 as recommended by the Planning Commission, further directing the City Attorney to prepare necessary documents. Moved by Councilman Naranjo, seconded by Mayor Moses and Pub Nuis unanimously* carried by roll call to continue Public continued Nuisance Appeal of Gordon Howard, property owner and 10/7/91 ENVIPCO, appellant, to October 7, 1991. OTHER BUSINESS/CITY COUNCIL Oth Bus/Cncl ' Moved by Mayor Moses, seconded by Councilman Alexander and Proclamatior, unanimously* carried by roll call that a proclamation be R. Lohr- prepared for Ron Lohr of the Civitan Club for his assistance to a fire victim in the City of Azusa. Discussion was held regarding the Fairmont Cemetary, which now is in the City of Glendora. Mayor Moses advised that he met with the City Administrator and the Mayor of Glendora and that all agreed that the Board of Directors of the Fairmont Cemetary should be comprised of fifty percent representatives of Azusa and the other fifty percent from Glendora. He further advised that he has suggested that Mr. Ott and Mr. Williams represent the City of Azusa. It was then moved by Mayor Moses, seconded by Councilman Alexander and unanimously* carried by roll call that staff and City Attorney proceed with necessary action to incorporate this into the by-laws of the Board of Directors of the Fairmont Cemetary. Discussion was held regarding the Edgewood Center. Mayor Moses advised that he recently visited the Center and noticed many improvements. He further stated that with regard to the undocumented workers, he, along with Councilman Stemrich wish to meet with Congressman Martinez to try and alleviate the problems that are now being experienced with the workers. Discussion Fairmont Cemetary Discussion Edgewood Center Councilman Naranjo stated the he, Councilman Stemrich, the Comments Chief of Police and the City Administrator had previously Naranjo met with Congressman Martinez trying to resolve the undocumented worker problem but received no aid from him. At this time Councilman Stemrich read an article regarding Comments the Agoura Hills suit by civil rights groups for the day - Stemrich laborers. He requested that a copy of the article be sent to the surrounding residents of the-.Edgewood Shopping Center. 09/19/91 PAGE TWO Councilman Naranjo voiced concerns regarding the outdoor Comments area bins of Leroy Boys Home store. He suggested that Naranjo locked bins be installed. Community Development Director Bruckner advised that a Comments nuisance hearing was held and that Leroy Boys Home store Bruckner was ordered not to utilize the back alley for outside processing or storage of materials. ' Mrs. Susie Galletta addressed Council regarding the update Comments of day laborer program in the City, stating that she and the Galletta Administrative Analyst have currently been visiting several day laborer programs throughout the area and have been compiling information for a report back to Council. She stated that they have not completed their survey but hopes to present the report by November. Lengthy discussion was held among Councilmembers regarding Discussion areas in the City that might be appropriate for such a program as well as the responsibilities of the City. Each Councilmember voiced his opinions regarding this issue. Mr. Ron Legault addressed this item with various questions regarding liability relative to the proposed day laborer program. City Attorney responded that each situation would have to be dealt with separately depending on circumstances involved. Mr. Art Morales addressed this item expressing his opinion concerning the conditions of the Edgewood Shopping Center. Moved by Mayor Moses, seconded by Councilman Alexander and unanimously* carried by roll call that City Administrator, Councilman Stemrich and Mayor Moses meet with Congressman Matthew Martinez concerning problems with day laborers. Mayor Moses addressed item dealing with Morris Dam sluicing Project updating Council and audience on his trip to Sacramento. It was noted that the water way belongs to the Federal Government and would be its responsibility. Mayor Moses addressed item relating to proposed housing on the former Casden Proposed property, citing several reasons for his choice of placing senior housing on the Hsc_ former site. Casden site Lengthy discussion was held among Council=embers regarding senior housing on the former Discussion Casden site versus first time home buyer program. The possibility of compromising by having part senior housing and part first time home buyer program was also discussed. Redevelopment Director Steel addressed the issue requesting clear direction from Councilmembers, Comments further stating the two different projects could cause two mediocre projects. Steel He stated that possibly a proposal could be worked out with the owner of Soldano Village to acquire it and lower the rents. Closed Sess Moved by Mayor Moses, seconded by Councilman Alexander to waive further reading and adopt.
