HomeMy WebLinkAboutMinutes - April 21, 1992 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL REORGANIZATION MEETING APRIL 21, 1992 - 7:30 P.M. The City Council of the City of Azusa met in regular session for the purpose of canvassing returns and installation of elected officers, at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order and led in the Call to order salute to the Flag. The meeting was dedicated to the memory of Abelino Rubio. Mtg ded. A. Rubio INVOCATION was given by Chaplain Gilbert Becerril of the' Invocation Pathfinders Veterans Outreach. ROLL CALL PRESENT: COUNCILMEMBERS: DANGLEIS, NARANJO, ALEXANDER, MOSES ABSENT COUNCILMEMBERS: STEMRICH Mayor Moses advised that Councilman Stemrich asked to be excused from the Council meeting. ALSO PRESENT 'City Attorney Wadden, City Administrator Garcia, Chief of Police Nelson, Director of Finance Craig, Community Development Director Bruckner, Community Services Director Guarrera, Utilities Director Hsu, Acting City Librarian Maghsoudi, City Engineer Abbaszadeh, Superintendent of Public Works Pedroza, Redevelopment Director Steel, City Treasurer Talley, Deputy City Clerk Toscano, Administrative Clerk Sifuentes. Councilman Dangleis offered a resolution entitled: Roll Call Stemrich exc Also Present A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, Res. 92-C43 CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL canvass of ELECTION HELD IN THE CITY ON APRIL 14, 1992, DECLARING THE 4/14/92 RESULT AND SUCH OTHER MATTERS AS PROVIDED BY THE PROVISIONS muni election OF LAW. Moved by Councilman Dangleis, seconded by Mayor Moses that resolution be adopted. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEMBERS: DANGLEIS, NARANJO, ALEXANDER, MOSES NOES: COUNCILMEMBERS: NONE 'ABSENT: COUNCILMEMBERS: STEMRICH As a matter of record, the Resolution declaring the results of the General Municipal Election is incorporated in the Minutes. RESOLUTION NO. 92-C43 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY ON APRIL 14, 1992, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY THE PROVISIONS OF LAW. WHEREAS, a general municipal election was held and conducted in the City of Azusa, California, on Tuesday, April 14, 1992, as required by law, and WHEREAS, notice of the election was duly and regularly given in time, form and manner as provided by law; that voting precincts were properly established; that election officers were appointed and that in all respects the election was held and conducted and the votes were cast, received and canvassed and the returns made and declared in time, form and manner as required by the provisions of the Elections Code of the State of California for the holding of elections in cities, and WHEREAS, pursuant to Resolution No. 92-C15 adopted on February 3, 1992, the City Clerk of the City canvassed the returns of the election and has certified the results to this City Council, the results are received, attached and made a part hereof as "Exhibit A." NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the whole number of votes (ballots) cast in the City except absent voter ballots was 3,304. That the whole number of absent voter ballots cast in the City was 489, making a total of 3,793 votes cast in the City. SE::TION 2. That the names of persons voted for at the election for Mayor are as follows: EUGENE F. MOSES INEZ Z. GUTIERREZ That the names of persons voted for at the election for Member of the City Council are as follows: HARRY L. STEMRICH G.C. "JACK" BEAN CRISTINA CRUZ MADRID SUSIE RUIZ GALLETTA TONY D. NARANJO YOLANDA TREJO That the name of the person voted for at the election for City C]erk is as follows: ADOLPH A. SOLIS That the name of the person voted for at the election for City Tgeasurer is as follows: t ROBERT E. TALLEY That the measures voted upon at the election are as follows: PAGE TWO PROPOSITION ADVISORY VOTE ONLY: SHALL THE CITY BE ADVISED TO UNDERTAKE THE PLANNING, FINANCING AND CONSTRUCTION OF A YOUTH RECREATIONAL FACILITY AND AN ADJACENT INDOOR SWIMMING POOL AT SLAUSON PARK WITHIN THE CITY OF AZUSA? SECTION 3. That the number of votes given at each precinct and the number of votes given in the City to each of the persons above named for the respective offices for which the persons were candidates and for and against the measures were as listed in Exhibit "A" attached. SECTION 4. The City Council does declare and determine that: EUGENE F. MOSES was elected as Mayor for the full term of two years; CRISTINA CRUZ -MADRID was elected as Member of the City Council for the full term of four years; TONY D. NARANJO was elected as Member of the City Council for the full term of four years; ADOLPH A. SOLIS was elected as City Clerk for the full term of four years; ROBERT E. TALLEY was elected as City Treasurer for a full term of four years. That as a result of the election, a majority of the qualified voters voting on the measure relating to the youth recreational facility, "Advisory Measure", YES vote in favor of it, and that the measure was carried and shall be deemed adopted and ratified. ' SECTION 5. The Deputy City Clerk shall enter on the records of the City Council of the City, a statement of the result of the election, showing: 1. 2. 3. 4 5. 6. That the Deputy City Clerk shall immediately make and deliver to each of the persons so elected a Certificate of Election signed by the Deputy City Clerk and authenticated; that the Deputy City Clerk shall also administer to each person elected the Oath of Office prescribed 'in -the Constitution of the State of California and shall have them subscribe to it and file it in the Office of the City Clerk. Each and all of the persons so elected shall then be inducted into the respective office to which they have been elected. SECTION 7. That the Deputy City Clerk shall certify to ' the passage and adoption of this Resolution and enter it into the book of original resolutions. 1992. Moses Councilman Anthony D. Naranjo Councilwoman Cristina Cruz Madrid City Treasurer Robert E. Talley (The Deputy City Clerk administered the Oath of Office to City Clerk Adolph A. Solis earlier in the day at his home due to illness). Certificates of Election were given to newly elected officials. Mayor Moses presented Supervisor'Molina with Roses and thanked her for administering the Oaths of Office as well as for attending the Reorganization Meeting. Councilman Naranjo made the following statement: "I'd like to take this opportunity the thank the residents of the City of Azusa for giving me and bestowing upon me the power to be reelected and serve the people of this community. It's been my distinct pleasure over the last four years to have served you and I look forward to continue to provide public service to a proud community and I'd also like to welcome our new colleague aboard, Cristina Cruz Madrid, and I look forward to working with all the Council, hopefully we can work together to make Azusa a better place for all to enjoy again and I thank all of you". 1 Councilwoman Madrid made the following statement: "I want to thank all of you for coming tonight and I welcome this opportunity to be of service for the community of Azusa, for my community. I need to thank those people who made my victory and our victory possible and thats first of all my parents, my father Lucio Cruz, my mother Caroline Cruz, my sisters and my sons, my brothers in law and my nephews and also the many campaign workers and we had no existing campaign committee. I hadn't run before and we went from zero to sixty in about four days and were able to get the campaign off the ground and we mobilized more votes than the other candidates, luckily many more than the other candidates and that was based on what I call the quality of my bench. Just like in the NBA, I had extremely talented people assisting me, people that came in at different times and offered different services. I had a large number of people that worked on telephone banks, another group of people that went precinct walking, another group of people that worked on the preparation of my written materials and other individuals that helped me with the video, the commercial on local cable access and I feel very fortunate to be here tonight but what I feel more importantly is that I am merely a manifestation of you. I represent, I was voted because what I was articulating were the things you wanted to have in this community. You were looking for leadership, you were looking for responsibility and for direction and so I took no credit for that --__.____but merely being able to manifest those things -for—_- you; and so I accept this responsibility with great feelings of, well some trepidation, there are some 04/21/92 PAGE SIX Oath of Office to elected officials by Gloria Molina Crtfcts of election Statement by Cncl Naranjo Statement by Cncl Madrid fear of making mistakes but also opportunity to be of service to my community to give back what Azusa and the schools have given to me and to create the kind of community that we can be here in Azusa and that is the premiere community having everything that we want and need, so the people here can really flourish and I thank you for that opportunity". Mayor Moses made the following statement: Statement by ' Mayor Moses "As for myself, I have received the greatest honor that anyone could achieve in the City of Azusa or elsewhere as being Mayor. I do want to say that I am very honored, this has been my sixth term. You have confidence in me. I also want to say that I promise that I will give it my very best. I'll also promise that I will always be a gentleman up here, that regardless of anything and everything I will try to get along with my collegues. We all shook hands again and I hope this stays in solidarity I hope, for the betterment of the City. I think that we've all learned a little, that is, the ones that are up here, that sometimes you have to get burned sometimes a couple of times before you learn. But once again, my heart goes out to the citizens of Azusa and I just want to say to you that I'm going to be the very best servant anyone can to all of you here, that includes the people who voted for me and the people who did not vote for me because that is the American way, so I want to say to all of you thank you and God Bless each and every one of you, I love all of you, all of you the same. Moved by Mayor Moses, seconded by Councilman Naranjo Alexander and unanimously carried by roll call that Councilman Mayor Pro - Alexander be appointed as Mayor Pro -tempore. tempore It was consensus of Council to adjourn the reorganization Adjourn meeting.
