CITY OF AZUSA
MINUTES OF THE CITY COUNCIL
REGULAR MEETING
JUNE 150 1992 - 7:30 P.M.
The City Council of the City of Azusa met in regular session
at the above date and time in the Civic Auditorium.
Mayor Moses called the meeting to order, and led in the Call to Order
salute to the Flag.
INVOCATION was given by Reverend Rick Mac Donald of the Invocation
Foursquare Gospel Church.

Ceremonial
Councilman Alexander presented Certificate of Appreciation Certificate
to David Arriola for being accepted into the Air Force to D. Arriola
Academy.
Councilman Dangleis presented a Certificate of Appreciation Certificate
to Kevin Nunez for receiving the State Championship in to R. Nunez
Weightlifting and who will also be representing the United
States in Spain during an international competition.
Councilwoman Madrid presented a Certificate of Appreciation Certificate
to Mr. Thomas Moreno Sr., who accepted on behalf of his son, to T. Moreno
Thomas Moreno II, in honor of being accepted into the
Air Force Academy in 1991.
Councilman Alexander presented a Certificate of Appreciation Certificate
to Mr. Thomas Moreno Sr., who accepted on behalf of his to I. Moreno
other son, Ian Moreno, in honor of graduating from
Preparatory School in 1992.

Mr. Art Morales addressed Council requesting information A. Morales
regarding the several Budget items he was concerned with: comments

staff and that all items of concern would be made available
to him.
City Clerk Solis read a letter from Mr. Bob Messer regarding Cty Clrk
concerns with permissible U turns on City streets, yard read ltr frm
sales, recycling and Cable Television. B. Messer
Mr. Tom Jackson addressed Council regarding a minor problem

with a variance on his home that was built in 1925. He
comments
stated that he needs to bring the property up to code, his
insurance has been cancelled and requested that he be
allowed to take his. plans to Building Department for
approval before it is heard before the Planning Commission.
Community Development Director responded stating that Mr.

Jackson is being allowed to process his plans through

Building Department first and that staff is waiting for Code
Amendment No. 188 relating to minor deviations, to become
effective in order deal with the matter.

. Ron Legault addressed Council on behalf of the R. Legault
somewoners Associations in the northern section of town comments
thanking them for installing lighting in that area.
Mr. Gerald Hobbs, a business owner in Azusa, addressed G. Hobbs
Council with concerns regarding the negative effect Highway comments
39 has had on the businesses in the Downtown area.
Discussion was held between Councilmembers regarding the Discussion
possible change of controlling interest of Azusa Avenue from Hwy 39
Cal Trans to the City of Azusa.

Mrs. Frances Gonzales addressed the issue with her concerns F. Gonzales
regarding Highway 39. comments
City Administrator Garcia advised that he will send a letter City Admin
to Cal Trans regarding the possibility of the City of Azusa response
regaining control of Azusa Avenue from the State.
Mr. Al Turchek addressed Council on behalf of the Senior A. Turchek
Citizens and commended them for balancing this year's comments
budget.
Mr. David Feldman addressed Council and audience with an D. Feldman
invitation to a Chile Cookoff to be held at the Eagles Hall comments
in celebration of the 4th of July on July 6th from 8am to
6pm.
The CONSENT CALENDAR consisting of Items 1 through 12 was Cons Cal
approved by motion of Councilman Dangleis, seconded by appvd, G-4,
Councilwoman Madrid and unanimously* carried by roll call Spec Call

10. The Water Fund has borrowed funds from the Light Fund
in order to finish the two -million gallon reservoir. A
formal loan agreement is required to finalize the
transaction. At the meeting of May 28, 1992, a
presentation was made regarding a five-year operation
plan. The plan anticipates the acquisition of the
Azusa Valley Water Company. Authorization to advance
Light Fund money in sufficient amounts to cover
expenses related to the potential acquisition of the
Azusa Valley Water Company was approved and the
following resolution was adopted:

REQUESTING A LOAN FROM THE LIGHT FUND TO THE WATER FUND
FOR THE PURPOSES OF THE WATER SERVICE PLAN.
11. Request of the Police Department to utilize remaining
funds in the capital outlay account for police vehicles
to purchase a small pick-up truck to be used by non -
sworn and unarmed police personnel was approved.
Formal bidding procedures were waived pursuant to the
Municipal Code and the purchase was awarded to Reynolds
Buick, low quote, in the amount of $11,110.
12. Resolution authorizing payment of warrants by the City
was adopted and entitled:

proposed increase in refuse collection rates. He stated Refuse rate
that due to an increase in the consumer price index of 4.2% increases
and dumping charges of 18% the contractor, Western Disposal,
is requesting an increase in residential refuse rates of
5.7%, which would amount to $.44 per month added to the
billing rate. -==-He further stated that regarding commercial
and industrial rates, the contractor faces an increase of
18% at BKK and a consumer price increase of 4.2% and is
requesting an increase of 61.
