MINUTES OF THE CITY COUNCIL
REGULAR MEETING
JUNE 15, 1992 - 7:30 P.M.
The City Council of the City of Azusa met in regular session
at the above date and time in the Civic Auditorium.
Mayor Moses called the meeting to order, and led in the Call to Order
salute to the Flag.
INVOCATION was given by Reverend Rick Mac Donald of the Invocation
Foursquare Gospel Church.

Ceremonial
Councilman Alexander presented Certificate of Appreciation Certificate
to David Arriola for being accepted into the Air Force to D. Arriola
Academy.
Councilman Dangleis presented a Certificate of Appreciation Certificate
to Kevin Nunez for receiving the State Championship in to K. Nunez
Weightlifting and who will also be representing the United
States in Spain during an international competition.
Councilwoman Madrid presented a Certificate of Appreciation Certificate
to Mr. Thomas Moreno Sr., who accepted on behalf of his son, to T. Moreno
Thomas Moreno II, in honor of being accepted into the
Air Force Academy in 1991.
Councilman Alexander presented a Certificate of Appreciation Certificate
to Mr. Thomas Moreno Sr., who accepted on behalf of his to I. Moreno
other son, Ian Moreno, in honor of graduating from
?reparatory School in 1992.

Mr. Art Morales addressed Council requesting information A. Morales
regarding the several Budget items he was concerned with: comments
Edison refund and free swim. He was advised to contact
staff and that all items of concern would be made available
to him.
City Clerk Solis read a letter from Mr. Bob Messer regarding Cty Clrk
concerns with permissible U turns on City streets, yard read ltr frm
sales, recycling and Cable Television. B. Messer
Mr. Tom Jackson addressed Council regarding a minor problem T. Jackson
with a variance on his home that was built in 1925. He comments
stated that he needs to bring the property up to code, his
insurance has been cancelled and requested that he be
allowed to take his plans to Building Department for
approval before it is heard before the Planning Commission.
Community Development Director responded stating that Mr. Comm Dev Dir
Jackson is being allowed to process his plans through response
Building Department first and that staff is waiting for Code
Amendment No. 188 relating to minor deviations, to become
effective in order deal with the matter.
Moved by Mayor Moses, seconded by Councilman Alexander and Change Ord
unanimously* carried by roll call to change the proposed to Urgency
Ordinance dealing with minor deviations scheduled for first
reading on this agenda to an Urgency Ordinance-- and that
action be taken on both the Negative Declaration Resolution
and the Urgency Ordinance at this time.

Mr. Gerald Hobbs, a business owner in Azusa, addressed G. Hobbs

10. The Water Fund has borrowed funds from the Light Fund
in order to finish the two -million gallon reservoir. A
formal loan agreement is required to finalize the
transaction. At the meeting of May 28, 1992, a
Presentation was made regarding a five-year operation
plan. The plan anticipates the acquisition of the
Azusa Valley Water Company. Authorization to advance
Light Fund money in sufficient amounts to cover
expenses related to the potential acquisition of the
Azusa Valley Water Company was approved and the
following resolution was adopted:

SCHEDULED ITEMS
Director of Finance Craig addressed Council regarding the
proposed increase in refuse collection rates. He stated
that due to an increase in the consumer price index of 4.2%
and dumping charges of 18% the contractor, Western Disposal,
is requesting an increase in residential refuse rates of
5.7%, which _would amount to $.44 per month added to the
billing rate.--- He further stated that regarding commercial
and industrial rates, the contractor faces an increase of
18% at BKK and a consumer price increase of 4.2% and is
requesting an increase of 6%.
