The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order, and led in the salute to the Flag. INVOCATION was given by Chaplin Gilbert Becerril of the Pathfinder Veterans Outreach. CEREMONIAL Call to Order Invocation Roll Call Also Present Ceremonial Mrs. Gloria Cortez addressed Council and introduced this Intro Sister year's Sister City Youth exchange student guests and their City Youth chaperones to Council and audience. She also introduced Exchange City exchange students that will be participating in the G. Cortez Sister City exchange to Zacatecas, Mexico. Councilman Naranjo presented a Certificate of Appreciation Certificate to a representative of the Azusa Unified School District in to AUSD, wtr appreciation for its outstanding support of water conservation conservation during "Drinking Water Week 1992". Councilman Alexander presented to a representative of Monrovia its outstanding support of "Drinking Water Week 1992". PUBLIC PARTICIPATION a Certificate of Appreciation Nursery in appreciation for water consersation during 'Utilities Director Hsu addressed Council advising that the Light and Water Department has secured a demonstration electric passenger vehicle from the Southern California 3dision Company. SCE will deliver the vehicle to the City on July 13, 1992, at 10:00 a.m. and it will be displayed in the city parking lot just behind City Hall until 12 noon that day. He invited Council and audience to come and view the electric vehicle, which will be loaned to the City for one week. Councilman Naranjo abstained from item G-1. I. The Minutes of the regular meeting of June 15, 1992, Min appvd were approved as written. 2. Specifications for Sewer Main Line Rehabilitation Specs Sewer Project No. 92-10 Phase II, were approved and the City Main Line Clerk was directed to advertise for bids. rehab. 3. The project was accepted as City Wide complete and the City Clerk was directed to have the Concrete Notice of Completion recorded. 4. City Treasurer's Report showing a balance of Treas Rpt $27,104,809.72, as of May 31, 1992, was received and filed. 15. Request of Azusa Police Department to paricipate in a Multi -Agency Multi -Agency DUI Enforcement/Education Grant with the DUI Enfmt cities of Baldwin Park, Covina, Glendora, West Covina, Education and the California Highway Patrol, was approved. Agreement between the San Gabriel River Water Committee Agmt w/San and the City of Azusa for general maintenance of the Gabriel River fence at Pioneer Park was approved and its execution Committee was authorized. 17. Formal bidding procedures were waived pursuant to the Purchase Municipal Code for the purchase of four padmounted transformers transformers from G.E. Supply, Cooper and Wesco to be STATUS used for property at 766 South Ayon Street, 123 East Foothill Boulevard, and for City stock. Step 4 18. Formal bidding procedures were waived pursuant to the Purchase Municipal Code for the purchase of emergency ductile iron replacement of 2300 feet of 12" ductile iron water Wtr mainline mainline to be used on Pasadena Avenue from McKinley to Mobassaly Gladstone Street. The purchase was awarded to Engineering Mobassaly Engineering, Inc., low quote, in the amount Step 4 of $166,110.00. 19. On July 26, 1990, the President of the United States Americans w/ signed into law the Americans ,,Lth Disabilities Act, Disabilities which prohibits discrimination against persons with Act Policy disabilities. He also offered technical assistance to create programs and to provide some money to get a recycling program off the ground. The City was required to file a Solid Waste Generation Study by July 1, 1992, or face fines of $10,000 per day. Following a lengthy discussion between Council and Mr. Dillon, during which Council challenged his statements regarding the motive, methods and procedures used by the State in enforcing the matter, it was moved by Mayor Moses, seconded by Councilman Naranjo and unanimously carried by roll call to direct staff to work with the City's Legislative representatives and the League of California Citiss to try and encourage an extension or abandonment of AB939, based on the facts of the proposed cut to Cities to balance the State Budget; further, to approve the concept of a curbside recycling program and authorize staff to immediately start working with Western Disposal to organize and implement a curbside recycling program for single family dwellings and to come back to the Council with a plan for final approval. PUBLIC HEARING - PUBLIC HEARING - on Code Amendment No. 189, requiring Pub Hrg Pub Hrg certain permits to be reviewed by City Council. Code Amend 830 South Azusa Avenue, 600 West Zone Change No. 189 pmts and 1081 The Mayor declared the Hearing open. The City Clerk read the reviewed by affidavit of proof of publication of notice of said Hearing Cncl published in the Azusa Herald on June 18, 1992. City Engineer Abbaszadeh addressed the Hearing stating this City Engineer Code Amendment would require that all accompanying comments applications with zone changes or/and general plan amendments be reviewed by Council, which would allow Council to thoroughly analyze projects and also present more information upon which to make appropriate decisions. City Engineer Abbaszadeh responded to questions posed by Council regarding the appeal process as well as former procedures versus the proposed Code Amendment. PUBLIC HEARING - on Zone Change No. Z-92-4, City of Azusa, Pub Hrg 840 East Foothill Blvd., 830 South Azusa Avenue, 600 West Zone Change Gladstone Street and 1081 East Arrow Highway. Mobilehomes The Mayor declared the Hearing open. The City Clerk read Hrg open the affidavit of proof of publication of notice of said Hearing published in the Azusa Herald on June 18, 1992. City Engineer Abbaszadeh addressed the Hearing stating that this zone change would impose RMP (Residential Mobilehome Park) zone on four separate mobilehome parks, which are: Foothill Vista, Sylvan Villa, Caravan and Arrow Pines Mobile Estates. He stated that these mobilehome parks are surrounded by mixed land uses. The commercial or multi- family residential zoning of the sites is only moderately consistent with the adjacent land uses. Potential non- mobilehome development of these sites under their current zoning would result in additional medium to high density residential or commercial construction which could be incompatible with neighboring areas. The intent of the RMP zone was to create a zone in which only mobilehome parks would be permitted and also would help to preserve this endangered housing option within Azusa. He recommended approval of the Zone Change. Mr. Sean Salgren addressed the Hearing questioning why this issue continues to surface at the meetings. City Engineer comments S. Further, that in the fiscal year 1992-93, there are fourteen increases to the schedule of fees which consist of an increase in admission fee for use of the local pool by adults, Senior Center rental charges, sewer and waste water maintenance fee and several small increases in fees for process and replacement of business licenses. Councilman Alexander questioned the need to raise fees for Alexander adult swimming and if staff could create some type of questions alternative to paying the admission fee for the pool if someone could not afford it. Moved by Councilman Dangleis, seconded by Mayor Moses to waive further reading and adopt. Guarrera explaining the regulations and procedures regarding Home comments re: Delivered Meals as required by the Area Agency on Aging, home del responding to complaints received. Moved by Councilman Alexander, seconded by Mayor Moses and Recognition uananimously carried by roll call that recognition for Miss Miss Azusa Azusa, who recently competed in Miss California Pageant and won the Miss Congeniality Award be referred to the Golden Days Committee to be coordinated with its celebrations.
