The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order, and led in the Call to Order salute to the Flag. INVOCATION was given by Henry Rodriguez of the Azusa Tabernacle Church. ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: DANGLEIS, MADRID, NARANJO, ALEXANDER, MOSES ABSENT COUNCILMEMBERS: NONE ALSO PRESENT Also Present City Attorney Wadden, City Administrator Garcia, Chief of Police Nelson, Utilities Director Hsu, Community Development Director Bruckner,. Director of Finance Craig, Director of Community Services Guarrera, Superintendent of Public Works Pedroza, Redevelopment Director Steel, Administrative Analyst Dadaian, Acting City Librarian Maghsoudi, City Engineer Abbaszadeh, City Clerk Solis, Deputy City Clerk Toscano. =EMONIAL Ceremonial Councilwoman Madrid presented a plaque to Mr. Robert Sarasua Plaque to honoring him for over 1000 hours of volunteer service. R. Sarasua vintr sys Ms. Lori Kildall, Coach of the Azusa Pacific Women's L. Kildall Volleyball Team addressed Council and audience requesting rqst for support and/or donations to send the team to Kiev, Ukraine, support/do- to compete and minister in that Country. The request was nations referred to staff. PUBLIC HEARING - to receive and consider all evidence and Pub Hrg reports relative to the Community Maintenance and Fire Comm Maint & Safety Assessment Districts. Fire Assmts The Mayor declared the Hearing open. The City Clerk read Hrg opened the affidavit of proof of publication of notice of said Hearing, published in the Azusa Herald on July 8, 1992. The City Clerk further advised that fourteen letters, one petition with thirteen signatures and one letter from the Chamber of Commerce representing local businesses had been received regarding the proposed assessment fees; all were in ,pposition to the fees. Further, six letters in opposition were received during the course of the Hearing. Director of Finance Craig reported on financial information relating to the assessment fees and gave a brief historical review of the budgetary process and the effect that lessened State allocation would have on the City's financial position giving rise to the need for imposing anew the Community Maintenance and Fire Assessment Fees. He further advised the method for collection of the fees. Protest Letters received (2 1) & 1 petition Dir of Fin Financial Information Community Development Director Bruckner reported on the Engineer's Engineer's report relating to the assessment districts and rpts the cost that would be assessed on all properties which will be based on adjusted front footage of each parcel. Mr. Kenneth I. Mullen, consulting engineer who prepared the K. Mullen reports on the assessments reported on the specific yearly specific figures that would be collected from each of the eight zones yrly figures within the City. Mr. Wesley Kloepfer addressed the issue stating that he was W. Kloepfer not sure of his position on the issue and needed to be comments assured that additional revenues received would be utilized for specific projects within the City. City Administrator Garcia responded stating that the City City Admin will be providing three methods of information on future response community projects. Mr. Frank Prado addressed Council expressing his concerns F. Prado regarding illegal vendors, illegal businesses and illegally built stuctures within the City. Mr. Ray Corcoran addressed the issue expressing his R. Corcoran opposition to the assessment fees stating that the fees will be eliminating income and suppressing the economy. Comm Dev Dir Mr. Louis Zamora addressed the issue with several concerns L. Zamora regarding reinstatement of fees, bilingual notification, S. Galletta changes to the proposed resolutions, extraction tax and the County Fire agreement. Staff addressed his concerns stating that the issue was Staff reinstatement of the assessment fees; there was no bilingual response notification; there were many changes to the resolutions due to 33% increase in fire fees; the extraction tax issue is in A. Abdelnour negotiations at this time and the County Fire agreement will be in effect until March, 1993. Mr. Michael Baginski addressed the Hearing suggesting that M. Baginski vacant parcels be included when collecting assessment fees; that fire services be put out to bid and objected to the Comm Dev Dir method of calculation of the assessment fees. response Mrs. Susie Galletta addressed the Council in opposition to S. Galletta reinstatement of the assessment fees and the method of collection of the fees. Mr. Tom Weckerly addressed the issue questioning the effects T. Weckerly of the assessment fees on the property of the First Baptist Church on Azusa Avenue, which is zoned commercial. Mr. Austin John Abdelnour addressed the issue expressing his A. Abdelnour opinion regarding the City's acquisition of redevelopment properties in the City. Mr. Carrell Cline addressed the issue questioning why C. Cline condo's are being assessed at a lower rate. Community Development Director Bruckner responded that Comm Dev Dir condo's are being assessed at a lower rate in the response and Lighting District because they have their lLandscaping swn private open space and will not be utilizing the parks as much and that in the Fire Assessment District condo's are being assessed at the same value of single family homes. Mr. Antonio Pedroza addressed the issue and expressed his A. Pedroza opposition to the assessment fees. He stated that he received late notice of the hearing and that there should be input from more of the community. 07/20/92 PAGE TWO Moved by Councilman Dangleis to close the Hearing. Motion Motion to Cls died for the lack of a second. (died) COUNCILMAN DANGLEIS LEFT THE MEETING AT 8:45 P.M. Dangleis lft Mrs. Vera Frederick addressed the issue stating that she V. Frederick never received notice of the Hearing and expressed her opposition to the assessment fees. She further suggested that all residents pay for the assessments, not just property owners. Mr. Sean Salgren addressed the issue suggesting that the S. Salgren assessments be based on square footage instead of front footage of the lots. Mr. Kenneth I. Mullen, consulting engineer responded stating K. Mullen that the assessments were calculated on the basis of front response footage of the lot because they would be higher if based on square footage. Mr. Ed Tyck addressed the issue stating that the notice of Public Hearing that was sent out to property owners should have included the proposed fees for the assessments. The City Clerk read a letter from Mr. Harry L. Robertson Sr. and Mrs. Betty Edens in opposition to the assessment fees. Community Development Director Bruckner addressed Council and audience stating that eight thousand seven hundred and fifty notices were sent out to all property owners in the City and that the notice was specially prepared by the City Attorney's Office and it contained the date, time, and place of the Public Hearing on Landscaping and Lighting and Fire Assessments. Further, that the notice advised that a copy of the Engineer's Report was available at the City Clerk's Office for review. E. Wheeler with the problems at the intersection of Factor and Mauna comments Loa stating that since this area is part County and part City, perhaps the City should contact the County to try and alleviate the problem. Mr. Al Turchek addressed Council presenting a draft of A. Turchek amendments to the Mobilehome Park Rent Stabilization Amendments ordinance relating to vacancies, MC Section 5.56.090, and to Mobile - requested that these amendments be included in the home Rent ordinance. The matter was referred to staff for handling. Stabil. Mr. David McCrea addressed Council regarding traffic D. McCrea speeding problems on Azusa/San Gabriel Canyon Road. He speeding on inquired whether the City had considered closure of that Azusa/San road. Gbrl Cyn Rd Chief of Police Nelson responded stating that there has been Chief Nelson an ongoing radar survey of Azusa/San Gabriel Canyon Road and response found that there have been no significant traffic problems. 'City Engineer Abbasazadeh responded stating that there has Cty Engr been a reduction of speeding ever since the area has had response selective enforcement. He further stated that closure of the road would only cause circulation problems and won't impact speeders. Ms. Diana Sorges addressed Council stating that there are a D. The two mobilehome parks in that area are surrounded by industrial uses, both parks contain older coaches and trailers with limited lifespans, and are not designed to support newer mobilehomes. He stated that the Planning Commission recommended not to move forward with the zone change. Mr. Al Turchek, a resident of the Azusa Mobilehome Park A. Turchek addressed the issue in favor of the zone change for the two comments mobilehome parks in the West End Specific Plan. He stated that the parks have recently been upgraded and many senior citizens and residents should have the security of knowing that they have a place to live. He felt there was a form of discrimination against the two parks. Discussion was held between Councilwoman Madrid and Mr. Discussion Turchek regarding the specific area and surroundings of the mobilehome parks. Mr. Ron Legault addressed Council questioning why the R. Legault Community Improvement Department required that the comments mobilehome parks be upgraded if the City had no intention of preserving the parks. Mayor Moses expressed the need for the City to proceed with Moses re: the concept of the recycling throughout the city as soon as possible. City Administrator Garcia advised that staff will be coming City Admin back to Council with a waste generating study and also be response setting the public hearing to receive input from the public.
