MINUTES OF THE CITY COUNCIL
ADJOURNED REGULAR MEETING
TOWNHALL/WORKSHOP MEETING
AUGUST 6, 1992 - 7:30 P.M.
The City Council of the City of Azusa met in adjourned
regular session at the above date and time in the Civic
Auditorium.
Mayor Moses called the meeting to order and led in the Call to order
salute to the Flag.

PRESENT: COUNCILMEMBERS: MADRID, NARANJO, ALEXANDER,
MOSES
ABSENT COUNCILMEMBERS: DANGLEIS
Moved by Mayor Moses, seconded by Councilman Naranjo and Dangleis
unanimously carried by roll call to excuse Councilman excused
Dangleis from the meeting.
ALSO PRESENT Also Present
City Attorney Wadden, City Administrator Garcia, Chief of
Police Nelson, Director of Finance Craig, Community Services
Director Guarrera, Utilities Director Hsu, Acting City
Librarian Maghsoudi, City Engineer Abbaszadeh,
Superintendent of Public Works Pedroza, Administrative
Analyst Dadaian, Director of Redevelopment Steel, city
Treasurer Talley, Deputy City Clerk Toscano, Administrative
Clerk Sifuentes.
Chief of Police Nelson addressed Council and audience Chief Nelson
providing information on the current and past public safety comments
budget, which includes, Fire, Humane, Emergency Services and
Police Services.
City Treasurer Talley addressed Council and audience stating
that the City budget was balanced only because of the Edison
refund, further to abolish the assessment fees altogether
would be fiscally irresponsible. He stated that there is
a need for comprehensive municipal services in order to
operate the City in a proper manner, and urged the audience
to share their opinions with the Council.
Director of Finance Craig addressed Council and audience and
gave a detailled presentation of how the budget was
developed for the current fiscal year and the next fiscal
year; the electric fund, utility rates, uses of funds,
development of the budget deficit and how the assessment
'fees would work to solve the problems.
:t was consensus of Council to recess for approximately five
minutes.

Director of Finance Craig continued to address Council and G. Craig
audience presenting four alternative options for revenue presentation
measures, are as follows: four options
I. Proceed with the one that Council adopted on July 20 - Option I
assessment based on front footage.
II. Combination of presently suspended 1991 assessment Option II
and an electric rate increase of 8.9%, to be included on
utility bill.
III. Total assessment subsidized by electric rate increase Option III
(15%), to be included on utility bill.
IV. Combination of presently suspended assessment method Option IV
and 5% utility users tax on selected utilities - electric,
water, and gas.
Each Councilmember addressed the issue with general comments
and also requested that the audience provide input regarding
the four alternative options.
The following residents gave their input concerning the Input by
proposed assessments; the majority were in favor of option residents
number IV.

General closing comments were made by each Councilmember Clsg comments
assuring the audience that their comments were heard clearly
and with compliments to staff members for their outstanding
presentation.
An item of subsequent need arose and it was moved by Mayor Item of subse
Moses, seconded by Councilman Alexander and unanimously* quent need
carried by roll call to agendize the item.
City Administrator Garcia advised that the City has had a City Admin
contract for weed abatement with the County since 1983, comments
which requires the City to perform certain legislative
functions set forth in Section 39560, et. seq. of the
California Government Code. In order to meet the City's
contractural obligation with the County and avoid being
liable for the County costs, weed abatement charges need to
be acted upon and the cost confirmed.
Moved by Mayor Moses, seconded by Councilman Alexander and Weed Abtmt
unanimously* carried by roll call to approve the weed charges &
abatement charges and confirm the cost. costs appvd
Moved by Councilman Alexander, seconded by Mayor Moses Adjourn
and unanimously* carried by roll call to adjourn to to APU
