The City Council of the City of Azusa met in Special Session at the above date and time in the Civic Auditorium. Mayor Moses called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: NARANJO, ALEXANDER, MOSES ABSENT : COUNCILMEMBERS: DANGLEIS, MADRID Moved by Councilman Alexander, seconded by Mayor Moses and unanimously* carried by roll call that Councilman Dangleis and Councilwoman Madrid be excused from the meeting. Call to order Roll Call Dangleis & Madrid Absnt excused from meeting ALSO PRESENT Also present City Administrator Garcia, Community Improvement Manager Rudisel, Director of Finance Craig, Deputy City Clerk Toscano. The purpose of the Special Meeting was to receive public Purpose of protest and approve and confirm the County Weed Abatement meeting charges for properties that have been abated by the County Agricultural Department. Pursuant to Government Code Section 54956, the 'Notice of Certification Special Meeting' was personally delivered or faxed to each of Spec Mtg Councilmember as well as the media twenty -fours in advance notice - Cncl of the date and time set for the meeting, in accordance with and media law. INFORMAL HEARING - to receive public protest and approve and Infml Hrg confirm the County Weed Abatement charges for properties Weed Abatmt that have been abated by the County Agricultural Department. City Administrator Garcia addressed the Hearing advising City Admin Councilmembers that the deadline to confirm the weed comments abatement charges is August 10, 1993, and that a County representative is in attendance at the meeting to receive public protest. Councilman Naranjo addressed the Hearing questioning Naranjo whose responsibility it was to send out notices to property questions owners who were being charged for weed abatement. He also questioned the procedures followed when a property owner has a complaint or questions regarding the abatement. Mr. Melvin Makos, Deputy Director of the Agricultural Commissioner/Weights and Measures, Weed Abatement Division, addressed the Hearing responding that the is responsible for posting notice of charges, further, explaining the procedures for complaints as well as procedures for possible adjustments in charges to property owners. He also advised that documentation, back-up material, relating to the work or labor part of the weed abatement process is not covered in the contract with the City, but it could be provided by the County for a fee and that property owners could obtain the information for free. M. Makos County rep response Councilman properties detailing utilized in Naranjo questioned throughout the City, the work perfomed the work performed which Mr. Makos as well as the noticing property owners. Mr. Makos provided an explanation abatement process beginning with the survey of the City, to add or remove advised that property owners have question the process if they wish. the County is willing to cooperate advised that there are procedures on various responded procedures of the County's weed verification of list, parcels as needed, and the opportunity to He also stated that with individuals and for tax complaints, claims, inquiries and possible small claims court as an option. Mr. Habib Murad, owner of property at 2nd and Azusa, addressed the Hearing questioning the high cost of abatement charges. He was advised of the work that was performed on the property and that the County's cost have risen over the past few years. Ms. Maria Villareal, owner of 845 West Sixth Street, addressed the Hearing also questioning the high cost, but, advised that she did not receive notice of the abatement. Mr. Makos advised that his records indicate that the notice was sent to her home, but, that in the future he could call her to see if she received the notice. Naranjo questions M. Makos response H. Moved by Councilman Naranjo, seconded by Mayor Moses and Hrg clsd unanimously* carried by roll call to close the Hearing. Moved by Councilman Alexander, seconded by Councilman Cost confirm - Naranjo and unanimously* carried by roll call to confirm ed cost and charges for the County Weed Abatement Program for 1992/93. Moved by Councilman Naranjo, seconded by Councilman Adjourn Alexander and unanimously* carried by roll call to adjourn. TIME OF ADJOURNMENT: 7:35 P.M.
