MINUTES OF THE CITY COUNCIL
REGULAR MEETING
' NOVEMBER 15, 1993 - 7:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and
time in the Civic Auditorium.
Mayor Moses called the meeting to order, led in the salute to the Flag.
Call to Order
INVOCATION was given by Chaplain Gilbert Becerril of the Pathfinders Veterans Invocation
Outreach.

Councilman Alexander presented a Proclamation to Mr. Gary Fujimoto of the San
Gabriel Valley County Health Centers Network, proclaiming Thursday, November
18, 1993, as "Great American Smokeout Day".

Mrs. Carol Montano, Director of the San Gabriel Valley Municipal Water District, C. Montano
addressed Council introducing Mr. Gilbert Trujillo as the new representative of the comments
Public Advisory Committee of the Water Quality Authority. She also provided a gift
to the Azusa Library, a book entitled "Dividing the Waters", and further, announced
the holding of Public Hearing on a draft EIR on a water pipeline, to be held on
'November 23, 1993, at 7:30 P.M., in the City of El Monte.
A representative of the Food Bank of the Saint Frances of Rome Church, addressed Rep. Food Bank
Council requesting additional funds for food baskets for the holiday season. request for funds
Lengthy discussion was held regarding additional funds for the food bank. It was Discussion
then moved by Councilman Dangleis, seconded by Councilman Naranjo, and carried Community Fund
by roll call that a thermometer be obtained in order to hold a community fund Raising Drive

Moved by Councilman Alexander to give the food bank $20,000. Motion died for Funds to food

call that $1,800 be given to the Saint Frances of Rome food bank, providing that Bank
legal analysis of the City Attorney finds no liability on the part of the City.

Mr. Carrel Cline addressed Council requesting that the scheduling of adjourned C. Cline
regular meetings be held at times and places that accommodate the public as well as comments
Councilmembers.
Mr. Jim McJunkin addressed Council encouraging resident to get involved in City J. McJunkin
Government. comments
Mr. Gilbert Becerril addressed Council thanking them for demolishing the Balboa G. Becerril
Apartment, thus eliminating many social problems that were occurring there. comment
Community Services Director Guarrera addressed Council announcing the upcoming Dir of Comm Svs
Holiday Boutique to be held at City Park on December 4, 1993, and the Tree Guarrera/
Lighting Ceremony to be held in front of City Hall on December 6, 1993. announcements
Ms. Lyn Van Kuilenburg addressed Council and audience announcing that the Azusa L. Van Kuilenburg
Girls Varsity Volleyball Team made the CIF playoffs. comments
At this time Mayor Moses recognized Mr. David Tierney, representative of Recognition
Congressman Matthew Martinez' office. D. Tierney
The CONSENT CALENDAR consisting of Items 1 through 9 was approved by Consent Cal.

unanimously carried by roll call vote, with the exception of item G8, which was Call,

7. Bid opening was held in the City Clerk's Office on November 8, 1993, for the Bid open
purchase of seventeen computers with displays and three HP printers. Three Computers
bids were received. Due to improper content and form of all bids received, all (rejected/re-
bids were rejected and the City Clerk was directed to advertise for bids at a advertise)

Moved by Councilman Dangleis, seconded by Councilman Naranjo and carried by
roll call to waive further reading and introduce the Ordinance. Councilman
Alexander dissenting.
Councilman Dangleis offered a Resolution entitled:

APPROVING AN AMENDMENT TO THE LAND USE ELEMENT OF THE GPA -93-2
