The City Council of the City of Azusa met in adjourned regular session at the above date and time in the Library Auditorium. Mayor Alexander called the meeting to order. PRESENT: COUNCILMEMBERS ABSENT : COUNCILMEMBERS: HARDISON, MADRID, NARANJO, BEEBE, ALEXANDER NONE City Administrator/Executive Director Garcia, Chief of Police Nelson, Finance Director Craig, Grant Compliance Officer Neal, Administrative Analyst Dadaian, Community Development Director Bruckner, Community Services Director Guarrera, Utilities Director Hsu, Redevelopment Director Cervantes, Deputy City Clerk Toscano. Call to Order Roll Call Also Present g ity Administrator/Executive Director Garcia addressed Councilmembers/Directors City Admin ntroducing the purpose of the meeting, which was to create and implement intro/purpose uidelines and process for the conduct of board and commission interviews, and to discuss legal costs and City Attorney Request for Proposals process. Discussion was held regarding board and commission interview qualifications, Discussion guidelines, rules, selection process, a rating system, questions to be asked, input from staff, time limit, dates for interviews, and scheduling system. Some suggestions offered for the interview process consisted of. at least three Councilmembers to participate in the interview process, that the interview be limited to ten (10) to fifteen (15) minutes, there will be a rating sheet, a list of questions and the application on hand for the interview, that the interview be held on a weekend day, that if a person could not be present for an interview, he/she may submit a bio sheet for Council review, that the liaison to the board or commission being interviewed direct that particular interview, but that the Mayor still chair the meeting. Moved by Councilmember/Director Hardison, seconded by Councilmember/Director Beebe and carried by roll call that the first set of interviews be scheduled for Saturday, August 20, 1994, from approximately 1:30 P.M. to 6:00 P.M., and the second set of interviews be set for Monday, August 22, 1994, from 6:00 P.M. to 9:00 P.M., with a makeup date, to be announced if needed; and final recommendation be set for September 6, 1994 meeting. Mayor/Chairman Alexander abstaining. Suggestions Interview Sched. 8/20 & 8/22 Director of Finance Craig presented a detailed analysis of legal fees and hours Dir of Fin charged to the City from July 1, 1989 to September 30, 1993. The fees and hours presentation were separated into three categories: Routine Legal Services that could be analysis legal performed by a staff attorney; Specialized Legal Services that require greater fees expertise and personnel resources than could be expected from an in-house counsel and Tort Liability and Worker's Compensation Claims Litigation. Lengthy discussion was held between Councilmembers and staff. Mr. Bob Davidson of Examen, Inc., addressed Council/Directors presenting a brief B. Davidson overview of the relationship between a City and its legal representatives, further Examen, Inc. 'providing information regarding his firm which specializes in cost analyses. After additional discussion, it was moved by Councilmember/Director Naranjo, Discussion seconded by Councilmember/Director Beebe and carried by roll call that a three day 3 day diagnostic diagnostic audit be performed by Examen, Inc., of the City's Acting City Attorney's of legal sys firm, to include major costs regarding the acquisition of Azusa Valley Water appvd Company, and assistance in preparing a Request for Proposal (RFP) for City Examen, Inc. Attorney services, to be paid out of the legal budget. Mayor/Chairman Alexander dissenting. Moved by Councilmember/Director Naranjo, seconded by Councilmember/Director Adjourn Beebe and unanimously carried by roll call to adjourn. TIME OF ADJOURNMENT: 9:21 P.M.
