MINUTES OF THE CITY COUNCIL
ADJOURNED REGULAR MEETING
JANUARY 9, 1995 - 6:30 P.M.
fhe City Council of the City of Azusa met in regular adjourned session at the above date
and time in the City Library Auditorium.
Mayor Pro -Tem Naranjo called the meeting to order, and led in the salute to the Flag. Call to Order

Interim City Attorney Barbosa, City Administrator Garcia, Chief of Police Nelson,
Captain Broderick, Community Development Director Bruckner, Senior Planner
Watrous, Redevelopment Director Cervantes, Economic Development Specialist Hall,
Planning Commissioners, Castaneda, Moritz, Flowers, Holliday, James, Grosser,
Munoz, Deputy City Clerk Toscano.
Community Development Director Bruckner addressed Council, Planning Commission Com Dev
Members, staff and audience introducing the zoning code revision program stating that Dir comments
the purpose of the workshop is to focus and receive general direction from Council and
Planning Commission Members to ensure the revision effort is done in consort with the
future vision of the community. He introduced representatives of Cotton/Bel,,nd and
Associates, consultants retained to assist in revising the Zoning Code.
Mayor Alexander entered the meeting at 6:37 P.M. Alexander ent
Lengthy discussion was held between Council, Planning Commissioners, and staff. The Discussion/
following is a list of goals and suggestions to help achieve the goal. Zoning Code
Workshop
Goal A: To create an attractive, aesthetically pleasing community with an improved mix
of topography, where land use is well coordinated and complimentary.
- Preserve diversity in housing, but deal with problems at the lower end of the
market
- Regulations need to be practical, applicable and use common sense
- Maintain consistency for housing additions, but allow house-to-house diversity;
each house should match what it has
- create guidelines that allow for case by case analysis
Recognize the differences between owner and rental housing
Some incentives should be provided for additional development and improvements
Any proposed changes should be evaluated for reasonable attractiveness
There needs to be a reasonable relationship between what is proposed and what is
required by the City

THE CITY COUNCIL AND PLANNING COMMISSIONERS RECONVENED AT: Reconvened
8:30 P.M.
Goal E: To promote the development and retention of quality, safe, and tranquil
residential neighborhoods where most homes are owner occupied and which are
characterized by open, pleasant environments and convenient, accessible services.
- Don't require sidewalks and lighting improvements for simple additions, but still
encourage them
- Prepare a list of suggested improvements/guidelines/manual and provide to people
seeking to make improvements
- The City should look into improvements (lighting, landscaping, etc.) at entrances
and focal points of Azusa
Goal A: Commercial uses
- Allow latitude for business signs, but only for temporary periods and while still
looking acceptable
- Don't create bureaucratic hassles, use a reasonable level of regulation
- Need to inform businesses through utility bills or business licenses, and then
enforce regulations
- Temporary signs should not be used as a primary means of business identification
- Banners might be otherwise allowed permanently if properly maintained
