MINUTES OF THE CITY COUNCIL
ADJOURNED REGULAR MEETING
MAY 8, 1995 6:30 P.M.
The City Council of the City of Azusa of the City of Azusa met in regular adjourned
i1session at the above date and time at the City Library Auditorium.
Mayor Alexander called the meeting to order, and led in the salute to the Flag. Call to Order

PRESENT: COUNCILMEMBERS: HARDISON, MADRID, NARANJO,
BEEBE, ALEXANDER
ABSENT: COUNCILMEMBERS: NONE
City Administrator Garcia, Chief of Police Nelson, Captain Broderick, Community
Development Director Bruckner, Senior Planner Watrous.
A wide ranging discussion was held regarding the local mineral excavation industry,
following a presentation by Community Development Bruckner, and Senior Planner
Watrous, which addressed the results of a staff investigation into the methodology
employed by various cities, that have a similar mineral excavation industrial base, for
the treatment of airborne particulates emanating from industrial operations. The
dissimilarity between our local environment and that of the other cities made for
dtfficulty in clearly identifying PM -10 particulates as caused by the mineral operations
from dust raised from the river bed area from winds that regularly ply the narrow canyon
area. They found that the major environmental/contaminent was equally attributable to
vehicular traffic.

The Councilmembers also were addressed by Lee Hawley of the San Gabriel Rock L. Hawley of San
company which is employed by the U.S. Army corps of Engineers to clear the riverbed Gabriel Rock
area, regarding the effects on the environment created by their own particular operations Comments
which are important to the maintenance of an open river channel to permit unrestricted
runoff.
The discussion among the Councilmembers dealt with the need for continued efforts to
discover the direct effect on the environment caused the mineral extractors, the ultimate
responsibility for tilling the pits after mining has been terminated, and the continuing
responsibility for the industry to adequately reimburse the City for permitting them
access to what is a nonrenewable resource, the land that it is removing on a large scale.
Moved by Mayor Alexander, seconded by Councilmember Hardison to adjourn.
