'The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Alexander called the meeting to order and led in the Flag salute. CEREMONIAL Ceremonial The entire Council presented Certificates of Recognition to Mr. Russ Blewett, and Mr. Cert of Recog. and Mrs. Don Clark for donating trees to the City of Azusa. tree donation The entire Council Presented Certificates of Recognition to Karate students Jim Eppard. Cert of Recog. Michael lbarra, Jeremy lbarra, Tristan Clark, Brian Clark, Katie Taylor and Lydia Karate Students Hartford who took top honors at two National Karate events as well as their Shi-han Mike Jablonski. The entire Council presented a Proclamation to Mr. Jerry Hirsch, Counselor of Azusa Proc National Adult Education, proclaiming May 15th through 19th, 1995, as National Adult Adult Education Education Week. Week The entire Council presented a Proclamation to Mr. Recd Markham, Director of Cal Proc to Poly Pamona's College of Arts Retention and Enhancement Services (CARES), CARES conmtending CARES for its contributions to the local, state and national education community. 1 TI IE CITY COUNCIL RECESSED AT 7:55 P.M. Recess T11E, CITY COUNCIL RECONVENED AT 8:00 P.M. Reconvened An item of subsequent need arose, it was moved by Mayor Alexander, seconded by Item of subse- Councilmemb er Naranjo and unanimously carried by roll call to agendize item regarding quent need NAIA National Track and Field meet on May 25, 26, & 27. NAIA National Track & Field meet Mr. Kevin [Iced, Associate Meet Director, addressed Council requesting that the City K. Reed participate in the marathon portion of the NAIA Track and Field Meet at Azusa Pacific Associate University on Saturday, 27, 1995 by donating the services of the Public Works Meet Dir. Department as well is the Police Department during the hours of 5:30 A.M. and 10:00 NAIA Track A. NI. Ile also invited Council to the hall of Fame Banquet to be held on Wednesday, & Field May 24, 1995, at Azusa Pacific University, at 7:00 P.M. at which time Azusa resident and Former Councilmember, John Dangleis, will be inducted into the Hall of Farm:. 'Moved by Mayor Alexander, seconded by Councilmember Naranjo and unanimously City to par - carried by roll call to approve request and that a proclamation he prepared for John licipatc/NAIA Dangleis in honor of his induction into the Hall of Fame. & Proc J. Dangleis PUBLIC PARTICIPATION Mr. Alejandro Guevara addressed Council requesting support/permission to open a A. Guevara church counseling center in the Azusa downtown area at 609 North Azusa Avenue. Church Counsel (The City Clerk translated the request from Spanish to English). Center Discussion was held between Councilmembers, staff, and Mr. Guevara regarding the Discussion natter and the question of whether this was the regular procedure and/or channel for this type of a request. It was noted that a proposed urgency ordinance prohibiting storefront churches in the C13D Zone was scheduled for later on the Agenda. Moved by Mayor Alexander, seconded by Councilmember Madrid and unanimously Item L-5 moved carried by roll call that item L-5, proposed urgency ordinance prohibiting storefront forward churches in the CBD Zone be brought forward for discussion and handling at this time. Community Development Director Bruckner addressed the issue staling that downtown revitalization his been a goal of the City for many years and has recently been the focus of the Economic Development Advisory Committee, included in the Economic Development Strategic Plan and staff is in the process of retaining an economic development consultant to assist in the development of a downtown plan, which would evaluate the type of businesses that should he attracted for downtown revitalization. Recently there have been concerns regarding the location of storefront churches in the downtown area. The questions are parking availability, traffic impacts, ancillary activities, and compatibility with a downtown shopping environment. Ile advised that in order to allow staff time to evaluate the impacts and appropriateness of storefront churches in the CBD Zone, that the proposed urgency ordinance be adopted prohibiting them. After additional Council comments, Councilmember Beebe offered an Urgency Ordinance entitled: AN INTERIM URGENCY ORDINANCE OFTHE CITY OI- AZ.USA. CALIFORNIA, PROHIBITING TIIE ESTABLISHMENT OF CIIIIRCII USES WITHIN THE CENTRAL BUSINESS DISTRICTZONE FOR A PERIOD OF 45 DAYS, P13NDING "rill's COMPLETION OF A STUDY OF CHURCH USES IN THE CITY'S DOWNTOWN AREA ANDTHE ADOPTION OF ANY AND ALL AMENDMENTS TO CITY'S LAND USE REGULATIONS. Moved by Councilmember Beebe, seconded by Councilmember Hardison to waive further reading and adopt. Ile cited statistics of deaths and Injuries to officers over the last year which have risen since 1993. lie requested that the Council as well as the community keep officers in their thoughts and prayers. Chief Nelson comments Councilnnennber Madrid announced the Annual Parent Institute to he held at Magnolia Madrid School on March 31, 1995 from 6:30 p.m. to 9:00 p.m. The thence for this year is Annual Parent Building Your Child's Self -Esteem. Institute 'file CONSENT CALENDAR consisting of Items 1 through 17 was approved by Consent Cal motion of Councilmember Madrid, seconded by Councilmemher Beebe and 1-17. Items unanimously carried by roll call vote, with the exception of item 0-6, G-10 and G-11, 6, 10 & 11. which were considered under the Special Call portion of the Agenda. Item G-14 was Spec Call approved as amended. 1. The Minutes of the regular meeting of May 1, 1995, and the regular adjourned Min appvd meeting of May 8, 1995, were approved as written. 2. A RESOLUTION OF THE CITY COUNCIL OI' THE CITY OI' AZUSA lies. 95-C60 APPROVING APPROPRIATION AMENDMEN'T'S FOR FISCAL YEAR 1994- Appropriation 95 PURSUANT TO SECTION 2-450 OF TTIF AZUSA MUNICIPAL CODE. Amendments 4. A Crown Victoria police vehicle caught lire causing extensive damage. Estimates Sale of damages to repair the vehicle are quite high so it was approved to declare the vehicle Crown Victoria surplus, sell it to Cinema Vehicle Services in the amount of $3,850.00, highest to Cincma Vehicle quote and authorize staff to execute its delivery under Section 2.517 of the Azusa Services Municipal Code. 5. Plans and specifications have been prepared by Los Angeles County Department Plans & specs of Public Works to install a 54 inch stone drain line in Irwindale and Ayon Irwindale & Ayon Avenues to eliminate flooding conditions. The Project is being advertised to as L.A. Co system receive bids on May 23. Staff has reviewed and approved the plans and the City of IIighways to is not expected to and will not contribute to the project financially. The plans construct storm were accepted and approved, Irwindale and Ayon Avenues were designated as part drain of the L.A. County's system of highways, permission was granted fir storm drain construction, excavation permit fees were waived and it was declared that L.A. County will not be accountable for expenses of modifications of the project once installed. 6. SPECIAL CALL ITEM. Spec Call 5/15/95 PAGF, THREE 7. Martinez Concrete, contractor for the Student Safety Sidewalks, completed the Notice of Conlp. project in accordance with the plans and specifications on April 20, 1995. The Marlincz Concrete project was accepted as complete; the Notice of Completion was approved and the Student Safely City Clerk's Office was authorized to file the Notice with the County Recorder's Sidewalks Office. 8. The County of Los Angeles Area Agency on Aging annual contracts must be Agnit Services ' applied for annually. Elderly 9. The Parks and Recreation Commission has been discussing the feasibility of Recognition naming a City facility for a prominent City resident. After careful consideration of Jack Williams it was unanimously agreed to place a plaque on the lower level of the Azusa Museum dedicating the wing to Jack Williams, along with a franled outline of his family's accomplishments with the City over the years. The request was approved to honor this individual and his family for their many years of service to the City and staff was authorized to develop a plaque. 10. SPECIAL. CALL ITEM. Spec Call 11. A RESOLUTION OF THE CITY COUNCiL OF THE CITY OF AZUSA Res. 95-C63 AMENDING RESOLUTION NO. 94-C71 REGARDING THE APPOIN'T'MENT Rep for 1CRMA OF SPECIFIC REPRESENTATIVES TO TiIE INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY. 15. The City Library has been evaluated to have potential damages in various areas. Roof support beams appear to be failing, excessive leaking and water damage, possible deterioration by termites and structural deficiencies. The winners are as follows: AUSD students Marlissa Alford - First Place - Center Middle School. City Engineer Abbaszadeh responded stating that the area has been a problem over the City Engr years and will be reconstructed and as part of the project the existing traffic signals will response be upgraded.
