MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MAY 15, 1995 - 7:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time
in the Civic Auditorium.
Mayor Alexander called the meeting to order and led in the Flag salute. Call to Order
INVOCATION was given by Reverend John Sims of the Prevailing Word Ministry. Invocation

The entire Council presented Certificates of Recognition to Karate students Jim Eppard, Cert of Recog.
Michael Ibarra, Jeremy Ibarra, Tristan Clark, Brian Clark, Katie Taylor and Lydia Karate Students
flartford who took top honors at two National Karate events as well as their Shi-han
Mike Jablonski.
The entire Council presented a Proclamation to Mr. Jerry Hirsch, Counselor of Azusa Proc National
Adult Education, proclaiming May 15th through 19th, 1995, as National Adult Adult Education
Education Week. Week
The entire Council presented a Proclamation to Mr. Reed Markham, Director of Cal Proc to
Poly Pomona's College of Arts Retention and Enhancement Services (CARES), CARES
commending CARES for its contributions to the local, state and national education
connnunity.

Mr. Kevin Reed, Associate Meet Director, addressed Council requesting that the City K. Reed
participate in the marathon portion of the NAIA Track and Field Meet at Azusa Pacific Associate
University on Saturday, 27, 1995 by donating the services of the Public Works Meet Dir.
Department as well as the Police Department during the hours of 5:30 A.M. and 10:00 NAiA Track
A.M. ile also invited Council to the Flail of Fame Banquet to be held on Wednesday, & Field
May 24, 1995, at Azusa Pacific University, at 7:00 P.M. at which time Azusa resident
and former Councilmember, John Dangleis, will he inducted into the flail of Fame.

carried by roll call to approve request and that a proclamation be prepared for John ticipale/NAIA
Dangleis in honor of his induction into the [fill of Fame. & Proc J. Dangleis
PUBLIC PARTICIPATION
Mr. Alejandro Guevara addressed Council requesting support/permission to open a A. Guevara
church counseling center in the Azusa downtown area at 609 North Azusa Avenue. Church Counsel
(The City Clerk translated the request from Spanish to English). Center
Discussion was held between Councilmembers, staff, and Mr. Guevara regarding the Discussion
matter and the question of whether this was the regular procedure and/or channel for
this type of a request. It was noted that a proposed urgency ordinance prohibiting
storefront churches in the CBD Zone was scheduled for later on the Agenda.
Moved by Mayor Alexander, seconded by Councilmember Madrid and unanimously item L-5 moved
carried by roll call that item L-5, proposed urgency ordinance prohibiting storefront forward
churches in the CBD Zone be brought forward for discussion and handling at this time.
Community Development Director Bruckner addressed the issue stating that downtown
'revilalizalion has been a goal of the City for many years and has recently been the focus
of the Economic Development Advisory Committee, included in the Economic
Development Strategic Plan and staff is in the process cif retaining an economic
development consultant to assist in the development of a downtown plan, which would
evaluate the type of businesses that should he attracted for downtown revitalization.
Recently there have been concerns regarding the location of storefront churches in the
downtown area. The questions are parking availability, traffic impacts, ancillary
activities, and compatibility with a downtown shopping environment. lie advised that
in order to allow staff time to evaluate the impacts and appropriateness of storefront
churches in the CBD Zone, that the proposed urgency ordinance be adopted prohibiting
them.
After additional Council comments, Councilmember Beebe offered an Urgency
Ordinance entitled:

Moved by Councilmember Beebe, seconded by Councilmember Hardison to waive

Chief of Police Byron Nelson addressed Council stating that during this time each May
it is time to pay tribute to Police Officers who have fallen in the line of duty. lie cited
statistics of deaths and injuries to officers over the last year which have risen since
1993. Ile requested that the Council as well as the community keep officers in their
thoughts and prayers.

Councilntentber Madrid announced the Annual Parent Institute to he held at Magnolia Madrid
School on March 31, 1995 from 6:30 p.m. to 9:00 p.m. The theme for this year is Annual Parent
Building Your Child's Self -Esteem. Institute
The CONSENT CALENDAR consisting of Items I through 17 was approved by Consent Cal
motion of Councilmember Madrid, seconded by Councilmember Beebe and 1-17, Items
unanimously carried by roll call vote, with the exception of item G-6, G-10 and G -I I, 6, 10 & 11,
which were considered under the Special Call portion of the Agenda. Item 0-14 was Spec Call
approved as amended.
1. The Minutes of the regular meeting of May 1, 1995, and the regular adjourned Min appvd
meeting of May 8, 1995, were approved as written.
2. Action recorded in the minutes of the meeting of December 5, 1994, was Min correction
incorrect. The record was amended to correct the minutes. appvd 12/5/94

APPROVING APPROPRIATION AMENDMENTS FOR FISCAL YEAR 1994- Appropriation
95 PURSUANT TO SECTION 2-450 OF TI IF A7.IISA MUNICIPAL. CODE. Amendments
4. A Crown Victoria police vehicle caught lire causing extensive damage. Estimates
to repair the vehicle are quite high so it was approved to declare the vehicle
surplus, sell it to Cinema Vehicle Services in the amount of $3,850.00, highest
quote and authorize staff to execute its delivery under Section 2.517 of the Azusa
Municipal Code.
5. Plans and specifications have been prepared by Los Angeles County Department
of Public Works to install a 54 inch storm drain line in Irwindale and Ayon
Avenues to eliminate flooding conditions. The Project is being advertised to
receive bids on May 23. Staff has reviewed and approved the plans and the City
is not expected to and will not contribute to the project financially. The plans
were accepted and approved, Irwindale and Ayon Avenues were designated as part
of the L.A. County's system of highways, permission was granted for storm drain
construction, excavation permit fees were waived and it was declared that L.A.
County will not be accountable for expenses of modifications of the project once
installed.

7. Martinez Concrete, contractor for the Student Safety Sidewalks, completed the Notice of Comp.
project in accordance with the plans and specifications on April 20, 1995. The Martinez Concrete
project was accepted as complete; the Notice of Completion was approved and the Student Safety
City Clerk's Office was authorized to file the Notice with the Counly Recorder's Sidewalks
Office.
R. The County of Los Angeles Area Agency on Aging annual contracts must he Agmt Services
' applied for annually. The following Resolution will authorize staff to submit a for elderly
reapplication for the senior nutrition program. Acceptance of the application will
enable the meal program to continue as it has since 1978.

9. The Parks and Recreation Commission has been discussing the feasibility of Recognition
naming a City facility for a prominent City resident. After careful consideration of Jack Williams
it was unanimously agreed to place a plaque on the lower level of the Azusa
Nimcum dedicating file wing to Jack Williams, along with a franned outline of his
I:unily's accomplishments with the City over the years. The request was approved
to honor (his individual and his family for their many years of service to the City
and staff was authorized to develop a plaque.

15. The City Library has been evaluated to have potential damages in various areas.
Roof support beams appear to be failing, excessive leaking and water damage,
possible deterioration by termites and structural deficiencies. The following
resolution was adopted:

10. Approval was given to recognize three students in the Azusa Unilied School Cert of
District for their outstanding accomplishments when they received top honors in Recognition
district competition for the annual spelling bee. The winners are as follows: AUSD students
Ntarlissa Alford - First Place - Center Middle School. Matthew Valenzueln -
Second Place - Slauson Middle School, and Elvira Gunman - Third Place - Center
Middle School.

17. Resolution authorizing payment of warrants by the City was adopted and entitled:

Councilmentber Hardison requested clarification on item regarding reconstruction of Hardison
Citrus and Gladstone.
City Engineer Abbaszadeh responded stating that the area has been a problem over the City Engr
years and will be reconstructed and as part of the project the existing traffic signals will response
he upgraded.

Councilmember Hardison requested clarification on agreement to provide building Ilardison
hermit issuance and tracking software. questions
Community Development Director responded stating that the proposal is for a software Com Dev Dir
system to he installed on existing hardware system, network system, for permit tracking response
and permit issuance for the Building Division. Ile detailed the mechanics of the system
and answered other questions posed by Council.
