MINUTES OF THE CITY COUNCIL
ADJOURNED REGULAR MEETING
AUGUST 30, 1995 - 6:30 P.M.
'The City Council of the City of Azusa met in adjourned regular session at the above date
and time in the City Library Auditorium.
Mayor Alexander called the meeting to order, and led in the salute to the Flag. Call to Order

City Administrator Garcia, Finance Director Craig, Community Development Bruckner,
Senior Planner Watrous, Accounting Supervisor Brisco, Craig Phillip and Richard
Robertson of Owl Rock, Tom Sheedy of Azusa Rock, Peter Howell of Calmat, Lee
Hawley of San Gabriel Rock and John Hecht and another unidentified representative of
Transit Mix.
During the introductions Councilmember Madrid entered the meeting. Madrid ent.
'The purpose for this meeting being is to hold a workshop with representatives of the local Purpose of mtg
rock quarry industry. Community Development Director Bruckner began the meeting by Rock quarry
presenting to the Council an update on the staff meetings with the Rock Quarry industry issues
as directed by Council, concerning several areas of possible potential and/or existing
environmental damage and pollution, caused by rock quarry operations.
Following his introductory address, a protracted and intensive discussion followed Discussion
between the Council, the Rock Quarry industry representatives and City Staff. At the
conclusion, it was moved by Councilmember Beebe, seconded by Councilmember
Naranjo, and carried by roll call vote, Councilmember Madrid dissenting, to give
direction to Staff as follows:
1. Regarding the use of Best Available Measures, Staff should submit to the Council Direction to
a list of dust control measures that the quarries could be implementing compared staff
to what is actually being implemented. In addition, the new 1997 AQMD
requirements should also be listed.
2. The ultimate reuse of the quarry sites is not an issue that the community needs to
be concerned about now, because the implementation is 30 to 50 years away.
3. Staff should continue the discussions regarding revenue enhancement.
4. Regarding PM10 monitoring, Staff should cease work on developing a monitoring
program, and focus instead on spending resources on what quarries can do to better
'control dust emissions.
5. Quarry operators should continue to do whatever is necessary to make their
operations as aesthetically pleasing as possible, especially along their street
frontages.
6. Staff shall submit a written report to the Council in 6 months to provide an update
on progress made on the aforementioned matters.
Moved by Councilmember Beebe, seconded by Mayor Alexander and unanimously carried Adjourn
by roll call to adjourn.
