MINUTES OF THE CITY COUNCIL
SPECIAL MEETING
JULY 11, 1996 - 6:00 P.M.
The City Council of the City of Azusa met in special session at the above date
and time in the Civic Auditorium.
Mayor Alexander called the meeting to order.

The purpose of the Special Meeting was to hold a Public Hearing to allow an Purpose of
Outdoor Festival by Saint Frances of Rome, Youth Congress, on July 13th and Mtg.
14th, 1996, and to hold a discussion regarding tuition reimbursement for
Councilmembers, i.e. suspension and /or policy decision regarding permanent
termination or not.
Pursuant to Government Code Section 54956, the "Notice of Special Meeting"
was delivered to each Councilmember, on the date and time set forth in the
following:

Councilmember Hardison advised that he has a preconstruction meeting to Hardison
attend and will only be able to stay for fifteen minutes of this Special Meeting. comments
Mayor Pro -Tem declared the Hearing open. Deputy City Clerk read the Pub Hrg
affidavit of proof of publication of notice of said Hearing published in the San Special Use
Gabriel Valley Tribune on July 5, 1996. Permit
' Mr. Ruben Arellano, representative of Saint Frances of Rome, addressed the R. Arellano
Hearing requesting that the Youth Group Maranatha, be allowed to hold a Rep. St. Frances
Youth Explosion on Saturday and Sunday, July 13 & 14th at Saint Frances of Youth Group
Rome, and that Saturday, July 13th be proclaimed as "Youth Day" in the City
of Azusa, and that the group be allowed to use only City booths, not stages for
the event.
He then answered questions posed by Council regarding obtaining the booths Discussion
as it was occurring on the weekend and the question of parking. He was also
asked if he would comply with all the conditions of approval of the staff report
and he advised that he would comply with all the conditions.
Mr. Art Morales addressed Council in favor of the request for the outdoor A. Morales
festival permit for the youth group.

Moved by Councilmember Beebe, seconded by Councilmember Hardison and Hrg closed
unanimously* carried by roll call to close the Hearing.
Councilmember Beebe offered a Resolution entitled:

Moved by Councilmember Beebe, seconded by Councilmember Hardison to
waive further reading and adopt. Resolution passed and adopted by the
following vote of the Council:
AYES: COUNCILMEMBERS: HARDISON, MADRID, NARANJO,
BEEBE
NOES: COUNCILMEMBERS: NONE
ABSENT: COUNCILMEMBERS: ALEXANDER
Moved by Councilmember Beebe, seconded by Councilmember Hardison and
unanimously* carried by roll call that due of the age and the number of people
that will be the Youth Explosion, the 100 space requirement for parking be
waived, as the applicant advised he would contact surrounding landholders in
the area and request their assistance with provision of parking for the event.
Further, fees for the use of City booths be waived and a proclamation be issued
for July 13th, proclaiming it as "Youth Day".
Mayor Alexander entered the Special Meeting at 6:12 p.m.
' Councilmember Madrid voiced her concerns regarding city funds being spent
for the Mayor's education and regarding the possible misinformation being
forwarded to her by city staff regarding the funding.

Councilmember Hardison offered comments in favor of tuition reimbursement, Hardison
before he left for a scheduled meeting. comments
Moved by Councilmember Naranjo, seconded by Mayor Alexander and
unanimously carried by roll call that Councilmember Hardison be excused from
the meeting. He exited the meeting @ 6:15 P.M.
' Discussion was held between Councilmembers and staff regarding the Mayor's
tuition reimbursement, deferred compensation regulations, and the current
amount of the Mayor's tuition reimbursement of $2,197.00 per semester.
Additional discussion was held regarding proposed incorrect information given,
the procedures for tuition reimbursement, and conferences.
Councilmember Madrid asked her colleagues if they would like to review the
current policies on tuition reimbursement, modify or change them.
Councilmember Beebe and Naranjo responded stating that they were in favor
of tuition reimbursement for Councilmembers and did not want to change it at
this time.
