' The City Council and the Redevelopment Agency of the City of Azusa met in adjourned regular session at the above date and time in the Library Auditorium. Mayor/Chairman Alexander called the meeting to order. Call to Order ROLL CALL. Roll Call PRESENT: COUNCILMEMBERS!DIRECTORS: HARDISON, MADRID, NARANJO. BFFBE, ALEXANDER ABSENT: COUNCILMEMBERS/DIRECTORS: NONE ALSO PRESENT: Also Present Assistant City Attorney/Assistant General Counsel Carvalho, City Administrator/Executive Director Garcia, Director of Finance Craig, Chief of Police Broderick, Captain Garcia, Lieutenant Gonzales, Police Records Supervisor Putrinn, Community Development Director Bruckner, Computer Analyst Wofford, Administrative Analyst Dadaian, Deputy City Clerk/Deputy Secretary Toscano. The following members of the Culiural and Historical Landmark Commission were also present: Randy Alva, Jack Williams. Bill Molina, Ted ' Garcia, Murray Ilirota, and Frances Gonzales. PUBLIC PARTICIPATION Pub Part. Mr. Art Morales addressed Council/Boardniembers regarding his concern with the moon A. Administrative Analyst Dadaian addressed Council presenting (lie 1•roposed Historic Proposed Preservation ordinance. Mr. Randy Alva, historical Commissioner, addressed Council advising that the proposed R. Alva ordinance is asking for a ninety day period to go out and solicit the property and try to comments preserve it, through video, book, and/or piclures. ' Additional discussion was held regarding the Agreement to protect properties, possible Add'I. imposition of additional conditions, suggested publie hearings on demolitions by historical discussion Commission that could be appealed to Council, property tax reduction (Mills Act), criteria in proposed ordinance for historical same as State, expenses, and liabilities. 1 Mr. Art Morales addressed the issue regarding an appeal fee and perhaps a means for a A. Assistant City Attorney Carvalho advised that the proposed ordinance would not prevent someone from selling their property, but only demolishing it. She also stated that the direction she is hearing is that Council would like 120 day period and the Community Development Director to be able to impose more conditions of approval. Additional discussion was held. Mr. Dave Linden, representative of Monrovia Nursery, addressed the issue stating that the D. Linden definition of historic property is too broad, and he advised of many changes he would like Monrovia to see in the proposed ordinance. Nursery City Administrator Garcia suggested that staff take all information and comments provided City Admin this evening and come flack to another workshop with some answers and that all persons comments on the current list of designated properties be advised of the meeting. RECESS: 7:50 P.M. RECONVENED: 7:55 P.M. Finance Director Craig and Lieutenant Sam Gonzales addressed Council with a slide presentation of the City of Azusa Police Facility Expansion & Remodel Project. The presentation which began with a nostalgic look at the dedication ceremony of the Memmesheimer Police Department Building in 197'0 it also included the 1994 Crime Index Total, Azusa Crime Comparison for years 1991-1995, Officers Per 1,000 of Population in 1994 for Azusa and surrounding cities. Finance Director Craig then detailed the recommended budget for construction of the new Police Facility, additional items outside construction costs, and contingency at 20%. The Police Communications Center and Systems Project was also detailed. The Public Safety Facility Construction Projects, Public Safety Facility Financing, Components of Light Fund Reserves, and Loan Collateralization were detailed and lastly a time line through anticipated completion date of October 1997 was presented. All details of the project as presented are on file in the Office of the City Clerk. Recess Reconvened Presentation of Azusa Police Facility Expansion & Remodel Project G. Craig & S. Gonzales ' After further discussion, it was moved by Mayor Alexander, seconded by Councilmember Police Facility Beebe and unanimously carried by roll call to approve the project scope and funding plan Project Approved for the 1996-97 Public Safety infrastructure and improvement Project as presented. 07/29/96 PAGE TWO I I Mr. Art Morales addressed Council suggesting that (lie Light Fund pay for the Police A. Mrs. Peggy Martinez addressed Council questioning the funding as it relates to the P. Martinez assessment fees. comments Mayor Alexander responded explaining the use of funds for Fire Fees versus City projects. Mayor comments Mr. Ted Garcia addressed Council suggesting that the old Light and Water building be used T.
