HomeMy WebLinkAboutMinutes - August 12, 1996 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING AUGUST 12,1996 - 6:30 P.M. The City Council of the City of Azusa met in adjourned regular session at the above date and time in the Library Auditorium. Mayor Alexander called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: IIARDISON, NARANJO, BEEBE, ALEXANDER ABSENT: COUNCILMEMBERS: MADRID ALSO PRESENT: City Administrator Garcia, City Attorney Deitsch, Community Development Director Bruckner, Senior Planner Watrous, Planning Commissioners: Grosser, Moritz, James, Martinez, Prado, Representatives of Cotten/Beland Associates, Deputy City Clerk Toscano. Community Development Director Bruckner addressed Council and Planning Commissioners detailing the activities that have been conducted to accomplish the zoning code revision and the remaining issues to be discussed by Councilmembers and Planning Commission members. He then introduced Senior Planner Watrous to provide information regarding the Planned Residential Development Zone. Senior Planner Watrous addressed Council and Planning Commissioners explaining that in order for developers to build a Planned Residential Development they would have to meet certain standards as well as have certain qualities in the project. lie described some of the specific areas of the Planned Residential Development that the Planning Commission will need to consider when approving such a development, such as: view fi-om public right -a -way, circulation, lot size, adequate parking, driveways, traffic, pavement textures, walkways, recreational and green belts, buildings, privacy, traffic noise, yard size fences/walls and trees. 1 -le stated that the intention was to allow developers to have flexibility to design, but, to make sure standards are met. Call to Order Roll Call Also Present Com Dev Dir comments revision of Zoning Code Sr Planner comments Lengthy discussion was held between Councilmenhbers, Planning Commissioners, and Discussion staff regarding some of the above specific areas of development. Mr. Edward Hlava and Ms. Marianne Miasnik, residents of Citrus Cove addressed E. Hlava & Council and Planning Commissioners presenting the many problems that they have M. Miasnik encountered since purchasing their home at Citrus Cove, with parking, children comments playing in the street, parking problems, and many problems relating to communication with homeowners association. They warned Councilmembers and staff to anticipate the worse scenario when creating the standards for development. A representative of Lewis Homes addressed Council and spoke about the differences Rep Lewis Homes between the Planned Residential Development, Condominiums and Town Homes. Ms. Austin, a resident of the Mirador Homes, addressed Council expressing her Res Mirador views on the concept of the Planned Residential Development, the developers and Homes comments regulations. After further discussion, it was consensus of Council that staff be allowed to move Staff to proceed ahead with the Public Hearing process in order to approve the revisions of the Zoning with Public Code. Hearing process ' Community Development Director Bruckner addressed the issue of outdoor festivals Com Dev Dir and detailed the events that led up to the review of that section of the Azusa Municipal re: outdoor Code. He proposed that the code be amended to allow up to three (3) outdoor events festivals on any one parcel during a calendar year, using the Temporary Use Permit procedure and for any additional events in excess of the 3 outdoor events, every person conducting, managing or carrying on the festival shall first procure a separate permit issued by the City Council, for each additional event. 0 Lengthy discussion was held between Councihnember, staff, and Planning Discussion Commissioners regarding the criteria for outdoor festivals. Additional discussion included current code regulations, tickets for events, parking, noise -maximum decibels, prior violations, civic groups versus businesses having festivals, number of people attending the event and use of alcohol. Council suggested the following criteria for outdoor festivals: alcohol to be within a Council controlled area in accordance with an ABC permit, notification to residents, appeals Suggestions process when request is denied, 30 days in advance to submit application, with list of labels for notification to residents. Councilmember Madrid requested a staff report on Fireworks stands regarding the Madrid comments number of stands. Fireworks Naranjo requested staff report on gross receipts from Fireworks stands.
