MINUTES OF THE CITY COUNCIL
ADJOURNED REGULAR MEETING
SEPTEMBER 9, 1996 - 6:30 P.M.

The City Council of the City of Azusa met in adjourned regular session at the above
date and time in the Library Auditorium.
Mayor Alexander called the meeting to order. Call to Order

BEEBE, ALEXANDER
ABSENT: COUNCILMEMBERS: NONE
ALSO PRESENT: Also Present
City Administrator Garcia, Utilities Director Flsu, Finance Director Craig, Customer
Service Manager Ali, Electric Division Manager Ramirez, Electric Engineer Langit,
Manager Integrated Resources Tang, Conservation Officer Parks, Deputy City Clerk
Toscano.

Mr. Art Morales addressed Council expressing his opinion regarding Council A. Morales
discussions in general. comments
City Administrator Garcia advised Council that at the last workshop regarding Board City Admin
and Commission interviews, there was still a need to fill on vacancy on the Planning comments re:
Commission, Park & Recreation, and Architectural Barriers Commission. board vacancies
Moved by Mayor Alexander, seconded by Councilmember Naranjo and carred by roll D. Flowers to
call to appoint Don Flowers to the Planning Commission. Councilmember Hardison Planning Comm.
and Councilmember Madrid dissenting.
Moved by Mayor Alexander, seconded by Councilmember Hardison and carried by D. Santellan to
roll call to appoint David Santellan to the Park and Recreation Commission. Park & Rec
Councilmember Beebe dissenting. Commission
It was consensus of Councilmember to send letter to unsuccessful candidates advising

that a vacancy exists on the Architectural Barriers Commission, to post notices, and
unsuccessful
place a notice on cable television. Further, it was consensus of Councilmembers to

' send congratulatory letters to newly appointed members and advise them that formal
action by resolution will take place at the meeting of October 7, 1996.

Aller additional discussion, it was moved by Councilmember Naranjo, seconded by

Mayor Alexander and failed by roll call to appoint Rene Fraijo to the vacant position
to ABC (failed)
on the Architectural Barriers Commission. Motion failed, Councilmembers Hardison,
Madrid and Beebe dissenting.
Utilities Director Hsu and Manager Integrated Resources Tang addressed Council
detailing the California Electric Utility Industry Restructuring and Strategic Planning
for the City of Azusa. They explained provisions of A131890, and Electrical
Restructuring for publicly owned Utilities. The discussion between Councilmembers
and staff also included: wholesale competition, retail competition, time frame for the
implementation of retail direct access, investor owned utilities strategy, Azusa's
overall strategy and what it must address, Azusa's strategy to pay off generation debts,
key measures of the proposed plan, proposed action items and provided comparison
' of Edison's average retail rate under restructuring vs. Azusa's average retail rate under
restructuring scenario 5.
It was consensus of Councilmembers to adjourn.
