The City Council of the City of Azusa met in adjourned regular session at the above date and time in the Library Auditorium. Mayor/ChairmanAlexander called the meeting to order and led in salute to the Flag. ROLL CALL PRESENT: COUNCILMEMBERS: HARDISON, MADRID, NARANJO, ALEXANDER ABSENT: COUNCILMEMBERS: BEEBE ALSO PRESENT: Call to Order Roll Call Also Present City Administrator Garcia, Community Development Director Bruckner, Chief of Police Broderick, City Engineer Abbaszadeh, Superintendent of Public Works Pedroza, Deputy City Clerk Toscano. Moved by Cotmcilmember/Director Hardison, seconded by Councilmember/Director Naranjo and Beebe unanimously* carried by roll call that Councilmember Beebe be excused from the meeting. excused PUBLIC PARTICIPATION Pub Part Mr. Art Morales addressed Council/Boardmembers questioning whether the public would have A. THE CITY COUNCIL RECESSED TO CONDUCT INTERVIEWS FOR THE Interviews ARCHITECTURAL BARRIERS COMMISSION AT 6:38 P.M. ABC recess THE CITY COUNCIL RECONVENED AT 6:58 P.M. reconvened City Administrator/Executive Director Garcia introduced the presentation of the Downtown City Admin Concept Plan, and advised that a series of Town Hall meetings have been held regarding Highway comments 39 and the Downtown plan. Interim Redevelopment Director Steel addressed Councilmembers/Boardmembers stating that the CRA Dir design objectives under either one-way or two-way circulation systems for the downtown comments corridors are 1) to maximize customer convenience, 2) to promote traffic calming and 3) to provide street closures to permit festivals, parades, etc. He then presented slides of several other cities and their downtown areas that projected the type of downtown circulation pattern the City of Azusa might want to obtain. He spoke of economic considerations, the advantages of two-way traffic for business development and many other enhancements for the downtown area. n Community Development Director Bruckner addressed the issue stating that there was a need to Com Dev Dir develop a marketing program that will make the downtown area a destination place. He presented comments slides showing options for the downtown circulation, both one way and two way traffic. Lengthy discussion was held between Council members/Di rectors, staff, and the audience Discussion regarding Section 108 financing funds and pay back, CDBG funds, target area in Phase I of the Downtown Area revitalWgtion, which was from 5th street to Santa pe, parking both diagonal and parallel were discussed, landscaping, trees, lighting, banners, pedestrian walkways, traffic count, pavement textures, speed of traffic, and many other topics were discussed.
