The City Council of the City of Azusa met in regular session at the above date and time in -the Civic Auditorium. Mayor Alexander called the meeting to order and led in the flag salute. Ceremonial Community Services Director Guarrera introduced Transportation Supervisor Pete Presentation MacKay who recognized the following Bus Drivers fnr receiving the 1996 Safety of Awards to Achievement Award from Access Services. Mr. Guarrera presented the awards to: rive Azusa Mary Buslamante, Shirley Caddie, Nan Knerneyert Laurie Patrick and Domielda Price, Transportation all Bus Drivers for the A7:usa Transportation Department. lie filen presented Superior Bus Drivers & Service Award from Access Service for Outstanding Performance, to Pete MacKay, who Supervisor in turn thanked community, Council, City Administrator and Mr. Guarrera for their MacKay support of the program. Mayor Alexander recognized Sean McWhorter, Field Representative for Congressman Recognition Matthew Martinez, Fire Chief Gary Lockwood, and Councilmember Naranjo recognized Local Amy Popoff, Field Representative of Assemblyman Bob Margett's Office and Laura, Representatives Representative of Senator Solis' Office. Darlyne Garofalo addressed Council expressing her excitement relating to the City 1). Garofalo moving forward with Highway 39 and activities at the City Library. She also expressed comments concern regarding the article in the Azrisa Gazette and expressed her appreciation to Monrovia Nursery for its support. Ms. Diana Offen addressed Council thanking staff for all the help provided her during D. Popoff addressed Council introducing herself and offering services if needed. Margetts' Rep. Mr. Ron Legault addressed Council expressing his opinion regarding the Azusa Gazette R. UP-Q"M AND AKM0- Wj':W-ENTS -RQM COUNCIL/STAFF Updates/Cncl/staff Councilmember Madrid announced the upcoming meeting regarding traffic patterns on MAbQiD Azusa and San Gabriel Avenues, to be held on Monday, February 10, 1997, at 7 p.m. Lt p/nYY)ej-?ls at the Light and Water Department. She also thanked all for support in her trip to the Presidential inauguration in Washington. Councilmember ilArdison requesled that Community Services Derailment explore life Hardison feasibility of placing roller hockey rinks at Northside, Memorial and/or Zacatecas parks; comments to research the cost for concrete, fencing, the City sponsoring teams and suitable sites. Staff advised that they would report back with a report on the feasibility of a toilet hockey rink. Councilmember Naranio voiced his opposition to articles that appeared in the Azusa Naranjo Gazette relating to solicitation of campaign donations by Monrovia Nursery to three of comments the candidates, including himself, the approval of RTi and the lawsuit that Arose due to a fire at his home years ago. City Attorney Deitsch detailed the two types of damages, actual and punitive and City Attny requirements of the Political Reform Act or/FPPC, as they relate to the issue of RTI and comments Councilmembers. Mayor Alexander also offered comments regarding the Azusa Gazette articles written Alexander by Dick Stanford, who is also a council candidate for the upcoming election. He comments praised the City Attorney Deitsch And his law firm for overall efficiency in providing information concerning the issue. The CON—SE_NT—CALENDAR consisting of items I through 12 was approved by Consent Cal. motion of Councilmember Ilardison, secmuted by Mayor Alexander and unanimously 1-12, nppvd carried by roll call vote, with the exception of items G-8, G-9, and ("-to, which were 0-8, 9, 10, considered under the Special Cnll portion of file Agenda. Cmmcilmember Madrid addressed item relating to selection of Design Engineer for Azusa Avenue Streetscape requesting that it be continued until a0er the Town Hall meeting on the San Gabriel Boulevard traffic circulation to be held on February 10, 1997. Discussion was held between Councilmembers and staff regarding the need to go forward with the selection project, additional inrut by residents, possible changes or amendments, meetings that have been previously held regarding the circulation plan, scope of work is for Azusa Avenue which includes but is not limited in: works of improvement to the existing right -a -way, within the parkways, street, trees, street light standards, etc., which will not affect San Gabriel Avenue. Additional discussion was held regarlling two way traffic on Azusa Avenue, area of project, which is: Azusa Avenue, from 5th to 91h streets, consultant budgetary guidelines, d design perimeters and responsible parties (staff), budget allocation, and sources of funding.. Moved by Councilmember Tlardison, seconded by Councilmemher Naranjo and unanimously carried by roll call to approve the selection of Urban Design Studio to complete the design process for the Streetscape by providing recommendations for specific Streetscape elements. The cost estimate for these services is $56,585 funded from the Downtown Concept Implementation Project Account.
