The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Alexander called the meeting to order and led in the flag salute. Call to Order INVOCATION was given by Reverend George Marchauk of the First Presbyterian Invocation Church. CEREMONIAL Ceremonial The entire Council presented Certificates of Achievement to students from Azusa and Cert of Achieve Gladstone High School who represented the City of Azusa in the 1996 Academic Gladstone & Azusa Decathlon. students/Decathlon The entire Council presented Certificates of Appreciation to Used Oil Certified Cert of Apprec. Collection Centers. Used Oil Centers Mrs. June Hart introduced Miss Azusa Jody Elson and a member of her Court, Angela Intro Miss Azusa Franklin. ' Mr. Art Morales addressed Council urging the community to vote on March 4, 1997. A. Morales comments Ms. Diana Offen addressed Council expressing her concerns regarding politics in the D. Offen City of Azusa, Rosedale housing, Utility bills restructuring, crime and political literature comments being circulated throughout the City. Mr. Dick Stanford addressed Council voicing his opposition to political literature being D. Stanford circulating throughout the City. comments Mrs. Beverly Stanford addressed Council and urged all to vote in the March 4, 1997, B. Stanford election. comments Ms. Viola Rippon -Rodriguez addressed Council inviting them to attend the Democratic V. Rippon Club installation on March 15th, at the Acapulco Restaurant, at ]pm for a fee of $10.00. Rodriguez Ms. Darlyne Garofalo addressed Council expressing her opposition to mailer distributed D. Garofalo by Councilmember Madrid and urged all to vote in the March 4, 1997 election. comments Mr. Keith Hanks addressed Council expressing his opposition to the mailer he received K. Hanks from Mayor Alexander. comments Mr. George Clifton addressed Council expressing his opinion regarding freedom in this G. Clifton Country and Councilmember Madrid. comments Mr. Ron Legault addressed Council expressing his opinion regarding political R. Legault campaigns, costs, reporting requirements and signs. comments Councilmember Madrid recognized her mother for finishing the Los Angeles Marathon, second in her age group and local resident James Zboravan, a LAPD officer who was injured in the West Hollywood bank robbery incident. Councilmember Hardison announced the upcoming Golf Tournament entitled "Byron Nelson Invitational", sponsored by the Azusa Police Department, to be held at the Azusa Greens Golf Course on lune 27, 1997, and for further information call Randy Noriega at 812-5266 or Jerry Gomer at 334-6918. Councilmember Beebe announced the opening of the Azusa Transit Facility and commended staff for the excellent project and success of staying close to the budget. She questioned possible additional parking that might be made available due to the move to the Transit Facility. She also announced that the Canyon Park dedication was held this date, thanked staff and Johnny Johnson for donating land. Community Services Director Guarrera responded stating that the bus passes will be available at the Transit Site located at 850 West 10th Street and that staff would be responding to the parking issue in writing. Updates/Cncl/staff Madrid comments Hardison comments Beebe comments Com Svs Dir response Councilmember Naranjo thanked Johnny Johnson for donating the land for Canyon Park Naranjo as well as other pieces of land in the community and noted that recognition should be comments given to Mr. Johnson. He then voiced his opposition to political flyers that were distributed by Councilmember Madrid. Mayor Alexander expressed his opinion on RTI, Prop 218, the proposed Card Club, and Alexander political flyers distributed by some of the candidates. comments PROTEST HEARINGS - to receive testimony from property owners having any Protest Hrgs objections to the proposed weed abatement by the Los Angeles Agricultural Weed Abatement Commissioner and by the Los Angeles County Fire Department Inspectors. The Mayor declared the Hearings open. The Deputy City Clerk read the affidavit of Hrg open proof of publication of notice of said hearings published in the Azusa Herald on February 20, 1997. 1 Community Development Director Bruckner addressed the Hearings stating that this is Com Dev Dir part of the process in order to conduct the annual weed abatement program with the comments County of Los Angeles Agricultural Commission and that one change is that the responsibility is now shared with the LA Co. Fire Department and questions should be directed to them. Testimony was received from Ron Legault and Art Morales who were not affected Testimony property owners, but voiced their opinion regarding weeds in the City. Moved by Councilmember Beebe, seconded by Councilmember Naranjo and Hrg closed unanimously carried by roll call to close the Hearing. 03/03/97 PAGE TWO Moved by Mayor Alexander, seconded by Councilmember Naranjo and unanimously Weed Abatement carried by roll call to approve the motion and abatement order and direct the approved Agricultural Commissioner's Office to abate the nuisance by removing all weeds, and rubbish from the affected parcels. The CONSENT CALENDAR consisting of Items I through 9 was approved by motion Consent Cal. of Councilmember Madrid, seconded by Councilmember Beebe and unanimously carried 1-9, 5 & 6 'by roll call vote, with the exception of items G-5, & G-6, which were considered under Spec Call the Special Call portion of the Agenda. 1. The Minutes of regular meeting of February 18, 1997, were approved as written. Min appvd 2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. 97-C21 APPROVING APPROPRIATION AMENDMENTS FOR FISCAL YEAR 1996-97 Appropriation PURSUANT TO SECTION 2-450 OF THE AZUSA MUNICIPAL CODE. Amendments 3. Sea West Enterprises, general contractor for the Transit Center, completed all Notice of Comp phases of the work in accordance with the plans and specifications and final Sea West Ent. acceptance by the City Building Department was February 13, 1997. The project Transit Facility was accepted as complete, the Notice of Completion was approved and its execution and recordation was authorized. 4. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. 97-C22 AMENDING THE CITY'S CLASSIFICATION OF UTILITIES MARKETING Utilities SERVICES COORDINATOR AND DELETING TIIE CLASSIFICATION OF Marketing UTILITIES CONSERVATION OFFICER. Services 8. The City Council recently approved an amendment to the Azusa Pacific Azusa Pacific University's master plan. Ms. Miasnik, a concerned local resident, submitted a University Master mitigation monitoring sheet for council's consideration for the implementation of Plan review the amended master plan. Rather than using the monitoring sheet, the Staff report recommended a more informal annual staff review of the amended master plan implementation, with an informational report provided to the City Council, which was approved. 9. Resolution authorizing payment of warrants by the City was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. 97-C23 ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE Warrants FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Special Call Items 1 Councilmember Beebe addressed item regarding the specifications for Library Carpet Specs Lib Carpet Installation requesting that staff provide the community with advance notice since the Advance notice to Library will be closed during the c carpet installation. public Moved by Councilmember Beebe, seconded by Mayor Alexander and unanimously Specs Lib Carpet carried by roll call to approve the specifications for Project No. 97-03, Library Carpet approved Installation and authorize the City Clerk to advertise for bids. 03/03/97 PAGE THREE Councilmember Madrid addressed Human Resources Action Item and recognized Congrats to City employee listed for step increase. It was then moved by Councilmember Madrid, employee seconded by Councilmember Beebe and unanimously carried by roll call to approve Human Resources Action Item. 6. Ord/Spec Resos As part of the negotiations which culminated in the new four-year contracts (and revised Amendment to existing contracts) with the various bargaining units, management agreed that, effective PERS Agmt as soon as possible, the City shall amend its contract with the Public Employees Retirement System (PERS) to include the highest level (Fourth Level) of the "1959" Survivor Benefit. Mayor Alexander offered a Resolution entitled: A RESOLUTION OF INTENTION TO APPROVE AN AMENDMENT TO Res. 97-C24 CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THE PUBLIC Amend PERS EMPLOYEES' RETIREMENT SYSTEM AND THE CITY COUNCIL OF THE CITY Agmt OF AZUSA. Moved by Mayor Alexander, seconded by Councilmember Beebe to waive further reading and adopt.
