REORGANIZATION MEETING
MARCH 11, 1997 - 7:30 P.M.
II'lie City Council of the City of Azusa met in adjourned regular session at the above date
and time in the Civic Auditorium for the purpose of canvassing returns and installation of
elected officers..
Mayor Alexander called the meeting to order.

thanked him for heroic actions at the North Hollywood bank robbery incident, and he also recognized
recognized former Councilmembcrs Harry Slemrich, Lucio Cruz, and former Mayor persons in

AZUSA, CALIFORNIA, RECITINU THE FACT OF THE GENERAL
MUNICIPAL ELECTION HELD IN THE CITY ON MARCH 4,
1997, DECLARING TI IE RESULTS AND SUCI I OTHER MAI -PERS
AS PROVIDED BY THE PROVISIONS OF LAW.
WHEREAS, a general municipal election was lrekl and conducted in the City of Azusa,
California, on Tuesday, March 4, 1997, as required by law, and
WHEREAS, notice of the election was duly and regularly given in lime, form and manner
as provided by law; that voting precincts were properly established; that election officers were
appointed and that in all respects the election was held and conducted and the votes were cast,
received and canvassed and the returns made and declared in lime, form and manner as required by
(lie provisions of the Elections Code of (lie State of California for the holding of elections in cities,
and
WHEREAS, pursuant to Resolution No. 97-C7 adopted on January 21, 1997, the City Clerk
of the City canvassed the returns of (lie election and has certified the results to this City Council, the
results are received, attached and made a part hereof as "Exhibit A."
NOW, II IEREFORE, 771E CITY COUNCIL OF -1.11E CITY OI' AZUSA, CALIFORNIA,
does resolve, declare, determine and order as follows:
SECTION 1. That the whole number of voles (ballots) cast in the City except absent voter
ballots was 2970. That the whole number of absent voter ballots cast in the City was 553, malting
a total of 3523 Votes cast in the City.
SECTION 2. That the names of persons voted for at the election for Mayor are as follows:

SECTION 3. That the number of voles given at (lie precinct and (he number of voles given
in lite City to each of the persons above named for the respective offices for which the persons were
candidates were as listed in Exhibit "A" attached.
SECTION 4. The City Council does declare and determine that: CRISTINA CRUZ
MADRID was elected as Mayor for the full term of two years; DICK STANFORD was elected as
Member of the City Council for the fill term of four years; JOSE, I'll R. ROCIIA was elected as
Member of the City Council for the fill term of four years; ADOLI'II A. SOLIS was elected as City
Clerk for the full term of four years; ROBERT E. TALLEY was elected as City Treasurer for the
fill tern of four years.
SECTION 5. The City Clerk shall enter on the records of the City Council of the City, a
statement of the result of (lie election, showing:
1. The whole number of votes (ballots) cast in the City;
2. The names of the persons voted for;
3. For what office each person was voted for;
4. The number of votes given at each precinct to each person;
5. The total number of votes given to each person.
SECTION 6. That the City Clerk shall immediately make and deliver (o each of the person
so elected a Certificate of Election signed by the City Clerk and authenticated; that the City Clerk
shall also administer to each person elected the Oath of Office prescribed in (he Constitution of the
State of California and shall have them subscribe to it and file it in the office of the City Clerk. Each
and all of the persons so elected shall then be inducted into the respective office to which they have
been elected.
SECTION 7. That the City Clerk shall cerlify to the passage and adoption of this Resolution
and enter it into the book of original resolutions.

Outgoing Councihnember Naranjo made the following statement:
It gives me a great honor at this time to personally congratulate the three newly elected
officials. First I'd like to extend my sincere congratulations to our new Mayor, Ms.
Crislina Cruz Madrid. I'd also like to extend my congratulations to the two new members
of the City Council, Mr. Dick Stanibrd and Mr. Joe Rocha. I'd like to star( out by saying
that I believe that these three fine individuals will work very diligently to move Azusa
forward. As an elected official having had the opportunity to serve the people of this
community for the last nine years, it has been my distinct pleasure to provide that service.
I've had the opportunity to work with Ms. Madrid over the last live years, and though
we've differed in our politics 1 believe that she is the person who can move Azusa
forward. Her leadership and her vision coupled with that of the new Council and the
existing Council will allow this community to move in a more positive direction as the
voters clearly spoke out in the last election, they support that group overwhelmingly and
I believe the unity among the five members will move this community forward. With that
in mind 1 again congratulate each of them. I'd also like to take this time to thank the
members of the community who have supported me over my nine years in office; it has
been a true honor and a privilege for me to have been able to serve the people for the last
nine years. Coming in here nine long years ago starting out as a young freshman and 1
kind of felt a little bit nervous, a little anxiety wondering what would I say to the people,
I probably feel more of that today wondering how I might say my goodbyes to a family of
wonderful people that not only in file community but in the city hall. I've had a great
opportunity over the nine years to work with a very wonderful group of people, fine
employees, fine staff, fine department heads who have made my job a whole lot easier in
being able to serve the community and serve the citizens diligently and gratefully. I would
also like to thank our police department which has done a very diligent job of keeping
safety in our streets to be able to allow people to enjoy this conmiunify, l truly commend
them I've had nine good years with that department, working right along with them. I'd
like to thank the two members of the city council who are here today with us, Dave and
Diane, who have done an outstanding job, of coming on board two years ago and working
very closely to move this community forward. I'd like to thank the past leadership and
those that I've had the opportunity to work with, councilman Harry Stemrich, Mayor
Eugene Moses and many others that were here that 1 have seen conic and go over the last
nine years. IN been a distinct pleasure and an honor to have shared that opportunity with
the people of this community. I welcome the new council, 1 wish them the best of luck in
all that they do. They're line individuals. Please, like you're here tonight, come back,
keep coming, this community involvement is what's important, it makes a difference in
a community to see so many faces tonight in a city council chambers is what we should
have every meeting; it's you, the people that makes the difference and by us hearing your
voice, truly allows us the opportunity to move this community forward. Again I wish
everyone of you the best of luck in all your endeavors; thanks a lot for the opportunity to
serve. Thank you.
Outgoing Mayor Stephen J. Alexander made the following statement:
I came to the city in 1987. 1 was elected to the council in 1990. For the last seven years
I've served on the council. Of the ten years I've lived in the city I've served seven on the
council, so in a lot of ways this council is more home for me than my home, in fact I've
been on this council longer than I've owned my home in Azusa. I believe that we've done
i good job this council as well as the other two councils I've served on. We leave the
wouncil, we leave the city with more money than we had when we started. We leave it
ith more togetherness than we had. We leave it with a better staff and a better law firm
than we had, and with a tremendous amount of improvements and hope for the future.

There are, on the horizon, some difficulties coming as far as finance goes and taxes. We
have seen recently, that the County of Los Angeles has been told that the Fire Assessments
that they are levying, are going to be difficult if not impossible to keep on doing. There
are some tremendous challenges out there and 1 hope that the new council will take an
adventurous look and determinate look and be willing to go forward even if it means
taking risks as long as those risks are prudent, as long as those risks are together and with
the community. 1 hope they will happy to do that. I do want to thank the Councilmembers
I've sat with, all of them. Some of them are here, some of them are listening at home, for
all the work they've done, especially the staff members, past and present, who I've worked
with that I've had a great opportunity to learn from, and the two new Councilmembers
who are coming on, Mr. Rocha and Mr. Stanford, as well as the new Mayor, Cristina Cruz
Madrid, I wish them all the success in the world. I will say this, give a little advice, I
guess I have license to do that now. Governing a city is a lot different than running for
election, I learned that the hard way, I think that just about every other politician in the
world does. You, as a campaigner, you have to show how different you are and how
innovative you are; as a governor you have to be able to work with people and go limrward
and join a coalition and work together, sometimes it proves very difficult. i think
hardships and personal feelings and personal differences have to be put aside and go
forward. I've tried to do that in my term. I've tried to be as cooperative and willing to
work with others as possible. I hope that's true. Before i close with some thank you's,
and some people who are very special to me that I want to mention, I would say, that in
the words, 1 guess, and by the words of Shakespeare, in his, probably his most famous
play,,Julius Caesar, from Mark Antony, who said of Caesar: "The good that we do is open
interred with our bones, while the bad we do is usually remembered." 1 hope and pray
that's not the case with me. There are things i've done wrong, and i apologize for that.
There are phone calls I didn't return, letters I should have written, things 1 might have
done and I'm sorry for that. To those who can forgive in your hearts, i hope you will,
those who feel hostility towards me, or anger towards me, I apologize for that. it was not
my intention to hurt or harm anyone in the city, it's been only my intention to help. To the
roughness that may have occurred in the campaign, I apologize for that. If anyone felt that
it was my fault or was directed by me, I'm sorry. It was not my intent either in those
cases, and i thank you and i hope that you will remember fondly of me, and call on me
when you need advice, I'm still in the city and 1 still want to help and be a part of this
community to the extent that 1 can, and i hope that you will be able to use me as that
resource. Finally, in closing, 1 would like thank so many people who have been really
responsible and helped me through, not only this election, but many others, have helped
this community and done great things, most of them have remained in the background:
first, and foremost, my wife, Irma, who is not listening to this because some of the words
are complicated, my daughters, Stephania and Kalhyin, who's not here tonight; they've
been my right arm and supported me in a lot of things 1 want to do, and put up with a lot,
and have seen me very little over the last several years from my work for the city and I
appreciate their understanding for that, and their support. The members of my campaign
crew, many of them are here tonight. Tino Beltran, and his wife Bertha, l don't know how
to thank you, I don't know anyone who has greater friends than you have, you went
through one of the worst tragedies in your life, 1 don't know if i could loleratc a tragedy
that you went through, and in it all he seemed to care for was the campaign and to be
forward on it. 1 don't know how to thank you. It was one of the most touching things I can
remember in my entire life, and few people have sacrificed as much ror time as you have.
i really appreciate that. Raul(not clear) When I'm down, comfort me. when I'm up assist
me, always seemed to be there when 1 needed a hand, always seemed to lie helpful, always
find the good things out of bad things, always are pushing and going forward, l thank you
with all my heart. You are truly one of the greatest people i've ever mel, and Mr. Alvarez,
and your wife, i appreciate your support, you've ahvays been (here forme and I appreciate
that. And finally, to Miguel Martinez and his family, Salvador Martinez, and his family,
the Martinez family has been another right arm to me, that's been helpful to me, again I
don't know how to thank them. I

i feel forlunatejusl to have known you, and you just so wonderful, and i wish and i hope
that I have the opportunity to work with you, all of you, again. You all have important
Jobs, and you're all doing important things, and to spend time with me to help in this
campaign has really been wonderful. Some others, and i know I'm forgetting a lot of
people who worked, i hope that you will bear with me. One other person who has been

light to me, who has helped me through the council, and even has been Mayor,
as really been of assistance, whose constant advice I seek always, and that's Eugene
loses, who's here. Again, I don't know how to thank you, not only have you been a
Mayor and guide, you've been a very close friend of mine, and you have seen to it that I've
been okay, you've seen that the city's been okay wherever you've been, you've always
kept us in your heart, and that's really nice. And Friday, your wife, l wish you much love
too You've always been helpful to me and helpful to the city and I appreciate that.
Finally, I'd like to mention some of the candidates that I worked with and thank them for
their support and apologize that maybe if someone at the top of the ticket had been a little
stronger they might have been in: Mr. Ron Legault who seems to be here constantly, and
speaks well, and did actually better in some areas than 1 thought. You worked very hard,
i appreciate your work, you were a constant support of mine, no matter how rough things
got, and 1 appreciate that greatly. Darlyne Garofalo, also, another supporter of mine who
has done very well and risked a lot for me, and 1 appreciate (hal, I think that you have been
a asset to the city and the community and I hope that you will continue to do so, I'm sure
you will. Finally, to someone who, I never thought I'd say this, but someone who really
exennplilies this election to me and I hope he lasts as a symbol for other elections and for
other candidates and I think that lie just proved it a few minutes ago, and that's Mr. Tony
Naranjo. The Mayor Pro Tem and i go way back, in fact he becomes the first political i
met in (lie city in 1987, he introduced me to Gene Moses and also to I tarry Stemrich. i
met him at my apartment and I supported him in the 1288 elections, after the `88 elections
lf�c history diverges. In two attempts although i haven't mentioned it yet and I don't want
embarrass him, but in two attempts 1 tried my best to get him recalled, which is
:senlially firing him, l tried as hard as I could. I did things against him that were horrible.
When we both sat on the council, I said some very bad things about him, things that
embarrassed him. He never asked me for an apology, he never complained to me
personally, he never took it personally. Will Rogers said: "i never picked on a little guy."
Well, to me, Tony Naranjo represents the biggest man. Never, ever, did he make that an
issue. I knew he was supportive of me, l knew lie was supportive of (lie city, but I didn't
know how much until this election. If time and time again he was asked to say bad things
about me, or to change his mind or to stay open minded, he refused to do so, lie supported
me to the very end, and at times I city, and i have rarely met a man who has changed so
much, in so little time, l think he think that it cost him, it may have cost him his seat here.
i think he is a man of tremendous integrity, of tremendous growth. He has done
tremendous things for the is an asset to the community. Whenever i talk to him, and tell
him the accomplishments he's made, he turns to nne and says, "I only wish I had your
education, i only wish i had your training." Even in compliments, he seems to be someone
who is trying to help and assist. I really apologize for the way I treated him before. I think
he's a true gentleman, and a true asset to the city, I hope that he will continue to work. I
can't say enough about him, I think he exemplifies the spirit of Azusa: "Fight hard and
when it's over work together towards the betterment of everyone," and I think his speech
tonight proved that better than i could. lie is someone who leaves happier and not bitter,

t 1 think that a tremendous example. So, Mr. Naranjo, wherever you are, if you're still
ere, oh, there you are, i appreciate your work, you are truly a gentleman. Thank you.
110h that I leave the hands of the city to the new council, I'm sure they will do well, 1
hope and pray they will do better than I have. i hope and pray that Azusa will become
truly the greatest city in this county, if not in the Stale, if not in the Country, if not in the
world. Thank you for allowing me to serve you for so long, and with so little restraint.

incoming Councilmember Joseph Romero Rocha made the following statement: Statement made by

rood evening, Mayor, fellow Councilmembers, honored guests, family and friends. I need
is opportunity to thank you for this vote of confidence, I will not assume the
sponsibility lightly; those of you who know me know that whatever endeavor I undertake
it's a hundred and ten percent. During the course of my campaign a common thread was
heard about the community:.7oe's loo quiet, .Ioe won't get the job dome. I accept that label.
i am quiet, l do get the job done. I represent the quiet people of Azusa, the people who
get up every morning and go to work, raise a family, pay their taxes, worship in a form
appropriate to them. Raise a family, help raise a family, help raise their grandkids. i am
proud to be called a quiet citizen of Azusa. Those of you that know me, know that i shy
away from the limelight, but if you need to get something done, you come to me and it
gets done. I have integrity, and this is the integrity i plan to vote with. Evcry vote i cast
will be with committee members first. I have been teaching for thirty years, people have
asked me what is this success of your teaching; there is no magic. Before school starts,
1 meet with my parents either by phone or home visit. We sit down together as a team, we
set goals and objectives for the child, because when school starts the child is my child, as
well as their child. Each of us carries thirty-three and a third percent. Sure, sometimes
we come to road blocks and I might do something they do not agree with, and something
might happen at home that I do not agree with, but the team does not fall apart. We talk
about it and that strengthens the team. If the City of Azusa is to go on prospering we need
to work as a team., to share common goals and objectives, if you don';t, there will be a
stalemate. Not to say that the road will be very smooth, because change does come, we

igt not agree but we all have the common goal and objective, and that is the City of
and the families of Azusa. That is what 1 bring to you, to work as a team member;
represent only twenty percent here, but I will work one hundred and ten percent to make
your voice heard when decisions are made here. In conclusion, I would like to thank you.
To thank my family who supported me. To those of you who called with me and not for
me, there is &difference, I'm happy to be here, i never thought it would be possible; but
I do intend to give one hundred and ten percent to you, so that we can get on a road to a
better Azusa. Thank you.
Incoming Councilmember Dick Stanford made the following statement: Statement made by
Dick Stanford
For those of you who are here or, 1 don't see the TV cameras tonight, but if they are
somewhere they're watching on TV. You have no idea how honored I feel to he here.
When I was commissioned into the United States Marine Corps, thirty-eight years ago, my
commission, like all other officers', said the President had a special trust and confidence
in me. That is what you, the voters, also said: that you have special trust and confidence
in all of us. We need to serve you with that special trust and confidence, I humbly accept
that and 1 hope to live up to it. There were many in my church and other churches who
kindly prayed for me in the last election, that's a very humbling experience. I've never
xPerienced it in quite that way and one only hopes that one can be worthy of such. i look
orward to working with Cristina, .toe, Dave and Diane, these are five fine people who
mbody the Aristotelian description of the whole person, in this case the whole Council,
that is, integrity, Competence and Good Will. Your City Council is going to make
mistakes, we will even disagree, but we will do so agreeably, our council meetings will
be businesslike, without rancor or petty bickering. 1 firmly believe that we have the
makings of an Azusa miracle.

There's enough intelligence, drive, public interest and motivation in these five people, in
this fine city, to make massive positive change. We're going to bring back the glory that
once was Azusa's. We are going to make our city a shining place in the San Gabriel
Valley. Stick with us, even when we falter, and I'm confident that several years down the
road we can look back and say, "This is what happened in our city, and ioe can call it the
zusa miracle. " There's several entities I'm going to recognize: Firs(, Tony and Stephen,
ie amount of dedication, years and time, sacrifice they gave to this city was well received,
was more than people had to do. I thank them. Next, I'd like to recognize the voters.
Thank you. The City Staff, including the Police Department and the Utilities Department,
is possibly the finest that you will find. I'm hopeful that we can make it on the council a
joyful thing for them to perform their duties serving Azusans. As John Broderick's cars
have written on them, our folks provide professional service for a proud community . The
other candidates in this election were of high plane and of high standards, I wish there
were more seats on this dais for them. I am very high on who is here but there are several
folks who are my friends whom I wish were also here with us. Don Flowers has toiled
long and hard doing good works for Azusa. Stacey Kent is a bright newcomer who will
add greatly to any city activity in which she becomes involved. She's already into, deeply
involved, in the city centennials planning. Peggy Martinez is a person whose heart is as
big as Azusa. The many unselfish, unpaid tasks that Peggy has performed for Azusa are
beyond number. She is a beautiful person in and out. Keith Hanks is one of the finest
men I've ever met: his standards are the highest possible, his family values are worthy of
emulation by all, and he is very, very intelligent. He and his church members were very
kind to me during this election. All of these folks are of the highest personal integrity.
Mostly, time prevents singling out the main friends that I have from our excellent public
schools, our marvelous university, my church, several other churches, my neighborhood,
Azusa Gazette readers and mature adults; I wish to say to them, thank you, thank yon very

Webbs, the Rogers, the Wachlers, and Ms. Myers. i lore tonight are two friends of mine,
whom i have known since 1 was a senior at Stanford University, and (hat's forty years
ago, almost, Jackie and Jim Lloyd embody public service in its highest form, and its
highest levels; Jim was Mayor of West Covina, and then a three term congressman. i le
has been a key member of fact finding missions in South America and the Far Fast for
presidents of both parties. Additionally, when we were both much younger, Jim and i
were fellow fighter pilots. Jim and his wife, Jackie, are a pair, Bev and I like to follow
their pattern. Everything that Jim has accomplished was accomplished because they were
a couple together, .Tim and Jackie. Even atter (lie lengthy career, Jim and Jackie are still
as interested in public service, and excited about it, as when they were young people in the
1950's. I appreciate their being here. Lastly, and most importantly, is BW, as many of you
know, that's my beautiful wife, also Dr. Beverly Hardcaslle Stanford: she's my partner and
my friend, my love and my fellow campaigner; winning this seat is as much because of her
efforts, as because of mine. We tried to make sure that our precinct walking was done
together, so it wasn't scary to people, and we tried to do it before dark. As dark was
approaching, I'd be ready to pack it in, Bev would say, "we only have three more houses
tarnish this black, " so she'd put on my sweater and off we would go. i appreciate Bev
and I appreciate all of you. Thank you for being here this evening.

My father was born in Azusa, my mother was born in that faraway republic called Baldwin
Park, my sons who have seen all of this, from precinct walking, phone banking, had
horrible meals or no meals, or lots of cereal, my sons Joaquin and Adrian. My sisters
Carol and Vicky and their husbands, Bob and Victor, they are here, and then the nephews.
My nephew Bob, and Roger and Sofia, they also helped in the campaign. Of course, as
(ways, that silent partner, sometimes not too silent partner, that helped with the fund
ismg, and the precinct walking, and the phone banking and the collection resources, and
e Go Get'em cheering spirit, that's my Sweetheart, Michael Esquivel. And in any
campaign, this kind of campaign, very, very rigorous and required a lot of work, because
we had a very low budget , there was a lot of people that stepped forward to help me, and
those are Keith Hanks, Keith's here, and Diana Offen, .Tim Garcia in (he red tic, Carol
Cantu, my girl friend, Carol Cantu, Lee Cummings, Edie Russek, come out here, George,
thank you for all (lie work you did. My club the Civitans, a lot of assistance, I want (o
thank you all for that. And 1 appreciate the confidence that you have in me, and the belief
that you had in me. When I was first elected, live years ago, I was elected because I
wanted my city to be doing things differently, and i wanted my city to move forward
because I saw what had happened in Duarte, really advanced, I saw Monrovin, Ircnn what
it used to be to what it is today, and Glendora, and 1 knew that (he way we were going we
weren't going to catch up. And again it happened just recently that my city was not going
the way that it needed to be going, and so I needed to take on more responsibility, if it
weren't for that desire for the betterment of my city I could have sat there, comfortable on
the sidelines, but I needed to make sure my city was going in the right direction. We are
now, we are now at the very edge of the millennium, the very, very edge. Oh, my Stepson,
Gilbert, and his kids. Here, Gilbert! He's my Stepson! Thanks, Gilbert. We're now at the
edge of the millennium, the very, very edge, and it's an era that very, very few human
beings ever have an opportunity to experience. There was a millennium in the year one
iousand, and a millennium when Christ was born, and now we have that fortune to live
i that time when it is a dramatic time in our chronoldgy and probably a dramatic time in
ow we will be living. And so, it is very exciting to be with you on that edge and to invite
you to join us, because we now have a council that agrees, that is looking forward, not
really concerned about where we were, or who was on what side, but where we need to be
and what it's going take us to get there. And I know one thing, it's going to take work, it's
going to take a lot, a lot of work, a lot of effort, and something we might not be happy
with for the immediate returns, but that is going to require of our city to finally be the gem
of the San Gabriel Valley, but we all know that Azusa is the heart of the San Gabriel
Valley. Thank you.
