Ic City Council of the City of Azusa met in adjourned regular session at the above date and e in the Library Auditorium. Mayor Madrid called the meeting to order. Call to Order ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE, MADRID ABSENT: COUNCILMEMBERS: NONE Also Present ALSO PRESENT: Assistant City Attorney Carvalho, City Administrator Garcia, Captain Garcia, Administrative Analyst Dadaian, City Librarian Maghsoudi, Literacy Coordinator Alger, Finance Director Craig, Computer Programmer Weilbach, Community Development Director Bruckner, Interim Redevelopment Director Steel, Deputy City Clerk Toscano, Library Commission Member Williams. Mrs. Alice Williams, member of the Library Commission addressed Council presenting slides A. Williams �d detailing the history of the Azusa City Library to dale. history of Library ty Librarian Maghsoudi addressed Council listing the Planning factors to be considered for City Librarian the preparation of the new City Library building, which were: 1)Function of the building, 2) comments Aesthetics, 3) Impact to Surrounding Area, 4) Operation, Maintenance, 5) User Friendliness, G) Flexibility, and 7) Construction Cost. Mr. Ray Holt, Consultant, addressed Council detailing the Planning factors and providing input R. Holt on why he thought it was best to place anew Library at the Town Center versus expanding the Consultant existing Library. comments Mr. John Loomis, Consultant, addressed Council presenting renderings of the proposed Library .l. Loomis at the Town Center versus existing Library site expansion. Ile too, addressed the Planning Consultant Factors and compared the two sites using the factors as criteria. comments Lengthy discussion was held between Councilmembers, consultants, and staff regarding the Discussion proposed Library site, existing site, potential funding mechanisms. other sites considered, Library bldg growth factors, etc. It was consensus of Councilmembers that the commitment to the project Workshop be approved as long as funding is made available. Center (appvd) Moved by Councilmember Stanford, seconded by Councilmember I lardison and unanimously carried by roll call to appoint an ad -hoe Library Project Design Committee that consists of no more than fifteen members, to include, Councilmembers Joe Rocha, Mayor Madrid and Councilmember Beebe as an alternate; the entire Library Commission; two members of the Friends of the Azusa City Library; a representative of the City's downtown merchants; and two additional community members of the Council's choice. Library Design Committee meetings will be subject to the Brown Act. 1JE CITY COUNCIL RECESSED AT: 8:28 P.M. THE CITY COUNCIL RECONVENED AT: 8:30 P.M. Library Project Design Committee (approved) Recess Reconvened Discussion was held among Councilmembers regarding the proposed change of facilitator for Discussion the Council Workshop to be held on May 3, 1997. Moved by Councilmcmhcrs Beebe that hill Lewis he the facilitator for the workshop. Motion Motion B. Lewis died for the lack ol'a second. Ihcilitalor (dies) Moved by Mayor Madrid, seconded by Councilmembers Stanford and carried by roll call that ,toe Peake, Principal of Lee School, and Roger Conover, Professor it Azusa Pacific University, be the facilitators for the Council Workshop to be held on May 3, 1997. Councilmember Hardison abstaining and Councilmember Beebe dissenting. Mayor Madrid abstained from the following discussion regarding RT1. Discussion was held between Councilmembers and Assistant City Attorney regarding RTI documents to be recorded and proof of ownership regarding the properly on Sierra Madre. Assistant City Attorney advised that RTI has been put on official notice to comply with the �occordings of the documents. She advised that she would come back with options on how to eed with the issue. Motion .I. Peake and R. Conover Facilitators (approved) Madrid abstain Discussion RTI Moved by Councilmember Beebe, seconded by Councilmember Stanford and unanimously Adjourn carried to adjourn to Saturday, May 3, 1997, Library Auditorium, gam to 3pm, in order to 5/.1/97 conduct a Council Workshop.
