HomeMy WebLinkAboutMinutes - November 3, 1997 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL REGULAR MEETING MONDAY, NOVEMBER 3, 1997 - 7:30 P.M. ,The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Madrid called the meeting to order. Call to Order Mr. John Moreno led in the salute to the Flag. Flag Salute INVOCATION was given by Mr. Dick Stanford. Invocation ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE, ON, ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: Also Present City Attorney Carvalho, City Administrator Garcia, Chief of Police Broderick, Community Development Director Bruckner, Superintendent of Public Works Pedroza, Utilities Director Hsu, Recreation Supervisor Jacobs, Planning Secretary Rocha, Interim Redevelopment Director Steel, City Librarian Maghsoudi, Finance Director 'Craig, City Treasurer Talley, Deputy City Clerk Toscano, City Clerk Solis. CEREMONIAL Ceremonial The entire Council presented Certificates of Appreciation to all who participated in the 2nd annual "Make a Difference Day", on October 25, 1997. PUBLIC PARTICIPATION Pub Part Mr. Keith Hanks addressed Council providing information on Measures H and J, K. Hanks regarding Utility Tax and Business License Tax and urged all to vote on November 4°, comments 1997. Mr. Jerry Rocha of Helping Hand addressed Council requesting assistance from the City J. Rocha to offset rental of the Woman's Club for some of its fund raising events. Helping Hand Discussion was held between Councilmembers and Mr. Rocha and it was moved by Discussion Councilmember Hardison, seconded by Councilmember Rocha and unanimously carried Motion to offset that the Security Deposit, Cleaning fee and Liability Insurance be handled as offsets cost for use of when arranging payment for use of Woman's Club. WC Helping Hand Mr. Philip Au, representative of Congressman Matthew Martinez' Office, addressed P. Au Council offering his assistance to the community in the event that they have problems Rep. Martinez' Ofs relating to the Federal agencies. Mr. John Moreno of the Veterans of Foreign Wars addressed Council inviting them as J. Moreno well as all in the community to attend the dedication ceremony for the Veterans VFW Memorial Monument to be held on Tuesday, November 11, 1997, at 1:00 P.M. in front of City Hall. He advised that there will be a raffle for a 27" television and King's tickets. Mr. Al Marquez of the VFW also addressed Council stating that all veterans will be A. Marquez honored at the November 11'" ceremony. comments Mr. Gilbert Rivera, volunteer for the AIDS Walk, addressed Council and audience G. Rivera inviting all to attend the AIDS Walk on Saturday, December 6, 1997, in Pasadena. He comments requested support from the community as well as the AUSD, and provided the following number for more information: (626) 812-0043. Mr. Ron Legault addressed Council expressing his opinion regarding National Guard, R. Legault Country Harvest Buffet, Mission Chrysler, and swap meet tax issues. comments Ms. Janette Del Angel addressed Council and audience urging all to come out and vote J. Del Angel and proceeded to provide information on her qualifications as she is a candidate for the comments School Board. Mr. Art Morales addressed Council and audience urging to vote on election day and A. Morales offered other comments regarding several issues. comments Mr. Art West addressed Council expressing his opinion regarding the upcoming A. West election. comments Ms. Diana Offen re -addressed Council detailing the program offered by Target D. Offen regarding a I % rebate to local school when consumers purchase by Target credit card. comments She then presented Certificates of Appreciation to Mayor Madrid and Marianne Maisnik for their work on Make a Difference Day. REPORTS UPDATES AND ANNOUNCEMENTS FROM COUNCIL/STAFF Rpts/updates Councilmember Hardison expressed the need for a meeting between Community Hardison Services Director Guarrera, Councilmember Beebe, and himself regarding the feasibility comments of a Roller Park, possibly on the Sanitation District property next to Zacatecas Park, to be set up by City Administrator. He requested that a meeting be set up regarding criteria for Fireworks and booths and also a meeting with Azusa Greens to discuss stray golf balls. He requested that staff prepare and send a letter to Glendora regarding the constant humming sound coming from its water well. Lastly, he suggested that a meeting be set up with Police Department, Recreation, School District and Council, preferable on a Saturday, regarding Gangs, Drugs, etc., in Azusa schools. Councilmember Stanford displayed photographs of Ellen Rose MacFadden, and her Stanford parents; Granddaughter of Nancy Moore of Azusa Unified School District. He comments commented on Swap meet and Utility Tax and urged all to vote yes on all Revenue Measures. Councilmember Beebe announced that a Budget Workshop will be held in the Library Beebe Auditorium on November 10th, at 6:00 p.m., if the five measures do not pass. She comments stated that the City does have a balanced budget and will continue to move forward and urged all to vote and express the feelings of the community regarding the revenues. Councilmember Rocha requested that prayers be said for Justine Baily, Mrs. Ayon, Rocha Mark Shorman, and Ben Flores, who are ill and in need of prayer. He displayed a comments trophy for Lisa Gonzales, a former student, who he was unable to contact for the past several years, and voiced his happiness at finally locating her. He then announced the names of the many individuals who participated and were responsible for the creation, fund raising, building, and erecting of the Veterans Memorial Monument. Lastly, he urged all to vote in the upcoming election. Mayor Madrid announced that Circus Vargas has come to town, she recognized Madrid volunteers of Red Ribbon Week Celebration and announced a pilot program of mentor comments ship and that training will take place in the City of Pasadena on November 20h and 21". 11/03/97 PAGE TWO Consent Cal. H. Bid opening was held in the Office of the City Clerk on Tuesday, October 28, Agmt w/Doty Bros 1997, for Water System Interconnections; three bids were received. The contract Equipment Water was awarded to Doty Bros. Equipment, low bidder, in the amount of System $514,829.00, and staff was directed to issue a Notice to Proceed. Interconnections I. Bid opening was held in the Office of the City Clerk on Tuesday, October 20, Purchase two 1997, for the purchase of two 1998 half ton pickup trucks. The purchase was Pickup Trucks awarded to Ed Butts Ford Inc., for an amount of $26,988.56, and execution of the Ed Butts Ford Inc. purchase contract was approved. J. Cncl reconvened OTHER BUSINESS/COUNCIL Oth/Bus Cncl Councilman Hardison suggested that a Design Review Committee for the Downtown Discussion re: Area be formed in order to have continuity throughout the community and a process of Design Review developing areas. He stated that there is a need to create a common sense criteria Process throughout the area. It was consensus of Council that a workshop be held on the matter on November 24' in conjunction with the Joint Rosedale Workshop with the Planning Commission. Councilmember Rocha inquired whether the flasher at Vernon and Eleventh Street will Rocha be installed as planned. Staff responded that the issue is a monetary one and that the comments installation was contingent upon the outcome of the revenue measure approval. Councilmember Hardison suggested that a grass roots committee be formed to plan fund Hardison raisers for a Band Shell at City Park. Discussion was held. comments Councilmember Rocha suggested that public restrooms be placed on the parade route. Rocha/comment Mayor Madrid announced that she is in need of a substitute to attend the League of Madrid California Cities meeting on Thursday, 7:00 p.m., as she will not be able to attend. comments CITY COUNCIL AND REDEVELOPMENT AGENCY CONVENED JOINTLY TO Cncl/CRA convene RECESS TO CLOSED SESSION TO DISCUSS THE FOLLOWING: jointly CONFERENCE WITH LEGAL COUNSEL -EXISTING LITIGATION (Gov. City Attorney/General Counsel advised that with regard to item of potential litigation, staff was instructed to try to resolve the case and seek further direction from the City Administrator if necessary. 'It was consensus of Councilmembers/Boardmembers to adjourn to Monday, November 10, 1997, at 6:00 P.M., in the Library Auditorium, to conduct a Budget Workshop (if necessary)/User Fees.
