HomeMy WebLinkAboutMinutes - November 24, 1997 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY ADJOURNED.REGULAR MEETING MONDAY, NOVEMBER 24,1997 -6:00 P.M. The City Council* of the City of Azusa met in adjourned regular session at the above date and time in the Library Auditorium. Mayor Madrid* called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE, MADRID ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: City Administrator Garcia, Chief of Police Broderick, Community Development Director Bruckner, Redevelopment Director Steel, Deputy City Clerk Toscano, and the following Planning Commissioners: Art Martinez, Cal Munoz, Alberto Prado, James Grosser, Dixon James and Dave Moritz. Don Flowers was excused from the meeting. ' AGENDA ITEMS Community Development Director addressed Councilmembers providing a comparison of the old plan and proposed revised plan as follows: 1) the hiking/bikeway trail system should be reintroduced into the plan. 2) Rather than a dispersed "vest pocket" park system of % acre parcels green spaced with limited use, these should be consolidated into one larger park to provide an active sports field (soccer, softball, etc.). 3) Preserve the Monrovia Nursery Headquarters as a community center. 4) Parks should be located using planning and design principles, and should not be based solely on whether the property happens to be unusable to the developer. (Example: Wilderness Park). 5) Preserve the landforms ("knolls") and locate the school/park on top of the knoll, as in the old plan. 6) The area designated for 20 units/acre should be reduced to town home density of 14 du/ac. 7) The Sierra Madre Ave. corridor should be developed with single family detached housing; no dense -appearing cluster housing. He also noted the adjustments Monrovia Nursery/Lewis Home have made to their plan as follows: 1) The loop street will contain sidewalk that the developer intends to be used as a "trail'. This will be connected at the north end to an existing trail in the foothills. 2) Area 9 has been reduced from 20 units/ac. To 16 units/ac. and 3) The park adjacent to the school has been enlarged from 5.1 ac. to 6.5 ac., of which 5.5 acres would be in joint use with the school district. Call to Order Roll Call Also Present Agenda Items Com Dev Dir comments Mr. Dave Linden of Monrovia Nursery addressed the issue responding to questions posed by D. Linden Councilmembers regarding the plan, and compared the old plan with the new revised one. Monrovia Nurs. Mayor Madrid expressed concerns regarding the following issues that have not been Mayor Madrid addressed such as, additional access railroad tracks, larger lot size, less density, no multiple concerns housing near the school, and allowing street access. Discussion was held between Mayor Madrid and Councilmember Stanford noting that it should be made clear to the to the developer what the community wants. Planning Commission issues were as follows: concern regarding the need for more City Planning services, a development agreement, fiscal impact study, impact mitigation plan, impact fees, Commission a development agreement, of which Community Development Director Bruckner explained. comments Additional items of discussion included merchant building provisions, EIR process, Specific Discussion Plan, units per acre, change in General Plan, Annexation process, impact mitigation plan, revenue stream, assessment district, City's goals, education on whole process, public hearings, review, modifications, possible southern outlets, density along Sierra Madre, detached housing, clusters, and Fairmont Cemetery connection. Public input was received from the following: Marianne Maisnik, Art West, Hank Bode, Public Input Ron Legault, Gale Avakian, Diana Offen, and Cliff Shuster. After additional discussion it was noted that the following strong feelings were felt by Add'I discussion 'Councilmembers as follows: 1) hiking/bikeway trail - leave as is/Madrid wants additional reintroduced. 2 & 4) need more specific information on the issue of "vest pocket" park system, combo of parks, make sure small parks are usable with basic attributes. 3) Look at the economic impact of preserving Monrovia Nursery Headquarters as a community center. 5) Knolls, try and work to preserve.6) Reduce town home density to 14 du/ac. 7) all agree thatthe Sierra Madre Ave. corridor should be developed with single family detached housing; no dense -appearing cluster housing. It was consensus of Councilmembers that staff be allowed to continue with the development impact study. RECESS: 8:02 P.M. Recess RECONVENED: 8:11 P.M. Reconvene Redevelopment Director Steel addressed Council stating that there is a need to develop a CRA Dir Steel Specific Plan for Downtown Azusa which would identify Land Uses, Development Design Review Standards, Parking Standards, Urban Design Standards, Circulation, Streetscapes and Open Process for Space and Incentives. He suggested that a resolution be prepared creating the Interim Downtown Downtown Design Review Committee and requiring the Committee's approval for all land Azusa use applications, building and development permits until such time as a Specific Plan is adopted. The Committee would consist of Community Development Director, Redevelopment Director, and Finance Director or their designees. They would have the functional responsibilities: ]) Review the proposed plan/permit for consistency 'following with the Downtown Concept Plan and the urban design standards contemplated. 2) If the plans are consistent with the intent of the Downtown concept Plan, the permit will be issued in accord with normal City processing. The determination shall be made no later than the time scheduled in accord with city processes or within three days after submital. 3) If the applicant disagrees with a determination of the Interim Design Review Committee, it may appeal the determination to the Agency Board for a hearing and final determination. The area covered by the Specific Plan would be 210 Freeway, Ninth Street, San Gabriel and Alameda. Lengthy discussion was held between Councilmembers and staff regarding the process as Discussion well as what type of design would be best for the downtown area and it was consensus of Councilmembers that staff be directed to prepare a Resolution of the City Council and Redevelopment Agency creating the Interim Downtown Design Review committee and requiring the Committee's approval for all land use application, building and development permits until such time as a Specific Plan is adopted by the City Council establishing development standards.
