'The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. Mayor Madrid called the meeting to order and led In the Salute to the Flag. Call to Order INVOCATION was given by Reverend Dereck Mackie of the Foursquare Gospel Invocation Church. ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE, MADRID ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: Also Present City Attorney Carvalho, City Administrator Garcia, Chief of Police Broderick, Superintendent of Public Works Pedroza, Utilities Director Hsu, City Engineer Abbaszadeh, Planning Secretary Rocha, Community Services Director Guarrera, Lieutenant Gonzalez, Administrative Services Manager Putrino, City Librarian Maghsoudi, Finance Director Craig, City Treasurer Talley, Deputy City Clerk Toscano, City Clerk Solis. PUBLIC PARTICIPATION Pub Part Ms. Debbie Sutcliff and Kelly Manfred, representatives of Center Middle School Center School addressed Council inviting all to the History Club fund raiser on December 9`h, at Mc Invitation Donalds Restaurant, 843 Arrow Highway, from 6pm to 8pm, in order to raise funds for a trip to Washington D.C. Mr. Frank Perez representative of Varsity Football of Gladstone High School, addressed F. Perez Council requesting assistance/offsets to rent the Woman's Club on December 14, 1997, request for for its Awards Banquet. assist rent W.C. After discussion, it was moved by Councilmember Hardison, seconded by Discussion Councilmember Rocha and unanimously carried that Mr. Perez pay $100 for four hours Assistance of use of the Woman's Club, a refundable deposit of $200 and the $250 security fee approved will also be refundable. Mr. Tom Harrison addressed Council detailing the events that occurred regarding the T. Harrison placement of a yellow flashing beacon on the corner of Eleventh Street and Vernon, in comments 'order to slow down traffic due to the presence of children going to and from Victor Hodge School. Discussion was held regarding the issue and it was noted that the process for obtaining Discussion the beacon has begun with a bid opening scheduled for December 9th, and approval of a contractor on December 15'h and also that a radar trailer as well as extra Police patrol has been placed at that intersection in the interim. Council requested that staff seek other avenues to speed up the process for installation of the beacon. Mr. Julian Melendez of the Knight of Columbus addressed Council inviting all to attend J. Melendez its 3rd Annual Appreciation Breakfast/Brunch for the Police and Fire Departments, to Knights of be held on Sunday, December 21, 1997, at the Azusa Woman's Club from lam to 12 Columbus noon. Invitation Mrs. Vera Mendoza and Ms. Jenny Pollock addressed Council announcing the Art V. Mendoza'& J. Exhibition to be held on Tuesday, December 9, 1997, from 5pm to 8:30 p.m., at 635 Pollock North Azusa Avenue. Cost is $3 per person or cans of food for the Food Bank. Art Exhibition Mrs. Linda Bean addressed Council inviting all to the Miss Azusa Pageant to be held L. Bean on Friday, February 20, 1997, place unknown at this time. Miss Azusa Mrs. Lurece Hunter addressed Council thanking all who participated and attended the L. Hunter Cabaret of Color Fashion Show held on Saturday, November 22nd. She also invited all comments attend the Angel of the Pageant show, produced by Tony Maturo, on Saturday January 10, 1997, at the Azusa Senior Center, for more info call: 334-1507. An item of subsequent need arose and it was moved by Councilmember Beebe, seconded Item of subsequent by Councilmember Rocha and carried that the item regarding additional days of need operation of the swap meet be added to the agenda, Councilmember Hardison dissenting. Mr. Salvador Cisneros, representative of the Edwards Theaters Circuit, Inc., Swap S. Cisneros Meet, addressed Council requested three additional days of operation for the month of comments December, which include Saturday, December 6, 13" and 19'h, he also requested use of swap meet the Krems property to be used as additional parking for the swap meet. Staff presented a report stating that the swap meet holds a CUP for Sunday operation Discussion only, and any other days would require the same, which also requires a public hearing. 2"d day Swap The Krems site is not paved and so can not be used as a parking lot pursuant to AMC Meet/Krems and the Clean Water Act. Lastly, the site egress -ingress points need to be reassessed parking lot use to ensure proper circulation patterns. The majority of Councilmembers voiced their not approved opposition to the Saturday operation and use of Krems property as a parking lot. Mr. Art West addressed Council voicing his opinion regarding Redevelopment Item V- A. West G, Investment Agreement with Morgan Guaranty Trust Company. comments Mr. Ron Legault addressed council expressing his opinion regarding portable stop signs R. Legault on Vernon, Krems Site, a Casino issue, and Thanksgiving Dinner at California Burger. comments REPORTS. UPDATES AND ANNOUNCEMENTS FROM COUNCIL/STAFF Rpts/updates Utilities Director Hsu addressed Council and audience with information regarding Dir of Utilities Deregulation, stating that as of 1/1/98, California will begin deregulation/direct access, update on providing choice to buy electricity from other suppliers, he advised that the City will be Deregulation holding a workshop on Monday, December 8, 1997, 6pm, Library Auditorium. He also advised of the Public Benefit Charge that will be collected for 1) Cost effective domicile Management Services, 2) Renew energy resources, 3) Research Development Program, and 4), Service to low income customers. He stated that this is mandated by the State through AB 1890. Lastly, he advised that there have been commercials stating that residential and commercial customers will be receiving 10% discount as of 1/1/98, for customers of Edison, PG&E and SD Gas & Electric. He advised that they will be passing bonds to finance these reductions and customers will eventually pay for the cost, not like Azusa that enjoys the reduced prices by 25% -35%, less than others. He also advised that a public meeting will be held in the Council Chambers on Tuesday, January 13, 1997, at 7 p.m. For any other questions call (626) 812-5162. Superintendent of Public Works Pedroza addressed Council announcing the Christmas Supt Pub Wks Tree Recycling Program from 12/26/97 - 1/10/98; place tree alongside your weekly X-mas tree recycle green waste for pick-up. He also announced the Phone Book Recycling Drive from now & Phone Book through December 15'h, you can drop off your old phone books at Memorial Park, recycle Northside Park, Gladstone Park, and Slauson Park. 12/01/97 PAGE TWO City Librarian Maghsoudi addressed Council inviting all to meet Manny Medrano, Legal City Librarian Analyst/Reporter for Channel 4 news, on Tuesday, December 9'", from7-9pm in the announcement Library Auditorium. She also announced the Food for Fines program, where fines for up to $5 can be paid with canned foods that will be counted as .50, ea. Community Services Director Guarrera addressed Council announcing the Annual Christmas Boutique to be held on Saturday, December 6, 1997, from 10am to 4pm, in 'front of City Hall. Councilmember Beebe invited that the public on Tuesday, December 9", to attend the Art Show at 5pm, have dinner at Mc Donalds, then meet Manny Medrano at the City Library at 7pm. She also announced that applications for Target School Fundraiser are available at City Clerk's Office, thanked VFW for invitation to serve Thanksgiving lunch to Veterans and announced the Deregulation Workshop on December 8" at 6pm in the Library Auditorium. Councilmember Rocha invited all to the Band Shell fundraising meeting on Saturday, December 6", 12 noon, at the Library Conference Room. He confirmed that the Food Bank received $1200 from the City, and requested positive prayers/thoughts to go out to Tish Serrano, Librarian of Lee School. Councilmember Stanford praised all who participated in the Tree Lighting Ceremony. The Final revised tentative balancing budget plan for 1997-98, was approved and Tentative budget staff was directed to include it in the public hearing for the Midyear Review to be 1997-98 held on February 23, 1997. Warrants SPECIAL CALL ITEMS Special Call Items Councilmember Stanford requested that staff ask Cotton Beland Associates, Inc., if they Stanford comments could possibly complete amendment to the Rosedale EIR during the first week of Cotton Beland January in order for the project to move forward at a faster pace. Associates 'City Administrator Garcia responded stating that he would request that consultants move City. Admin date up sooner to finish the amendment. I response Councilmembers Beebe and Hardison requested clarification regarding the Change Question Police Orders for the Police Facility Addition and Alteration Project. Fac Change Orders Chief of Police Broderick responded stating that the change orders are needed in order COP to provide improvements for a quality project; the changes have been a great benefit to response the project and some of the changes were not included at the beginning due to the funding constraints. 12/01/97 PAGE FOUR Lieutenant Gonzalez responded stating that they anticipate fewer change orders in phase Lt. Gonzalez II of the project, the existing police facility and that when dealing with the old Light and responded Water building, many more problems were encountered. He explained some of the problems that were encountered and answered additional questions posed by Council. Moved by Councilmember Stanford, seconded by Councilmember Beebe and Cotton Beland unanimously carried to approve items regarding Contract Amendment with Cotton Assoc. Agmt Beland Associates for the Rosedale EIR and Change Order /f8, N9, and X10 to the Police Change Orders Facility Addition and Alteration Project. ORDINANCES/SPECIAL RESOLUTIONS Councilmember Stanford offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA 'AMENDING CHAPTER 1 OF THE AZUSA MUNICIPAL CODE PERTAINING TO ADMINISTRATIVE PROCEDURES GOVERNING THE IMPOSITION, ENFORCEMENT, ADMINISTRATIVE REVIEW AND COLLECTION OF PENALTIES FOR VIOLATING PROVISIONS OF THE AZUSA MUNICIPAL CODE. Moved by Councilmember Stanford, seconded by Councilmember Beebe to waive further reading and adopt.
