MINUTES OF THE CITY COUNCIL
ADJOURNED REGULAR MEETING
MONDAY, DECEMBER 8,1997 -6:00 P.M.
eCity Council of the City of Azusa met in adjourned regular session at the above date and

Mayor Madrid called the meeting to order. Call to Order

City Administrator Garcia, Chief of Police Broderick, Utilities Director Hsu, Manager of
'integrated Resources Tang, Deputy City Clerk Toscano.

Moved by Mayor Madrid, seconded by Council member Stanford and unanimously carried Hardison/Rocha
that Councilmembers Hardison and Rocha be excused from the meeting. excused
Utilities Director Hsu addressed Councilmember providing a summary of what will be Utilities Dir
iscussed at tonight's meeting which is as follows: when deregulation will begin, reasons Intro
for deregulation, activities and what customers can expect from deregulation. He then
introduced Bob Tang, Manager of Integrated Resources for the City of Azusa. Also
introduced were guests from the City of Banning; assistant City Manager Manjit Sekhon and
Manager of Electrical Engineering Paul Toor.
Mr. Tang addressed Councilmembers presenting an overviewof California Restructuring that Manager
included Federal activities, State activities, a summary of other Municipal Utilities, such as Integrated Res
the City of Pasadena, Banning, Glendale, Imperial Irrigation District, Los Angeles Bob Tang
Department of Water and Power, Roseville and Redding. He explained the bonds rate
reduction program that will be utilized by outside utilities, and because Azusa's are 25 to
35% lower than Edison, there will be no need to conduct such a program. He detailed
Azusa's preparation in the restructuring and noted that since Azusa is not governed by the
PUC, it probably will not begin its restructuring until 1/1/2000. He detailed unbundled retail
rate comparison, stranded costs with existing power purchase agreements, stranded cost
associated with generation resources and the process for reducing power cost to remain
competitive in 2002. Lastly, he detailed the issues with Edison, such as contracts, and
settlements, new "Fencing" Bill by Senator Murkowski, and proposed timing for direct
access program.
