HomeMy WebLinkAboutMinutes - May 11, 1998 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL, AND THE REDEVELOPMENT AGENCY ADJOURNED REGULAR AND SPECIAL MEETING MONDAY, MAY 11, 1998 -6:30 P.M. The City Council/Board members of the City of Azusa and the Redevelopment Agency met in adjourned regular session at the above date and time in the Light and Water Conference Room. Mayor/Chairman Madrid called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE, MADRID I:\:�� �1�Y1��Zilil�[yl�i!I�lule]��Y��Ci2►L ALSO PRESENT: City Attomey/General Counsel Carvalho, City Administrator/Executive Director Hsu, Chief of Police Broderick, Community Development Director Bruckner, Customer Service Manager Ali, Deputy City Clerk/Deputy Secretary Toscano. Representatives of City of Covina, City of Glendora, Consultant Michael Huls, and Associates, Athens Disposal, Cal Bio -Mass Composting Facility, and EcoNomics, Inc., were also present at the meeting. Call to Order Roll Call Also Present City Administrator/Executive Director Hsu addressed Council and audience updating them City Admin on the AB 939 issue and the need to divert 50% of Azusa solid waste from land fields by the comments 'year 2000. In Fall 1997, the Cities of Azusa, Glendora and Covina joined together to hire a consultant to conduct an AB 939 Compliance Options study. The purpose of this meeting is to present Recycling Programs identified by the consultant, EcoNomics. Mr. William O'Toole, President of EcoNomics, Inc., and his staff presented and explained W. O'Toole the purpose of the study and programs evaluated through the use of overhead visuals, EcoNomics, displaying pie charts he explained the methodology of evaluation which determined what Inc. & staff potentially recyclable materials are found in the cities' waste streams, estimated the percentage of recyclable materials in the waste stream, and estimated cost of potential recycling programs along with cost comparison. Discussion was held regarding between Councilmembers, staff and staff of EcoNomics Discussion regarding AB 939, how to comply, costs for the diversion programs, how specific programs are conducted, what other cities are doing, the reporting system, names of other cities using these systems, drop off sites, who manages them, Cal Bio -Mass, and exclusive agreements. A short video was shown highlighting the pilot organics waste composting program. The recommended recycling programs which would bring Azusa to 47.3 compliance with Recommended AB 939 by the year 2000, are listed as follows: l). AB Routing Program (Wet/Dry Routing). Recycling 2). Self Haul Construction/Demolition Waste Recycling Program. 3). Self Haul Green Programs Waste Recycling Program. 4). Continue Residential Green Waste Recycling Program. Additional discussion was held regarding each recommended program and its function. Mr. Dave Hardy, President of Cal Bio -Mass, a potential organic recycling vendor, addressed D. Hardy Council detailing the history ofhis Company as well as provided other information regarding Cal Bio -Mass recycling. It was consensus of CouncilmembersBoardmemberstorecess the adjourned regular meeting Closed Sess. and convene in Special Session to recess to Closed Session to discussion the following: PUBLIC EMPLOYEE POSITION (Gov.
