MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, OCTOBER 5, 1998 - 7:30 P.M.
'The City Council of the City of Azusa met in regular session at the above date and time
in the Civic Auditorium.
Mayor Madrid called the meeting to order and led in the Salute to the Flag
INVOCATION was given by Reverend Wilson of Jerusalem Christian Worship Center

The entire Council presented Proclamations to outgoing Board and Commission Proc outgoing
members, John C. Rodriguez, Murray Hirota, Arthur Alva, and James Grosser. Brd & Com mbrs
PUBLIC PARTICIPATION
Mr. Art West addressed Council expressing concerns regarding the Rosedale Project,
possible deficit it will cause; he questioned who will pay for building permit fees, light
and water costs, and if the Rosedale project is affordable.
Mr. Leonard and Mrs. Leticia Ortiz, owners of Christmas tree sales business addressed
Council requesting that no parking signs on Leton Street, be removed during the holiday
season to accommodate their customers. They were advised that the item was not
agendized and referred the item to Community Development Director Bruckner for
handling.
Ms. Lana Grizzell addressed Council presenting new post card to go on sale for Golden
Days at a price of $.30 apiece or 4 for $1.00, for more information call 334-0041.

Mr. Hank Bode of Azusa Pacific University addressed Council and audience announcing H. Bode
an Educational Seminar to be held October 19, 1998, at 6:30 P.M. in the Civic APU
Auditorium, regarding Proposition 5. comments
Mr. Jeffrey Cornejo, representing the Azusa Chamber of Commerce addressed Council J. Cornejo
announcing the Canyon City All -Stars vs. Azusa Centennial Spurs baseball in the park comments
on Wednesday, October 7ih, at Gladstone Park at 5:30 P.M.
Representatives of Congressman Matthew Martinez' office Josh Cantor and Jesse Congressman
Carlos, addressed Council and audience offering services to the community. Martinez' reps
REPORTS. UPDATES AND ANNOUNCEMENTS FROM COUNCIL./STAFF
It was consensus of Councilmembers to approve donation of $100 toward entry fees, etc.
for the next event of Mr. Kevin Nunez, 1998 Amateur Athletic Union- RAW -Lifetime -
165 lb. Class Bench Press National Champion. Mr. David Linden of Monrovia
' Nursery will be matching the City's donation.
City Manager Cole advised of the accidental drowning of eight year old Fernando Vega
at Slauson pool and stated that AUSD and City employees are collecting donations for
the Vega family. Send to Randy Noriega, Joe Jacobs, or City Administration at City
Hall, make check payable to City of Azusa, referencing Fernando Vega. Mr. Cole
also spoke about goals of Council and staff to research feasibility of a larger Library.

City Manager Cole provided a detailed update of the Rosedale Project; answered City Mgr
questions posed and advised that there is a need to set dates for City Public Hearings. update/Rosedale
Councilmember Stanford provided comments on MIA/POW Flag, Proposition 5 issue, Stanford
Communication Class @ APU, proposed structure of a task force to look into the comments
feasibility of a teen center and requested to adjourn in memory of Fernando Vega.
Councilmember Hardison commented on Band Shell Project, Golden Days Week, Hardison
thanked Council for donating funds for GD badges, and reiterated that donations are comments
being requested for the Vega family at City Hall and AUSD.
Councilmember Beebe commented that flags along Foothill Blvd. need to be rewound, Beebe
Iad the need to look into problems with cable television. comments
City Manager Cole advised that problems with cable have been communicated to City Mgr
Charter Communication and customers can call and get service or receive a free service response
call if needed.
Councilmember Rocha announced the Walk of Freedom meeting to be held October 17, Rocha
1998 at 9am at the VFW Hall, and that the second Sunday of each month is a VFW comments
breakfast, which supply Flags. He requested that all keep in prayer the family of
Fernando Vega.
Mayor Madrid expressed condolences to the Vega Family and reminded all that this is Madrid
Rideshare Week and Golden Days Week. comments
The CONSENT CALENDAR consisting of Items III -A through III -L, was approved Consent Cal.
by motion of Councilmember Rocha, seconded by Councilmember Stanford, and Appvd, Spec Call
unanimously carried, with the exception of items III -H and III -L, which were considered III- H& L.
under the Special Call portion of the Agenda.

Councilman Hardison expressed concern regarding the use of City Seal for Logo Design Hardison
by Azusa Amateur Radio Communication Emergency Services Group (AACES). He concerns
was assured by the Chief of Police that the use will be controlled by the Police
Department and will be placed on a patch by the Group to use during Golden Days and
other city functions.
Moved by Councilmember Stanford, seconded by Councihnember Hardison and AACES to use
unanimously carried to approve use of the City Seal for Azusa Amateur Radio City Seal in Logo
Communication Emergency Services group (AACES) Logo design.
Councihnember Beebe requested that the Finance Department prepare a report/summary
to be presented with warrants at every meeting citing the amount of money that has been
saved due to discounts the City has taken advantage of and/or the amount of money the
City has spent on late fees. She advised that she would dissent on the warrants until the
reports are received.
Councihnember Stanford offered two resolutions entitled:

Moved by Councilmember Stanford, seconded by Councilmember Hardison to waive

Proposed License Agreement with Leonard R. Ortiz to rent a portion of the Krems License Agmt
site for Christmas tree sales. L. Ortiz Krems site
Lengthy discussion was held between Councilmember and staff regarding ground cover, Discussion
dust control measures, covering for heavy traffic, rain, flooding, mud, placement of
sand bags, trimming of trees, clean up of site, and an offer to donate three trees to needy
families.
It was moved by Councilmember/Boardmember Hardison, seconded by
CouncihnemberBoardmember Stanford and carried to approve the License Agreement
and to waive Section 88-135 of the Azusa Municipal Code which requires the site to be
paved for parking, and approve request of Mr. Ortiz to rent a portion of the Krems site
for Christmas tree sales. Councilmember Beebe dissenting.
Councilmember Rocha suggested that Mr. Ortiz make a monetary donation of $50 to the
Azusa Food bank instead of donating three Christmas trees to needy families. City
'Manager advised that he would look into the feasibility and offer Mr. Ortiz the option.

After discussion, it was consensus of Councilmembers to adjourn to Tuesday, October
13, 1998, at 6:30 p.m. in the Light and Water Conference Room, in order to conduct
a continued Public Hearing/workshop on the adoption of the 1998 Housing Element
Update, General Plan Amendment No. 98-2. It was also consensus of Councilmembers
that the meeting be from 6:30 p.m. to 7:30 p.m.
The Meeting was adjourned in memory of Fernando Vega.
