MINUTES OF THE CITY COUNCIL
SPECIAL MEETING
SATURDAY, NOVEMBER 21,1998 -11:00 P.M.
The City Council of the City of Azusa met in Special session at the above date and time in
,the Center Middle School.
Mayor Madrid called the meeting to order. Call to Order

ABSENT: COUNCILMEMBERS: STANFORD, BEEBE

City Manager Cole, Captain Pihlak, Police Officer Montague, Deputy City Clerk Toscano
City Manager Cole introduced Council members present and disclosed the purpose of the City Mgr
meeting, which was to discuss the issues relating to the Day Labor Force within the City of comments
Azusa. Mr. Hiett, Principal of Center School welcomed all and the audience introduced
themselves.
Captain Pihlak detailed the issue of the Day Labor Force, as it first surfaced in 1993, at which Captain
time there was much research on the laws, etc. She advised that 50% of the Day Laborers Pihlak
out on Gladstone Street soliciting work are documented; and that there are many reasons why comments
they can't find work through normal channels, but they are truly people trying to find work.
She provided statistics regarding the issue.
Discussion was held and comments were received from the public. Complaints from the Discussion
residents surrounding the area where Day Laborers gather include, but are not limited to the
following: verbal harassment directed to anyone (including children traveling to and from
school), trash being thrown on public and private properties, urinating in public, looking over
fences into back yards, noise, talking/whistling early in the morning, jay -walking, loitering
around the area as well as around park restrooms, blocking public sidewalks, stopping
residents (or anyone else) driving by, trying to enter'vehicles (trucks mostly), destroying
landscape, damage to wall, drunk in public, and senior citizens are afraid to go to the local
shopping center.
Lengthy discussion was held regarding all of the above issues and it was consensus of the Addnl.
Councilmembers, staff, and residents that there be more meetings of this kind regarding the discussion
Day Labor issue. A meeting is scheduled with the Day Laborers on Sunday, November 29,
1998, and results will be discussed at a later date.
It was consensus of Council to adjourn.
