MINUTES OF THE CITY COUNCIL
SPECIAL MEETING
SUNDAY, NOVEMBER 29,1998 -2:00 P.M.
ff�e City Council of the City of Azusa met in Special session at the above date and time at
ladstone Park in the City of Azusa.
Mayor Madrid called the meeting to order.

PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, MADRID
ABSENT: COUNCILMEMBERS: BEEBE
ALSO PRESENT:
City Manager Cole, Captain Pihlak, Recreation Superintendent Jacobs, Recreation Leaders
Marc and Lenore Gonzalez, Police Officer Montague, Esther Gutierrez of the Police
Department, Deputy City Clerk Toscano. Approximately 50 Day Laborers of the area of
Russell/Pasadena/Gladstone streets.
City Manager Cole and Councilmember Rocha began the meeting advising the Day Labor
group of some of the concerns of surrounding residents such as, noise early in the morning,
destruction ofproperty, disrespect of children and senior citizens in the area. They stated that
it is realized that this is not done by all the men, but by only a few.
'Members of the group responded stating that many older kids disrespect them with name
calling, bad words and making fun of them as if they are homeless, etc. They stated that
there is a need for restroom facilities, further stating that some school children throw rocks
and are responsible for some of the destruction in the area. They stated that they do jobs that
aren't offered in employment offices, that won't be done by regular people. They stated that
the newspaper has given a bad impression of them and that they just want to work.
Discussion was held between City Manager, Councilmembers, Day Laborers and others in
attendance at the meeting regarding self-governing, control of men who are doing
inappropriate things, police involvement when the law is broken, a request of workers to be
allowed to be at that location until Ipm rather than l lam, it was stated that one reason for
congregation in that area is due to lack of transportation and that there is visibility in that
area. Other suggestions included a center to help locate jobs, away to deal with immediate
problems/complaints from neighbors, costs, clean up of the area, park restrooms,
organization, positive press coverage, forming a committee, and organization.

It was consensus of all present that a committee of 6 day laborers would be formed with two Committee to be
representatives from Cerritos, Azusa and Pasadena within one week. The City will place formed/trash
trash cans in the area. Councilmember Rocha will stop by the areas at lam on Saturday cans to be placed
mornings to find out how things are coming along. The laborers would work on noise and in area
'trash problems.
It was consensus of Council to adjourn.
