MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, DECEMBER 21, 1998 - 7:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time
�n the Civic Auditorium.
Mayor Madrid called the meeting to order and led in the Salute to the Flag. Call to Order

r. Jess Carlos of Congressman Matthew Martinez' office addressed Council and J. Carlos

Mr. Ed Chavez, of Assemblyman Gallegos' Office, addressed Council advising that he E. Chavez
has been promoted to District Coordinator and his replacement will be Chris Carlos. comments
Mayor Madrid announced that there would be refreshments served after ceremonial Mayor Madrid

Hsu and his wife Ruthie.
Councilmember Rocha described how the communityjoined together to stock the Azusa
Food Bank for the Holiday Season and the Council joined him in presenting Certificates
of Appreciation to the following: Ms. Nancy Moore for the AUSD and local schools,
Ms. Evelyn Guardado, Mr. Philly Arizmendi, Ms. Alice Manders, Catherine Martinez
of Lee School, Ms. Lupe Roberts, Chief of Police Broderick for the Azusa PD, Ms.
Vera Mendoza of the Chamber of Commerce, Rachel Tapia and John Szarbo of Azusa
Light and Water Department and IBEW, and Ms. Pat Mahony of the Azusa Adult
'School. Other persons honored, but not present, were as follows: Mrs. Jody
Hardison, Mr. Adam Rocha, Dalton, Slauson, Foothill, Center, Valleydale, Powell,
Paramount, Murray, Mountain View, Magnolia, Longfellow, Hodge, Gladstone Street,
Ellington, Sierra High, Gladstone High, and Azusa High Schools, and Mankowski
Homes.

PUBLIC PARTICIPATION
Mr. Kevin Nunez addressed Council and community detailing the stages of his career
by competing in AEU Power Lifting Competition most of this year; in November he
competes in the World Championships; through contributions of the community he was
able to train more effectively. Monrovia Nursery, City of Azusa and Helping Hand
were major contributors. He advised that Councilmember Rocha as been assisting him
since March, 1998. He competed in Moreno Valley November 23, 1998; it was the
AAU, and he competed in the Lifetime Drug Free Division, performance enhancing aid,
165 lb class, he placed first, representing the country. He thanked all for all the years
of support. r
Ms. Lana Grizzell, President of the Azusa Civitans addressed Council announcing the
50' Anniversary of the Miss Azusa Pageant and that the 1999 Miss Azusa Scholarship
applications are available at the Azusa Chamber of Commerce, local High Schools, and
colleges, for young women ages 17 - 24 years old. The deadline to submit applications
is January 10, 1999, for more information call the Chamber at 334-1507.

Mr. Art West addressed Council advising of a possible conflict of interest of a
Councilmember in relation to the Rosedale Project. City Attorney advised that family
conflict of interest only occur when the children are living within the home.
Mr. Byron Torres of Vision Sound addressed Council and audience thanking all for
contributing to the success of their toy drive. He stated that they collected over 400 toys
from the community.
Mr. Art Morales thanked Peggy Martinez for the success of the Downtown Dedication,
he commented on the Rosedale Project, and wished all a Happy Holiday.
Ms. Diana Offen addressed Council thanking them for deferring the deliberation on
Rosedale, she thanked Marianne Miasnik for all her research on Rosedale EIR, she
thanked City employees for their work through financial difficulties; the Police
Department for keeping the City safe, and she spoke of her niece Desiree Geestman,
who, through the miracle and power of prayer has survived her bout with cancer. She
reminded all to believe in the true spirit of Christmas, reminded all to reach out to
people in need and wished all a happy holiday.

Mr. Robert Sanders addressed Council and expressed concerns about the density in the R. Sanders
Rosedale Project. comments
Ms. Nancy Moore of the Azusa Unified School District addressed Council with an N. Moore
update on the success of Operation Santa Clothes, stating that $11,200 was raised, and AUSD
705 children were taken shopping for clothing this year. She personally acknowledged comments
Elaine Dominguez of the AUSD for all her work.
City Manager Cole listed many achievements/events that took place during the past year City Mgr
as follows: Centennial year parties, Golden Days, July 4' Parade, Walk of Freedom, comments
Sister City relationship strengthened, crime down, home sales up, Edgewood Center
Revitalization, Rite Aid, new companies to city, Alzheimer hospital, The Azusan
remodel, S&S Foods, new Chinese restaurant, Police Building remodel, APU/Darling
Library, Wellness Center, Make a Difference Day, National Night Out, Food Drive,
Valleydale Elementary Distinguished School, Santa Clothes, budget cuts, early
retirements, transfers, Library Passport Program, X-mas tree Lighting, OSCO
Settlement, Rock tax increase by voters, CIP, funding -new General Plan, Cable deal,
Planning Department, Y2K compliant, new finance system, sexual harassment training,
Utilities Director -City Admin, public outreach, etc., and he named many goals.

CONTINUED PUBLIC HEARING - on General Plan Amendment GPA 96-1, Zone Cont Pub Hrg
Change Z-96-1, Rosedale Specific Plan, Vesting Tentative Tract Map TTM 52263, Rosedale
Environmental Impact Report, and Development Agreement, for property located at Project
18331 East Foothill Blvd., City of Azusa.
It was consensus to continue the Hearing to Saturday, January 9, 1999, at 9:00 a.m., in Continued to

Councihnember Stanford praised AUSD for being a leading school district, and also Stanford
praised APU for its various sports championships and wished to recognize them in the comments
future. He also thanked Councilmembers, staff, City Manager, citizens, for their
support of Council and the City and wished all a happy holiday season.
Mayor Pro -Tem Hardison expressed thanks to all for the many accomplishments of the Hardison
City and wished all a happy holiday season. comments
Councilmember Beebe wished all a very Merry Christmas and a happy holiday season, Beebe
and requested that all keep in prayer all that are sick and all the families that have lost comments
loved ones this year.
Councihnember Rocha invited all to attend the dedication of Centennial Way on Rocha
December 29, 1998, at 3:00 p.m., at Civic Park, north of the Library. He thanked the comments
Knights of Columbus for recognizing the Fire and Police Departments with a luncheon
on December 13, 1998. He asked all to keep in prayers Mr. Tony Lucero who recently
suffered a heart attack. He advised that through the miracle of prayer healing does
work here in Azusa, as he had received a letter from Rosie Cisneros whose cancer is in
'remission, and of Leonard Rodriguez who went for the results of a biopsy, and all was
clear, for both of whom the people of Azusa have prayed. He especially thanked and
expressed love for his wife, Linda, family, and Councilmembers for their support.
Mayor Madrid announced Centennial Event on December 29', the New Year's Eve Madrid
Celebration presenting One -Act Play of The Last Angry Brown Hat, a Edward James comments
Olmos Production on December 31, 1998, from 8pm to midnight, at the Azusa Senior
Center.
The CONSENT CALENDAR consisting of Items III -A through III -L, was approved Consent Calendar
by motion of Councihnember Stanford, seconded by Councihnember Rocha, and approved HI -B &
unanimously carried, with the exception of items III -B, and F, which were considered F Spec Call
under the Special Call portion of the Agenda. Item J was removed from the Agenda. J - removed

C. Per citizens request, staff conducted a "warrant" study for a four way stop at the
Stop Sign
intersection of Alameda and Sixth Street. In accordance with the nationally

accepted procedures adopted by the State of California, it was found that a four

way stop was warranted due to traffic volumes on all four approaches are nearly
equal. Staff was directed to post four way stop signs at the intersection.
D. Approval was given to amend the contract with Prudential Insurance Company for

Long -Term Disability Insurance Program to increase the short-term premium

SPECIAL CALL ITEMS
Mayor Madrid addressed the Public Benefit Program voicing her concerns regarding the
scholarship of $7,000 going to one person, one university and local high schools only.
City Manager Cole advised that this scholarship is for a student who attends a public
high school in Azusa as well as APU and that it is geared to the student. Further, that
'$7,000 will be for many students who participate in the project. It was consensus of
Council that a change be made that a student who is a resident of Azusa, who is
attending a college anywhere and provides a project to promote energy efficiency and
conservation concepts through the normal learning process, could be eligible for the
scholarship.

Councilmember Beebe addressed item regarding contract award for the "Foothill Discussion re:
Boulevard Overlay," requesting that a committee be formed, or some type of procedure Foothill Overlay
be put in place to notify people who are going to be impacted by the project; to have Project
contingency plans in place, and make sure that the lowest bidders are competent to
perform the project.

Lengthy discussion was held between Councihnembers and staff regarding the re -naming
of the Police Facility. The main item in question was that back in 1995, the Council
at that time took action to name the new facility after then current Police Chief Nelson.
At the time the staff report was written for this item, it was not known by some of the
staff/Council members that the past Council had taken that action. It was consensus of
Council that the City Attorney research the issue and come back with a report to
Council. Item J, regarding Rededication of the south wing of the Police Facility, was
'removed from the Agenda by staff.
Moved by Councilmember 'Stanford, seconded by Councilmember Hardison and
unanimously carried to approve item B, regarding the Public Benefits Programs, with
noted changes, that an individual student that resides in Azusa and attending a college
elsewhere can apply for a scholarship, and item F, Contract Award for Foothill
Boulevard Overlay, Federally Funded Project No. DBL -5112 to be awarded to Damon
Construction, low bidder, in the amount of $456,854.82.
