MINUTES OF THE CITY COUNCIL
SPECIAL MEETING
SATURDAY, JANUARY 23,1999 -11:00 A.M.
The City Council of the City of Azusa met in Special session at the above date and time at
'Center Middle School in the City of Azusa.
Mayor Madrid called the meeting to order. Call to Order

Day Laborers and residents of surrounding area.

City Manager Cole welcomed all and detailed the proposed project entitled Neighborhood Welcome/
Improvement Zone that will include Azusa/Cerritos, and South of Freeway, to be funded by Neighborhood
CDBG funds. The proposed project may address rehabilitation of apartments, single family Improvement
housing, low interest loans, sidewalks, trees, recreation for the kids, health issues for seniors, Zone
transportation, safety, paint houses, and neighborhood cleanup.
'Captain Pihlak announced that there will be a Citizens Academy and Neighborhood Watch Captain Pihlak
Program in the area as well. She provided information about the last meeting and stated that comments
there will be representatives of Day Labor Group from three areas and Officer Montague will
be working with them to discuss and solve issues. She also advised that there are still some
issues to deal with such as drinking, hanging out at night, and blocking driveways.
Councilman Rocha advised that they have provided light to the areas where Day Laborers Rocha
gather and that people still drink in the shadows and are not looking for work. Discussion comments
was held regarding the need to enforce laws, need for more police presence, and the need to
weed out the trouble makers.
The following are next steps: Organize committees, locate a Site Center not in a residential Discussion
area, look to see what other cities are doing, look for areas in Azusa that may be suitable,
form community volunteer patrol of residents and Day Laborers, speak to trouble makers to
provide understanding, and think about helping Day Laborers get normal work. All in
attendance provided comments regarding the issue.
Captain Pihlak suggested that Day Labor Representatives and residents work together to Captain
explore options. She asked for 6 people from each group to contact her for involvement, and Pihlak
one Councilmember in order to attend centers, etc. and research options.
City Manager Cole announced that staff has volunteered to go door to door in the area to get City Mgr
input on the Neighborhood Improvement Zone. comments
It was consensus of Council to adjourn. Adjourn
