MINUTES OF THE CITY COUNCIL,
ADJOURNED REGULAR MEETING
WEDNESDAY, FEBRUARY 24,1999 -6:50 P.M.
The City Council of the City of Azusa met in adjourned regular session with the Azusa
Planning Commission at the above date and time in the Senior Center, 740 North Dalton
Avenue, Azusa.
Mayor Madrid called the meeting to order.

Chief of Police Broderick, Assistant City Manager Craig, City Planner Johnson, Planning
Secretary Rocha, Consultant Brownfield, Deputy City Clerk Toscano and the Azusa Planning
Commission.

Also Present
City Manager Cole welcomed all, expressed how he envisioned the General Plan and the City Mgr
process. He then introduced the speakers: Bill Fulton, Frank Hotchkiss, Karen Tacket, and welcome
Maria Singleton, who were present to talk about several ideas on how to create a great
General Plan.
Mr. Frank Hotchkiss addressed the issue regarding Community Identity. He stated that there F. Hotchkiss
is a need to explore and find out what the identity of the City is and what it would take to Community
shape and enrich the physical image. He provided detailed statistics on Azusa geographics, Identity
elements, edges, gateways, landmarks and stated that these things have to be taken into
consideration when creating Community Identity.
Mr. Bill Fulton addressed the issue regarding What a General Plan Can Do, citing the recent
success story of Ventura. He stated that the process includes input from everyone in the
community. He listed the following points: 1) create a process that is clear and honest, 2)
use existing clubs/committees/organizations, 3) don't be afraid to be creative, 4) don't use
tomorrow's process to fix today's problems, 5) try to use information successfully, i.e.
brochures/booklets, 6) push everyone constantly and faster, 7) don't be afraid of the
community energy that you may generate (get lots of participation), 8) got to let go of the
outcome, let it be what it is, (don't get political).
Ms. Karen Tacket of Foundation for Community Design, addressed the issue and showed a
video that displayed a community of people from all walks of life expressing their opinion
of what their City should be like.

Ms. Maria Singleton addressed the issue regarding Community Outreach, citing items as M. Singleton
follows: 1) people want to participate, 2) democracy is a privilege and a responsibility, 3) Community
inclusiveness - every household should be included, 4) find gate keepers, need to know the Outreach
culture you are trying to get to, understand, 5) open space, growth.
Lengthy discussion was held between Councilmembers, Planning Commission members, Discussion
guest speakers, and staff regarding the visioning process of the general plan, time frame,
education, promotion, process, surveys, defining the City, etc.
Community Development Director Bruckner addressed the issue with a proposed General
Plan Work Program. Some of the things he discussed were as follows: create a
comprehensive study vision, establish advisory committee, reach out to silent community,
hold a two day event to talk about issues, critical community issues, have consultants in-
house, retain contract planner and hire sub consultants, and create a citizen congress. He
then referred to the flow chart he presented.
Additional discussion was held between Council, Planning Commission, and staffregarding,
specific concerns about the City, community outreach, no personal agendas, the need for
more community involvement with a minimum of four meetings, and the need for a vision
first.
