The City Council of the City of Azusa met in regular session at the above date and time ' in the Civic Auditorium. Mayor Madrid called the meeting to order and led in the Salute to the Flag INVOCATION was given by Mr. Hank Bode of Azusa Pacific University ROLL CALL PRESENT: COUNCILMEMBERS: ABSENT: COUNCILMEMBERS: ALSO PRESENT: HARDISON, STANFORD, ROCHA, BEEBE, MADRID NONE City Attorney Carvalho, City Manager Cole, Captain Pihlak, Senior Services Manager Crawford, Community Development Director Bruckner, Planning Secretary Rocha, Economic/Redevelopment Director Andrews, Superintendent of Public Works Pedroza, City Clerk Solis, Deputy City Clerk Toscano. CEREMONIAL The entire Council presented a proclamation to Ms. Carolyn Crawford, Senior Services Manager, proclaiming the month of May as National Older Americans Month. Ms. Crawford invited all to attend Steppin' Out for Senior Centers Walk on May 15, 1999, which will promote senior centers and is sponsored by the California Parks and Recreation. The cost is $5, which will buy pre -registration, door prizes, a t -shirt, brunch and other activities. Call to Order Invocation Roll Call Also Present Ceremonial Proc for National Older Americans Month Mr. Josh Cantor of Congressman Matthew Martinez' office presented a certificate of J. Cantor recognition to Carolyn Crawford honoring her for services provided to Older Americans. Cert of Recogn The entire Council presented a proclamation to Mr. John Moreno, and members of the Proc for veteran groups, proclaiming the month of May as Veteran Appreciation Month. Mr. Veterans Bill Medley and Jim Peno of the American Legion Post 180 donated $2,000 towards the Appreciation Veterans Memorial plaques. Ms. Donna Natali of the American Legion, on behalf the Month Foundation of Families in Need, donated $1800 for Veterans' plaques, and Mr. John Moreno also presented a check for $1800 towards the plaques. Mr. Noe Falcon and his wife performed two songs honoring his mother and all mothers N. Falcon music in celebration of Mother's Day. Mother's Day i PUBLIC PARTICIPATION Public Part. Ms. Tiffany Garcia addressed Council expressing her appreciation and presenting a T. Garcia appreciation plaque to them for sponsoring her for Volley Ball Camp. comments Ma. Andriana De La Cruz, Enrique and Antonio, addressed Council invited all to attend A. De La Cruz 1999 Youth Explosion at Saint Frances of Rome parking lot on May 29' and 30t°; they comments/Youth detailed the event and requested waiver of $110 for the Temporary Use Permit. Explosion Moved by Councilmember Rocha, seconded by Councilmember Hardison and carried to Temp Use Fee waive Temporary Use Permit fee. Councilmember Beebe dissenting. waived It was consensus of Councilmembers that item VI -A, regarding St. Frances of Rome's Item VI -A annual Fiesta and request for fee waivers, be brought forward for handling at this time. brought forward Lengthy discussion was held between Councilmembers, staff and Ms. Rosemary Ramirez of St. Frances of Rome, regarding the requested waiver of certain fees. It was noted that the stage is no longer a rentable item, and that the applicant would be allowed to pick up booths a week in advance; Councilmember Rocha offered to help find volunteers to aid Ms. Ramirez. Discussion was held regarding Police attendance at the event versus hiring of security guards. Staff advised that this year there will be reduced police hours as follows: two officers for a total of 40 hours for the weekend; Friday - 5p.m.- 10:30p.m., Saturday, 3p.m.-11:30p.m. and Sunday-3p.m.-9p.m. Additional discussion was held regarding a proposed policy for non-profit fees, insurance liability for officers, and the waiver of fees. Moved by Councilmember Rocha, seconded by Councilmember Hardison and carried to approve waiver of requested fees with the exception of Police fees and electrical permits/inspections. Councilmember Beebe dissenting and reiterated the need to comply with guidelines on the terms for use of the Krems site, and that in the future to set a dollar amount on fee waivers. City Manager Cole advised that staff will review the fees and charges and create a reduced fee schedule for non-profit groups. Ms. i Ramirez invited all to attend the Festival. y Discussion re: waiver of fees for St. Frances of Rome Festival Fees waived except Police & electrical permits/inspect. Ms. Rosa Arevalo, representative of Head Start, addressed Council inviting all to attend R. Arevalo the 3`" Annual Open House on May 19, 1999, from 2p.m. to 4p.m. comments Mr. Art Morales addressed Council reminding all that he wishes to have a Soap Box A. Morales Derby in Azusa. He asked that funds that were previously used to pay for the Krems comments property monthly payment be used for a free swim program and that police seizure money be used to pay for officers that man the Saint Frances of Rome Festival. Mr. Greg Ahern addressed Council addressing item regarding change order for the G. Ahern removal of underground storage tanks at City yard and State mandates, stating that the comments State should reimburse the City for the cost and suggested that Council pursue the possibility of renovation of Foothill Shopping Center. REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rpts/Cncl/Staff City Manager Cole advised that the community celebrated the Cinco de Mayo on Sunday, City Manager with a re-enactment of the Battle of Pueblo by students of Victor Hodge school and also comments by the performance of ballet folklorico. He thanked all volunteers and city employees who helped with the event. He stated that a balanced budget will be presented soon and that the Library hours for Wednesday nights will be restored. He apologized for the construction delays with the Foothill Boulevard re -paving and announced that a Neighborhood Improvement Zone meeting will be held at Murray school on May 4, 1999 at 7 p.m. Councilmember Rocha stated that a survey will soon be sent to parents of all 2n° grade Rocha students in the City, asking questions about a proposed swim program and if they are comments interested in having their children participate, etc. He invited all to attend the Senior 'Center on Thursday, May 13'", at 6 p.m., for the Library 2000 Celebration and kickoff and to hear California State Librarian, Dr. Kevin Starr, share his vision on California's future and the Library's place in it. He thanked all who helped with the clean up on Saturday and also asked all to keep in prayer the families of Shirley Doal and Jesus Lara, who both passed away recently. Councilmember Beebe announced the Walk for Life, cancer walk, to be held on Beebe Saturday, May 15, 1999, 9 a.m. through Sunday, May 16, 1999, at 9 a.m., and invited comments all to join them for the day long events. 05/03/99 PAGE TWO Councilmember Hardison offered comments regarding the following issues: the Foothill Hardison shopping center at Citrus and Alosta, suggesting that Council find a way to develop it; comments a wooden bench is missing from Azusa and 9" street, requested an update on Liberty Candle, the abandoned service station at the corner of Armstead and Azusa Avenue has dirt piles all over the property, concertina wire at 134 Azusa Avenue needs to be removed, rail properties throughout the City are deplorable, and lastly, in response to comments made at the last meeting, he stated that Azusa has three markets in the area, Top Value, Ranch and Stater Bros., that are available to buy groceries at and urged all ' to attend them. City Manager Cole responded to the proposed development of the Foothill Shopping City Mgr Center stating that he has spoken to the owner of the Foothill Center, J. Allen Radford, response the Edwards and Haagen representatives, all have expressed interest in redeveloping the Center, as well as other private developers and Lucky stores. He stated that in 30-60 days staff would come back with a person that will be dealing with the project. Councilmember Stanford reiterated the Walk for Life event to be held at APU on Stanford Saturday and Sunday, May 15'" and 16". He announced the groundbreaking ceremony comments on May 14, 1999 for a Special Events Center at Azusa Pacific University and requested all keep in prayer Burke Hamilton and Vivian Felix who are ill. I Mayor Madrid announced that the Azusa Health Center is providing free immunizations Mayor on May 4'h from 8 a.m. to 6 p.m. and on July 8, 1999. comments City Manager Cole advised that Shirley Doal, secretary, at the City Library passed away City Mgr . over the week end, he praised her for the services she provided the City and requested comments that Council adjourn the meeting in her memory. The CONSENT CALENDAR consisting of Items III -A through III -N, was approved by Consent Cal. motion of Councilmember Beebe, seconded by Councilmember Rocha and unanimously Approved carried, noting that item III -G, include to seek reimbursement for State mandated costs and Mayor dissented on item III -K. Action items Separations: R. Bowcock, Water Operations Manager, effective May 8,1999. F. Request of Rosario Campos to transfer the CDBG Housing Rehabilitation Deferred R. Campos Loan obligation to Hector Campos was granted as follows: revised the terms of CDBG Loan the original loan to reflect payoff in three years at an amortized interest rate of 5 % transfer per annum; include a 5 % monthly late charge fee for payments more than ten days approved late; and staff was directed to prepare and record a new promissory note, deed of trust, and any other necessary documents.
