MINU'T'ES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, AUGUST 2, 1999 - 7:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time
in the Civic Auditorium.
Mayor Madrid called the meeting to order and led in the Salute to the Flag. Call to Order
INVOCATION was given by Reverend Mark Carlson of the First Presbyterian Church. Invocation

Councilmember Beebe offered a Resolution entitled:

CALIFORNIA, RECITING THE FACT OF THE SPECIAL MUNICIPAL ELECTION Results of
HELD IN THE CITY ON JULY 20, 1999, DECLARING THE RESULTS AND SUCH 7/20/99 Spec
OTHER MATTERS AS PROVIDED BY THE PROVISIONS OF LAW. Election
Moved by Councilmember Beebe, seconded by Councilmember Rocha to waive further
reading and adopt. Resolution passed and adopted by the following vote of the Council:

PUBLIC PARTICIPATION Public Part.
Ms. Rosemary Agabra addressed Council presenting a personal check in the amount of R. Agabra
$1,000 to Chief of Police Broderick to go toward a security camera system in the Azusa $1000 toward
City Library. Chief Broderick accepted the check and explained the significance of security cameras
having security cameras, the type and how they would help fight crime. in City Library
Ms. Carole Deem addressed Council regarding the proposed Mountain Cove Project and C. Deem
expressed her concerns regarding possible negative impacts it would have in the canyon continents
area.
Mr. Art West addressed Council expressing his view on the Rosedale Referendum A. West
election, Councilmembers options regarding the issue and alleged personal comments by comments
a Councilmember.
Mr. George Mnich addressed Council expressing his concerns regarding the maintenance G. Mnich
of trees on North Pasadena and speeding vehicles. comments
Mr. Ron Legault addressed Council expressing his opinion regarding freedom to speak R. Legault
at Council meetings and articles in the Azusa Gazette. comments
Ms. Stephanie Mills addressed Council regarding expressing her opinion regarding the S. Mills
Azusa Gazette and San Gabriel Valley Tribune and one of the Councilmembers. comments
Ms. Naida Flores addressed Council expressing her opinion regarding the Azusa Gazette N. Flores
and offered comments on Indian Gaming Laws. comments
Ms. Renate Bergmann addressed Council expressing her concerns regarding speeding R. Bergmann
vehicles coming out of the Canyon on San Gabriel Canyon Road; she suggested that a comments
stop sign be placed on San Gabriel Canyon Road, before Sierra Madre, and asked why
the Park on Sierra Madre and San Gabriel Canyon Road did not get completed. She
stated that people stop, drink and leave trash in the area just outside the Canyon and that
there is no street sweeping in that area.
Mr. Jesse Carlos of Congressman Martinez' Office addressed Council and audience J. Carlos
stating that the Congressman welcomes open meetings with the community and can be comments
reached at (626) 458-4524.
REPORTS UPDATES COUNCIL. BUSINESS AND ANNOUNCEMENTS -STAFF Updates/Rpts
City Manager Cole provided an update on the Dalton Avenue neighborhood traffic City Mgr
concerns, stating that major concerns are with inadequate lighting due to overgrowth of comments
trees; a private contractor has trimmed the trees and improved visibility and two re: Dalton
additional light poles will be installed on Dalton. In the alley there were broken lights Avenue
which have been repaired, and with regard to speeding in the alley; a speed wagon will neighborhood
be placed there to remind people how fast they are going and there will also be
additional traffic enforcement to insure the 25 mile speed limit. He advised that there
will be a meeting set up in the neighborhood to see what is needed.
Lengthy discussion was held between Councilmembers and staff regarding placement of Staff to install
a stop sign on Dalton Avenue and a study in order to make sure the State legal Stop Sign on
requirements are met before action is taken. It was then moved by Councilmember Dalton and
Hardison, seconded by Councilmember Beebe and unanimously carried to direct staff to Second Street
immediately install a stop sign on Dalton Avenue and Second Street and then to research
other solutions to the problems that exist on that street.
Moved by Councilmember Beebe, seconded by Councilmember Rocha and carried that Cult & Hist
staff be directed to prepare an ordinance reducing the number of members of the Cultural 9 to 7 reduce
and Historical Landmark Commission from nine to seven. members
Discussion was held regarding the proposed preservation ordinance and staff advised that Discussion
it will be brought to Council for action before the end of this year. preservation ord.
NOTICE TO THE PUBLIC - City Board and Commission term of office expirations, Notice to the
' ending September 30, 1999, for the following Boards and Commissions: Public re:

Applications are available in the City Manager's or City Clerk's Office for interested
residents/incumbents. Applications will be accepted through August 31, 1999, and
interviews will be scheduled during the month of September, 1999.

Councilmember Hardison offered comments regarding the results of the Rosedale Hardison
Referendum election and stressed the need to get the General Plan updated. He invited comments
all to attend the Sister City Barbeque on Saturday, August 27, 1999, at Monrovia
Nursery at a cost of $12.50 per person.
Councilmember Stanford offered congratulations to the "no vote" people for the Rosedale Stanford
Referendum election, and thanked all the "yes vote" people for all their work. He comments
presented an item that sells from ice cream vendors that he stated was "gross", and stated
that NIZ is a marvelous idea.
Councilmember Rocha thanked all residents who voted in the July 20' Special Election, Rocha
invited all to the monthly clean up to be held on Saturday, August 7, 1999, at 9:00 a.m., comments
at the Azusa Senior Center. He asked that all keep in prayers, Lucy Ochoa, who will
be receiving results of tests taken, and he invited all to a benefit for Stephanie Fierro,
who has cancer, to be held on August 21, 1999, at the Parish Hall, at a cost of $10.
Mayor Madrid thanked all who voted in the July 20, 1999, election and also Madrid
congratulated the Sister City organization for another successful exchange and for their comments
commitment.
It was consensus of Councilmembers that Mayor Madrid and Councilmember Stanford Madrid/Stanford
be excused from the next Council meeting. exc 8/16 mtg
SCHEDULED ITEMS
Scheduled Items
HEARING - on 1998-99 Weed Clearance Charges. Testimony was solicited from Weed Abatement
affected property owners, but none was received. Moved by Councilmember Beebe, Charges
seconded by Councilmember Rocha and unanimously carried to confirm the weed
Llabatement costs and authorize the Mayor to sign required notice to the County Auditor.
CONTINUED PUBLIC HEARING - to receive and consider all evidence and reports Cont Pub Hrg
presented relative to the City's schedule of fees and charges for various services. Fees & Charges
Moved by Councilmember Stanford, seconded by Councilmember Hardison and Continued to
unanimously carried to continue the Public Hearing to the meeting of September 7, 1999. 9/7/99 mtg
The CONSENT CALENDAR consisting of Items IV -A through IV -L, was approved by Consent Cal
motion of Councilmember Hardison, seconded by Councilmember Stanford and IV -A - IV -L
unanimously carried, with the exception of item IV -H, and E, which were considered appvd/IV-H &
under the Special Call portion of the Agenda. IV -E, Spec Call
A. The Minutes of the regular meeting of July 19, 1999, were approved as written. Min approved
B. Approval was given to purchase five black and white 1999 Ford Crown Victoria Purchase of
patrol vehicles for the Police Department. The City was able to join Orange 5 black &
County Sheriff s Department formal bidding procedure and purchase the vehicles white Police
from Robert H. Loud Ford with favorable pricing in the amount of $23,776.84, vehicles
per vehicle.

The City Council recessed to Closed Session at 9:33 p.m. to discuss the following: Closed Session

The City Council reconvened at 10:31 p.m. City Attorney advised that Council took Unpaid Leave
reportable action with regard to Public Employee Discipline/Dismissal/Release. City L. Jones
Council upheld the Personnel Board decision to grant an unpaid Leave of Absence for
employee Lynda Jones.
