The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. The following Closed Session that was listed on the posted agenda was continued to the Closed Session adjourned regular meeting of November 8, 1999, at 6:30 p.m. in the Light and Water Continued to 11/8 Department. Mayor Madrid called the meeting to order and led in the Salute to the Flag. Call to Order INVOCATION was given by Reverend Ruben Reyna of Victory Life Fellowship. Ceremonial CEREMONIAL The entire Council presented a Proclamation to Mr. Ivan Berndt for his many years of Proc to I. Berndt service to the City as a Library Commissioner. Harper Commissioner, was not presented as she was not in attendance*at the meeting. not presented The entire Council presented a Proclamation to Ms. Elaine Dominguez in appreciation Proc to E. of service to the community. Dominguez .Director of Finance Marcia Medina accepted the Government Finance Officers GFOA to Fin Association (GFOA) award on behalf of the Finance Department. Dept. PUBLIC PARTICIPATION Patricia Lopez Stevens, representative of Congressman Matthew Martinez office, P. Stevens of addressed Council and audience stating that Mr. Martinez is available to aid the Congressman community with problems which may be encountered. Martinez' Office Ms. Celeste Gonzales, Vice President of the Azusa High School Science Club, addressed C. Gonzalez Council requesting sponsorship or donation for a field trip the club will be attending. Request for funds City Attorney Carvalho advised that she would donate the $75 needed. All others are Donation of funds to send donations/contributions in support of the Science Club to Azusa High School c/o Chris Morgan and Randy Good, Club Advisors. Mr. Michael Battaglia of Standard Pacific Homes addressed Council inviting all to attend M. Battaglia a community workshop open house on the Mountain Cove Project, on November 4, Standard Pacific 1999, at the Azusa Woman's Club from 6 p.m. to 9 p.m., for further information call: Homes/open 888-210-5318 ext. 209. house 11/4 Mr. Ron Legault addressed Council reminding all to vote in November 2, 1999, School R. Legault Board Election and expressed his opinion in favor of Mountain Cove Project. comments Mr. Aaron Litvac and his mom, Janice, addressed Council and audience, advising that A. Litvac they were selling tickets for Scout Expo for a price of $5; $1 goes to their troop and the comments rest goes to the Boy Scouts, a box of mints is free. Ms. Diana Offen addressed Council reminding all to vote tomorrow, provided statistics D. Offen regarding the Azusa Unified School Board and advised of the importance of the election. comments REPORTS. UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Reports/updates City Manager Cole announced the regular adjourned meeting to be held on Monday, City Manager November 8, 1999, at 6:30 p.m., to hold the Closed Session regarding McCurdy v. City, comments the workshop on the River Planning Group and Capital budget. Interim Chief of Police Garcia provided an update on the limitation of sales of non- COP prescription drugs over the counter antihistamines. comments Mr. Dennis Chapetta of Athens Disposal addressed Council and answered questions D. Chapetta posed by Council regarding alleged leaving trash on streets when picking up trash, and Athens Disposal allegations of yard waste being dumped in with regular trash. He gave number for comments complaints as follows: 626-336-6100. Additional discussion was held. Councilmember Beebe asked that stickers and explanation of yard waste procedures be made available to the community. Associate Director of Recreation and Parks Noriega addressed Council and provided an R. Noriega update on the success of the Halloween Carnival held at City Hall and congratulated all update on employees involved with the event. Halloween Councilmember Rocha announced that a food drive will be held again this season for the Rocha Food Bank and bins will be placed at the Civic Auditorium, every elementary school in comments the City, Azusa and Gladstone High schools, Sierra 9' grade academy and Azusa Adult school, Light and Water, City Hall, and City Library. He stated that food will be picked up on November 12', and 19ih, December 3", 10°i and 17', by Jody Hardison, Philly Armendariz, Yvonne Uero, Adam Rocha and himself. He reminded all to vote tomorrow, Saturday, November 6°i clean up, at 8 a.m. He announced that on Veterans Day, November 11, 1999, there will be a dedication of Walk of Freedom Blocks 7, 8, and 9. At 1 p.m there will be the dedication of Azusan killed in action in WWII, Korean and Viet Nam wars. He detailed the events that will take place at the dedication and the special story of Frankie Abasta and spoke about his family. He asked all to keep in ,prayers Dylan Chavarin, Peggy Martinez and their families. Councilmember Beebe provided phone numbers for trash complaints: Athens Disposal Beebe 336-6100 and Cable: 812-5147 - voice mail line, 812-5277 City Librarian Maghsoudi, comments 812-5131 - Carolyn Gomez and Debbie Castellano - 537-6104. Councihnembers Stanford announced that City Attorney Carvalho has been made a Stanford partner of Best, Best and Krieger, provided number for Janice Litvac: 334-5283, comments reminded all to vote and offered comments regarding APU/City DDA for Krems prop. 11/01/99 PAGE TWO Councilmember Hardison reminded all about the food drive and gave thanks to Adolph Hardison Solis for the awesome proclamations he writes and to Diane Beebe for reading them at comments the meetings. He also reminded all to vote. Mayor Madrid announced that on Tuesday, November 9, 1999, the Band of Zacatecas, Madrid our Sister City, will be performing at City Hall. comments _ SCHEDULED ITEMS Sched Items ' PUBLIC HEARING - to consider valid requests with regard to use of funds received Pub Hrg under the Citizens' Options for Public Safety (COPS) Program and from the Local Law COPS Program & Enforcement Block Grant (LLEB) for fiscal year 1999-00. LLEB The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of Hrg open publication of notice of said hearing published in the Azusa Herald on October 21, 1999. Interim Chief of Police Garcia addressed the Hearing stating that the two grant funding B. Garcia sources are from the Federal and State governments and that they will be using the funds comments towards technology upgrade programs; this year there are major systems that are not Y2K compliant and have a target date of December 15' to be in compliance. The funds will be used for: lap top computer in patrol cars, upgrade of dispatch system and for a helicopter service program. He then answered questions posed by Councilmembers. Testimony was solicited, but, none was received. City Manager Cole detailed the purpose of the Red Team, which basically is a team to City Mgr Cole create a business strategy for the types of businesses Azusa is trying to attract for the comments Downtown Area. Economic/Redevelopment Director Andrews presented slides illustrating the Downtown Dir CRA Red Team Vision and Positioning Strategy. He then answered questions posed by presentation Councilmembers. Red Team Vision & Positioning Strategy Councilmember Stanford offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING Res. 99-C138 THE RED TEAM VISION AND POSITIONING STRATEGY AS A GUIDE TO Approving Red DIRECT THE EFFORTS OF CITY OF AZUSA'S STAFF IN THE MARKETING Team Vision & AND DEVELOPMENT OF DOWNTOWN AZUSA. Positioning Strategy Moved by Councilmember Stanford, seconded by Councihnember Hardison to waive further reading and adopt. Approval was given to award the contracts for Geology and Zoning Agmt w/Wilson Ordinance/Map consultants for the revision of the Azusa General Plan to Wilson Geosciences & Geosciences and Crawford, Multari, Clark & Mohr. Spec Call SPECIAL CALL ITEMS Special Call Items Councilmember Beebe posed questions regarding the Specifications for Wheelchair Ramp Beebe Construction, specifically, a discrepancy regarding the deletion of one ramp; she comments requested that P.C.C. wheelchair ramp per APWA Standard, be defined, she questioned why some ramps were is areas where there was no sidewalk, and questioned the . construction estimate. City Manager Cole responded stating that the sidewalk issue would be addressed in the upcoming Capital Budget workshop, further that the construction estimate is an estimate and the bid would go to the lowest bidder. Moved by Councilmember Stanford, seconded Councilmember Rocha and unanimously Specs Wheel carried to approve the specifications for Wheel Chair Ramp construction and the City chair ramp Clerk was authorized to advertise for bids. construction �Councilmember Stanford addressed item regarding appointments to Boards and Stanford Commissions, stating that there is a need to do outreach in the community when comments soliciting for members. Fernandez, Office Specialist II, effective 10/13/99. Promotional Appointment: M. Medina, Director of Finance, effective 11/2/99. New Appointment: S. Mendieta, Public Information Officer, effective 11/15/99, contingent upon passing physical exam. Councilmember Rocha addressed item regarding warrants paid by the City, stating that he preferred the old reporting form, as the new form was lacked information he wanted to review. Discussion was held and it was consensus that Mayor Madrid and Councilmember Rocha provide input as to what they would like to see in the report and present to staff.
