The City Council of the City of Azusa met in regular session at the above date and time in the Civic Auditorium. It was consensus of Councihnembers to recess to Closed Session to discuss the following: Closed Session CONFERENCE WITH LEGAL COUNSEL - EXISTING LIGATION (Gov. Code Sec. 54956.9 (a)). Russell v. City of Azusa, Pomona Superior Court, Case //KCO29512. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LIGATION (Gov. Code Sec. 54956.9 (b) & (el). Cal Trans Settlement Agreement. CONFERENCE WITH LEGAL COUNSEL - EXISTING LIGATION (Gov. Code Sec. 54956.0 (a)l. In re: matter of Casmalia Disposal Site, Santa Barbara, California. The City Council recessed at 6:31 p.m. The City Council reconvened at 7:26 p.m. Recess/convene There was no reportable action taken in Closed Session. No Rpts Mayor Madrid called the meeting to order and led in the Salute to the Flag. Call to Order INVOCATION was given by Reverend Leroy of the Assembly of God Church. Invocation ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, BEEBE, MADRID ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: Also Present City Attorney Carvalho, City Manager Cole, Interim Chief of Police Garcia, Associate Director of Recreation and Parks Noriega, Community Development Secretary Rocha, City Clerk Solis, Deputy City Clerk Toscano. PUBLIC PARTICIPATION Pub Part Tiffany Garcia and Kathleen Smith addressed Council requesting $100 sponsorship for T. Garcia & K. volley ball camp. They stated that the total cost is $700 per person and that sponsorship Smith donations should be sent to Coach Devine of Gladstone High school. Councilmember Request for funds Rocha suggested that $3,000 - $5,000 should be set aside for sponsorships. City Volleyball Camp 'Manager Cole advised that he would like to bring this item back as a policy decision. Councilmember Beebe advised that she would work with the City Manager to see that both girls get the $100 requested by them. Mr. Ryan Smith of Gladstone High School, addressed Council inviting them to the R. Smith "Mock Trial" to be held at the Citrus Municipal Court House to be held beginning in Invitation to February and ending in May 19, 2000. Ms. Janice Noell, teacher, then introduced all "Mock Trial" students that will be involved in the trial, who introduced the parts they will be playing Citrus Court in the courtroom. They then answered questions posed by Council members. Gladstone Students Mr. Victor Lopez, Grand Knight of the Knights of Columbus, addressed Council inviting V. Lopez them to the Fifth Annual Police and Fire Appreciation Breakfast to be held on December Knights of 5, 1999, from 7 am - 12 Noon, at 816 W. 51" Street. This will be followed by a Columbus program to present plaques to the Fire and Police personnel. Invitation Mr. Jorge Chavarin provided an update on his son, Dylan's health; he recently had a J. Chavarin blood transfusion. He then announced the fundraising events that are going to take Update on place. Legault Center. comments City Manager Cole responded stating that staff is aware of deficiencies at the Senior City Mgr Center and there will be a project as part of the Capital Improvement Program to address comments those issues. Ms. Darby Mangen, representative of the Coalition to Reopen the Domestic Violence D. Mangen Division at Citrus Municipal Court. She requested that Council consider a resolution Domestic that supports the re -opening of the Domestic Violence Division at Citrus Court. She Violence passed a list of people/organizations that are in support of the re -opening. Resolution Mr. Edwardo Ozeta, representative of Congressman Matthew Martinez office, addressed E. Ozeta Council praising the City's Veteran's Day celebration and offered services to the comments community. REPORTS. UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Reports/updates City Manager Cole provided an update on the revision of the Azusa General Plan. He City Manager ,explained the process and stated that an analysis of existing trends and conditions will Update on take place. Three things that will also take place are 1) there will be a creation of a Revision of Citizens Congress that will consist of several hundred people, 2), staff will be General Plan responsible for writing the plan and, 3), topics will consist of a variety of issues through partnerships with County and State, etc. He then answered questions posed by Councilmembers, stating that at the Azusa Winter Family Festival on December 4'h, literature regarding the General Plan will be available at the old Liberty Candles building on Azusa Avenue. Councihnember Hardison reminded all of the annual food drive for the Azusa Food Bank Hardison and that bins have been placed around the City. comments Discussion was held among Councilmembers regarding Azusa's representation on the Discussion San Gabriel River Conservancy Board. It was then moved by Councilmember Stanford, Item of seconded by Councilmember Beebe and unanimously carried, that the issue be handled subsequent as an item of subsequent need, at the COG meeting on Thursday, November 18t°, the need SG River Board would be calling for the election and that there is a need for Azusa to select a Conservancy member of Council to run for the Board. candidate Moved by Councilmember Beebe, seconded by Councilmember Hardison and Support of unanimously carried to support Mayor Madrid as Azusa's candidate to run for the San Mayor Madrid 'Gabriel River Conservancy Committee, and that the position represent the majority of as candidate the Council in any decision that is made. Councilmember Stanford commented on the following: reminded all of the Annual Stanford Winter Festival to be held on December 4° in the Downtown area, domestic violence comments resolution, Southdown Company and the issues regarding Parkside, newspaper article regarding business center plan, Arrow Pines Mobil Homes Estates Management/rent increase, and the Business Recognition Breakfast. 11/15/99 PAGE TWO Councilmember Beebe requested that the City Clerk prepare a draft resolution regarding the domestic violence court; that she has researched the subject and found the community is saying there is a need that is not being adequately addressed. She advised that she would work with City Clerk on a resolution that states Azusa supports a quick turn around, quick solution and a decrease in domestic violence. It was consensus that Judge Treu of Citrus Municipal Court be invited to attend the meeting. She thanked Councilmember Rocha for the beautiful Freedom is not Free Monument and provided an update of briefings at Police Department. Councilmember Rocha thanked his colleagues and committee for making the Veteran's Day Ceremonies possible. He invited Council to the VFW on Saturday, November 20, 1999, to serve Veteran's a Thanksgiving Dinner. He invited all to the next City clean up to be held on December 4, 1999, at 7 am at the Azusa Woman's Club. On Saturday, December 11, 1999, SOC (Save Our Canopies), will begin tagging Oak trees on San Gabriel from Foothill to 12' Street; they will catalog each tree and advise owners on the proper way to care for the trees. He advised that he would come back with a report to Council on the condition of each tree to possibly take steps to save the trees. Mayor Madrid advised that this should be shared with the Arborist Committee and included in the GIS System. Approval was given to the Public Works Division to place "No Parking" signs on No Parking Signs Cindy Lou Court, on Thursdays, 7 am to 12 pm. The residents of Cindy Lou on Cindy Lou Court signed and submitted a petition requesting the signs. Court F. Coordinator 11/15/99 PAGE THREE H. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. 99-C149 AMENDING THE USER FEE FOR THE WOMAN'S CLUB FACILITY. User Fee WC I. Parcel Map No. 24494 was approved and its recordation was authorized. This Parcel Map No. parcel map involves the subdivision of property located at 501-503 W. Foothill 24494 Blvd, 734-738 N. McKeever Ave, and 590 W. Danlee Street., and represents the consolidation and reconfiguring of existing connected parcels. J. Resolution authorizing payment of warrants by the City was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. No. 99 - ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE C150 FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Warrants K. Approval was given to amend the purchase order for Environmental Impact Amend P.O. Sciences. Due to addition to the scope of work, the amendment is necessary. The w/Environmental cost to the City are recoverable under a reimbursement agreement with the Impact Sciences developer of the Mountain Cove Project. No. 99-C19 CALIFORNIA, AMENDING SECTION 2-32 OF CHAPTER 2, ARTICLE II OF THE re: Appt of AZUSA MUNICIPAL CODE REGARDING APPOINTMENT OF CITY City Brds & COMMISSIONS AND BOARDS. Com. Moved by Councilmember Stanford, seconded by Councilmember Rocha to waive further reading and adopt. NONE NONE Lengthy discussion was held regarding the format of the workshop on the Mountain Cove Discussion Project to be held on November 22, 1999. It was consensus of Councilmembers to adjourn to Monday, November 22, 1999, at 7:00 Adjournto P.M., at the Azusa Senior Center, in order to conduct a Joint Council/Planning 11/22/99 Commission workshop on the Mountain Cove Project.
