MINUTES OF THE CITY COUNCIL
ADJOURNED REGULAR MEETING
MONDAY, NOVEMBER 22, 1999 -7:00 P.M.
'The City Council and the Planning Commission of the City of Azusa met for a Workshop on
the Mountain Cove Project, at the above date and time at Azusa Senior Center, 740 N.
Dalton Avenue.
Mayor Madrid called the meeting to order.

City Manager Cole, Community Development Director Bruckner,

Three items of subsequent need arose and it was moved by Councilmember Stanford, Items of sub -
seconded by Councilmember Rocha and unanimously* carried to agendize them. sequent need.
Moved by Councilmember Stanford, seconded by Councilmember Rocha and unanimously Youth sports
carried to reinstate fee increase for Youth Sports -uniforms that was removed from the agenda uniforms/inc
during budget time. (Youth Sports uniforms - $20.00 w/o shirt and $10.00 w/ shirt.) fee
Councilmember Stanford offered a Resolution entitled:

FORMAL SEALED BIDDING AND AWARDING THE CABLING OF LIBRARY TO Cabling of
LUCENT TECHNOLOGIES, INC.

Moved by Councilmember Stanford, seconded by Councilmember Rocha to waive further Inc.
reading and adopt. Resolution passed and adopted by the following vote of the Council:

NOES: COUNCILMEMBERS: NONE
ABSENT: COUNCILMEMBERS: BEEBE
Moved by Councilmember Stanford, seconded by Councilmember Rocha and carried by roll M. Quiroz
call to approve new appointment of Martin Quiroz, as Public Information Officer, effective new appt.
December 6,1999, contingent upon passing physical exam. Councilmember Beebe absent. Public Info Off.
A workshop was held regarding the Mountain Cove Residential Development Project. Workshop on
Discussion was held regarding the six main issues surrounding the project. There were as Mountain Cove
follows: 1) Land Use Issues: What is the best use for the site? 2) Neighborhood Design: Residential
What kind of neighborhood is desirable? 3) Upper -end Housing. 4) Intensity of Development
Development (Density). 5) Flooding Hazard. 6) Wildland Fire Hazard. Project
The brainstorming Session on issues by Public and participants was facilitated by Mr. Don Brainstorming
Cotton. Session
Comments/concerns expressed by members of the public in attendance at the meeting were Comments by
as follows: density, lot sizes, General Plan, encroachment of surrounding properties, Public
blockage of public's right to Roberts Canyon, trails along the river should be on the map
before it's approved, traffic issues, access, biological resources, flood issues, right of public
to have recreational use, entrance to Canyon, flood plain, traffic control, attractive and safe
development, impact on schools, lanes on Highway 39, flood table, drainage, back pressure,
storm drains backing up into development, animal zoning, modifications to green plan, other
alternatives, lack of single story units (handicapped/seniors/diverse community?),
discrepancy in traffic volumes, dams above the project (age and condition), geological
channelization of the river, appropriate use of the property, no project or estate residential
smaller then 5 acre parcel & custom homes, maintain rural and need for upper end housing
'in Azusa.
The Developers, Standard Pacific, then made a presentation of the project to Council Dev. Presentation
Planning Commission and audience.
Comments/questions expressed by Councilmembers and Commissioners were as follows: Comments by
how the development is going to be integrated with the rest of the City, is it gated?, is the Cncl & Comm
parks and trails system going to be able to be used by others?, financial prospective, need
clarification on mixing housing types, it's a good project, it is privately owned land, the
project is valuable to the City, need more higher end housing, important to economy and
schools, lot size is important, density is less than Azusa has in some residential areas, river
will be improved, no flood plain and riverbed will be enhanced, fire hazard provision is what
is being done now, how will this enhance the future?, safety is a major concern, grading
cannot guarantee absolute safety, mud flows, protection of river beds is needed, traffic
impacts at Todd and Foothill and Foothill and San Gabriel should be considered, the question
of density, the need to balance the need for housing and the environmental impacts, should
be less units, and move away from the river, lot size is an issue, single story only, cost to
serve and revenue generated should be considered, maintenance/obligations, and Parks are
they going to be active or passive and have access to Azusans?
It was consensus that another workshop be held to respond to issues and concerns that were Workshop
raised at this workshop. scheduled
It was consensus of Councilmembers to adjourn.
