HomeMy WebLinkAboutMinutes - March 13, 2000 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL ADJOURNED/SPECIAL MEETING MONDAY, MARCH 13, 2000 -6:00 P.M. The City Council of the City of Azusa met in adjourned regular session, at the above date and time in the Emergency Operations Center at the Azusa Police Department, located at 725 ' N. Alameda Avenue, Azusa, California. Mayor Madrid called the meeting to order. Call to Order ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, BEEBE, ROCHA, MADRID ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: Also Present City Manager Cole, Interim Chief of Police Garcia, Human Resources Manager/Personnel Analyst Wallace, employees of the Police Department, Deputy City Clerk Toscano. Councilmembers convened in a Special Meeting to conduct a Closed Session on the Closed Session following: CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION (Gov. No reports Code. Sec. 54956.9 (c)). One Case. There was no reportable action taken. Workshop was held regarding the process for the selection of anew Chief of Police. During the introduction process the audience and staff noted the following important qualities they would like to see in the new Chief of Police: Leadership, inspectional training, commitment to technology, website technology, understanding of the uniqueness of Azusa, trust, integrity, live in Azusa, bilingual, honest, team player, respectability, considerate, genuine, lead by example, fair minded, cast a wide net (employ comprehensive management), management skills, deal with change, shares all, and results oriented. The first issue discussed was the preparation of a profile which is summarized as follows: Strengths: technology, faith of public, provides safe environment, gets things done, spirit in department, no shortcuts, professionalism, and responsive to public needs. Issues thatneed attention: Budget, orchestration or resources, bang for the buck, changing and growing City. Important Challenges facing Department and next Chief: Act to follow (continuance of previous Chief's strengths), management of personnel resources, balancing, defining organizational values through dialog. Leadership qualities: trust, commitment to continue, professional development, reputation, communicator, courage. Management Style: accessible, fair, listen, hands on, putting the needs of the organization before personal, inclusive and able to develop a team, team builder. Experience or training: broad experience with/or functionality, leadership in managing department or majority functions, patrol. Important priority in evaluating potential candidates:. Organizational and community trust, Integrity, reputation for fairness with m6 p1and organization, knowledge, personal leadership style, technology, people ahies, track record, humility. Workshop Selection of a New Chief of Police important qualities Profile Preparation It was consensus of Councilmembers that the geographic scope include, California and a Geographic desirable characteristic include POST certifiable. Scope Discussion was held regarding the option of hiring a recruiter and it was consensus that a Recruiter recruiter NOT be considered at this time. (none) A Search Committee was created made up of the following members: City Manager Cole, Search Interim Chief of Police Bob Garcia, Human Resources Manager/Personnel Analyst Wallace, Committee Eric Sanchez and Keith Bushy. Discussion was held regarding the screening process and interview process, which may Discussion include multiple interviews, or assessment center in order to get a well rounded picture on how the individuals perform; there will be community involvement and a panel process, possible Council involvement. Additional discussion included City Manager accountability for the candidates, background and organization to a new Chief. I It was consensus of Councilmembers to adjourn.
