MINUTES OF THE CITY COUNCIL
ADJOURNED/SPECIAL MEETING
MONDAY, MARCH 27, 2000 -6:00 P.M.
The City Council of the City of Azusa met in adjourned regular session, at the above date
and time in the Civic Auditorium, located at 213 East Foothill Boulevard, Azusa, California.
'Mayor Madrid called the meeting to order. Call to Order

City Manager Cole, Utilities Director Hsu, Public Information Officer Quiroz, Integrated
Waste Management Coordinator Kalscheuer, Business Retention Coordinator Marez,
Superintendent of Public Works Pedroza, Assistant City Manager Craig, Deputy City Clerk
Toscano.
Councilmember recessed to Closed Session to discuss the following:
CONFERENCE WITH LABOR NEGOTIATOR (Gov. Code. Sec. 54957.6).
Agency Negotiators: Chief Negotiator Bill Floyd, Assistant City Manager Geoff Craig,
fAuman Resources/Personnel Analyst Dottie Wallace. Regarding: Bargaining Units:
CEA, AMMA, APOA, IBEW, APMA, and CAPP. There was no reportable action taken.
Public Information Officer Quiroz addressed Council and audience with a presentation on
Azusa's Recycling Challenge, consisting of the State Mandate - AB 939, requiring cities to
divert 50% of waste from landfills by the year 2000, with the required implementation of a
variety of programs or face fines of up to $10,000 per day. Among other statistics, he
presented three options as follows: 1) MRF (Materials Recovery Facility), processing of
manually collected waste, 2) MRF processing of waste collected using two automated
barrels, and 3) Commingled recycling of waste collected from three automated barrels. He
cited our current waste collection system, and its pros and cons, what other cities are doing,
and pros and cons of options 1, 2, and 3. He noted potential services such as free roll out
services to residents with physical limitations, free pick-up of bulky waste on an on call
basis, and extra barrels availability for an additional monthly charge. Lastly, he advised that
Athens Services has the exclusive right to collect waste in Azusa and costs for the various
program options are still under negotiation and should not be considered as final.
Integrated Waste Management Coordinator Kalsheuer addressed the issue detailing results
of survey cards received from 400 residents regarding their choices for recycling. The
majority of cards received from the residents preferred that the waste continue to be manually
collected and taken to MRF, the two barrel system received approximately 100 votes and the
three barrel system received over 140 votes in favor.
,Comments were received by the following residents: Katherine Cooney, Deni Vesima,
Holly Mielke, Ed Hlava, Santiago Mesa, Guillermo Palos, Trinidad Rodriguez, Bill
Hopkinson, Ethel Lehman, Alice Minniear, Elaine Handley and Walt Charbrow. The
majority were in favor of option three.
Integrated Waste Management Coordinator Kalsheuer responded to questions regarding
status of money generated by the City for recycling, scavengers, City rates compared to other
cities, what to recycle, oversight, some neighborhoods are not getting the green waste service,
no room for largest barrel, what to do with old barrels, condos' concerns with space
problems, not enough containers, responsibility for barrels, more diesel fumes, residential
traffic, trade offs, paying same amount as neighbors for less trash, and credit for recycling.

Closing comments from Councilmembers consisted of nailing down the cost and to have Closing
dialog with other entities in town, provision of free roll out services, Seniors' reductions, if comments
there is less trash, is there less cost, what about scavengers, credit for recycling, final rates,
other possibilities, whole strategy, other haulers, and legal aspects.
