MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, MAY 15, 2000 - 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time Cncl recess to

PUBLIC PARTICIPATION
,Ms, Rosemary Ramirez of Saint Frances of Rome Parish School, addressed Council
requesting certain permit and fee waivers and "In Kind Services" for the Family Festival
2000 to be held on June 9, 10, and 11, 2000. She advised that in addition to request for
waiver of temporary use permit, booth rental and electrical permithnspection fees, they
would like to waive the cost to deliver and return booths, one city vehicle, one city
employee to transport equipment to and from City Yard Facility, as was accomplished
with volunteers last year. Further that the event did not require many hours of Police
personnel as they utilized a full staff of a security company which uses retired and off-
duty police personnel; she requested that Council reduce the number of officers to attend
the event or waive the fee associated with the officers.

After discussion, it was moved by Councilmember Hardison, seconded by Certain fees

permit, booth rental, and fees associated with the transport of the booths, based upon Family Festival
a city vehicle being used by a city employee who is volunteering With volunteer help; 2000

Mr. George Mnich addressed Council expressing his opinion regarding street and G. Mnich
sidewalk condition in certain areas throughout the City and other incidents he considered comments
to be dangerous and allegedly created by the City.
Mr. Rubin Treviso of the Census Bureau addressed Council thanking all for complying R. Treviso
with Census forms and reminded all who haven't filled out and sent in their Census form comments
of the importance of the results.
Ms. Margaret Lake addressed Council expressing her opposition to her name being M. Lake
mentioned in a the Azusa Gazette, a local newspaper owned by Councilmember Stanford. comments
Mr. Ron Legault addressed Council expressed his opposition and opinion regarding R. Legault
articles that have appeared in the Azusa Gazette. comments
Ms. Hammond, Austin, Thomas, Michael Ann, and Crystal of Mountain View School, Mountain View
addressed Council and invited all to attend their Book Fair Safari from Monday through Book Fair Safari
Friday, May 15' -19`h, and also to Open House on Thursday, May 18, 2000. & Open House
Ms. Jacqueline Lambricks, of Friends of the San Gabriel River, addressed Council J. Lambricks
regarding the Mountain Cove Development, stating that the Army Corp of Engineers has comments
not issued a 44 permit to the developers of the project and/or the permit has been denied.
City Manager advised that the permit was not required for the construction phase of the
project and advised that he would supply Council with information regarding the subject.
Ms. Janice Dahl addressed Council regarding the Mountain Cove Project, expressing her J. Dahl
opposition to a housing development in the canyon area. comments
REPORTS UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Updates/Rpts
City Manager Cole provided an update on the success of the Citizens Congress held over CityMgr
the weekend and thanked all involved. He also responded to comments made by Mr. comments
Mnich, noting the repairs that are needed throughout the City and CIP projects that have
been ongoing throughout the year to improve the City.
Councilmember Hardison provided clarification on Council update, regarding the lot in Hardison
Encanto Parkway. comments
Councilmember Rocha thanked everyone for attending the Citizens Congress over the Rocha
weekend; he invited all to attend the Memorial Day Celebration on Monday, May 291h, comments
at the Flag pole at City Hall, he also invited all to the tree planting on Saturday, June 3rd
on Soldano Avenue.
Mayor Madrid reminded all to send in their census forms and announced that the Police Madrid
Department is seeking young persons between the ages of 14 1/2 -20 for their Explorer comments
Program.

PUBLIC NUISANCE APPEAL - by Victor Alvarez for property declared a public Pub Nuis Appeal
nuisance at 318 N. Pasadena Avenue, Azusa. V. Alvarez
Community Improvement Manager Rudisel addressed the issue stating that the owner Com Imp Mgr
purchased the property for $37,000 for land value alone. He described the house which comments
consisted of an unpermitted bathroom and room addition, thin walls and a bad ceiling
and noted all the work that had to be done to the property, such as plumbing, windows,
'etc. He then stated that the owner did nothing to the property in one year and
complaints began to be made by neighbors and a public nuisance was placed on the
property. He asked that the appeal be denied and the order of the Hearing Officer be
upheld and answered questions posed by Councilmembers.
Mr. Romero Guzman, agent who sold the property to Victor Alvarez, addressed the issue R. Guzman
detailing the events that have taken place since the purchase of the property. He advised comments
that Mr. Alvarez has been trying to comply with City requirements, but that the City
personnel kept adding more items to the list of conditions. He then answered questions
posed by Councilmembers.
City Manager Cole noted that the issues go back to the original letter of January 13, 1999, City Mgr
which stated the necessity of obtaining demolition permits for all of the substandard comments
unpermitted conditions, which were demolished without permits; there were additional
conditions in the subsequent inspections because there was subsequent deterioration in
the property that was in a state of partial repair over a year's worth of construction.
City Attorney Martinez noted the legal parameters in section 17980 of the Health and City Arty.
Safety Code, specifically, when the City may order demolition, he read the sections comments
relevant to this public nuisance.
After discussion, it was moved by Councilmember Rocha, seconded by Councilmember Discussion/appl

The CONSENT CALENDAR consisting of Items V-A through V -P, was approved by Consent Cal.

SPECIAL CALL ITEMS
Councilmember Rocha voiced concerns regarding the naming of the streets for the
,housing development on corner of Paramount and Virginia Avenue. He was advised
that the streets were taken from City personnel suggestions, such as Momax and Jerez,
which are Cities in Azusa's Sister City's, State, Zacatecas. Moved by Councilmember
Rocha, seconded by Councilmember Hardison and carried* that the Final Tract Map No.
52931, involving the subdivision of property located at the northwest corner of the
intersection of Paramount Street and Virginia Avenue, for the purpose of development
of 82 single family residential homes, be approved and its recordation was authorized.
