HomeMy WebLinkAboutMinutes - June 21, 2000 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING WEDNESDAY, JUNE 21, 2000 -6:30 P.M. ' The City Council of the City of Azusa met in Adjourned regular session, at the above date and time in the Office of the City Manager, located at 213 East Foothill Boulevard, Azusa, California. Mayor Madrid called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, BEEBE, ROCHA, MADRID ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: City Manager Cole, Utilities Director Hsu, Transportation Manager MacKay, Community Development Director Bruckner, Assistant City Manager Craig, Associate Director of Recreation and Parks Noriega, Economic/Redevelopment Director Andrews, Interim Chief of Police Garcia, City Librarian/Community Services Director Maghsoudi, Senior Librarian Stewart, Finance Director Medina, Senior Services Manager Crawford, Deputy City Clerk Toscano. Councilmembers recessed to Closed Session at 6:35 p.m. to discuss the following: CONFERENCE WITH LABOR NEGOTIATOR (Gov. Code Sec. 54957.6). Agency Negotiators: ChiefNegotiator Bill Floyd, City Manager Cole, Assistant City Manager Craig, and Human Resources Manager/Personnel Office Wallace. Re: Bargaining Units: ACEA, AMMA, APOA, IBEW, APMA and CAPP. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION (Gov. Code Sec. 54956.9 (a). One Case. The City Council returned from Closed Session at 7:13 p.m. and there were no reports Call to Order Roll Call Also Present Closed Session No reports Continued Item - Schedule of Fees and Charges. - Results of inquiry with other cities on Schedule of fees for swim and rounding off of certain numbers for fees and charges. Staff advised that Fees & Charges swim fees will remain at the .50 level and that all odd cents numbers in the schedule of fees Staff comments and charges have been rounded off; there was no need for a motion. Continued Item - Workshop - on the proposed new Library site selection and method of Workshop on financing. Discussion was held between Councilmembers and staff regarding conducting a New Library survey of residents to get their input on the new Library, prioritization of sites, costs for acquisition and potential litigation, needs for the future, cooperation with the Azusa Unified School District, parking issues and other related issues. Lengthy discussion was held. Councilmembers prioritized the sites as follows: #1- NE Corner of Dalton Avenue and Prioritization of Foothill Boulevard, #2- Block 36, and #3- 51h Street,& Azusa Avenue. Sites Librarian/Community Services Director Maghsoudi answered questions posed stating that City Librarian there will be 65% Grant Funding and a 35% local match; the State is putting together the comments guidelines this year and the application shall be received by next summer, and there is a need have to have drawings in place, and funding in place. City Manager Cole advised that there are three ways to finance the project; lease back, funding source secured to taxes and a bond issue. He then offered a variety of other options. The Library is estimated to cost 12-15 million dollars and the City's match is approximately 4-5 million dollars. The reasonable cost of acquisition will go towards the City match. Councilmembers suggested that a survey of the residents to address location of Library, parking preference, type of funding mechanism people would be willing to use, how far people would be willing to travel to the Library, potential post office as a joint use, and issues that have to be addressed as part of the application for grant funding. Moved by Councilmember Beebe, seconded by Councilmember Stanford and unanimously carried to direct staff to conduct a survey of the residents, for a new Library, utilizing the above mentioned criteria, begin with site # 1, as stated above, and get assessments of purchase and acquisitions of the site, within the next ninety days, and if # 1 doesn't work, go on to site #2. Further set up a meeting with the Azusa Unified School Board and invite the Azusa Pacific University Library staff. Councilmember Hardison excused himself from the Council meeting at 8: 00 p.m. Workshop on the City Budget - Finance Director Medina presented the City Budget via Power Point presentation displaying revenues and pie charts, expenditures by function and percentages, recap of reductions and added costs, loss of revenues, and increased revenue for property taxes. She advised that there are no new major programs, but, continued major programs initiated in prior years; she stated that appropriations are higher than the ongoing revenues, and they are balancing the budget by rolling over savings set aside in previous years, structural deficit is being dealt with by new economic development and marketing and new innovative approaches to cost cutting and revenue generation. She then touched on changes in the future. City Mgr Cole comments Councilmembers comments Motion to proceed with survey, & assessments Ninety Days Hardison left Presentation of the City Budget Mayor Pro -Tem Rocha inquired about weekend Code Enforcement coverage. CityManager Question re: responded that within 30 days he will comeback with a plan forgoing to non -working hour Code regular code enforcement coverage. Enforcement Moved by Councilmember Beebe, seconded by Mayor Pro -Tem Rocha and unanimously* Budget approved carried to approve the budget as presented. Councilmember Hardison absent.
