HomeMy WebLinkAboutMinutes - July 24, 2000 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL AND THE PLANNING COMMISSION ADJOURNED REGULAR MEETING MONDAY, JULY 24, 2000 - P.M. ' The City Council of the City of Azusa and the Planning Commission, met in adjourned regular session, at the above date and time in the Light and Water Conference Room, located at 729 N. Azusa, Avenue, Azusa California. Mayor Madrid called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: COMMISSIONERS: ABSENT: COUNCILMEMBERS: COMMISSIONERS: ALSO PRESENT: HARDISON, STANFORD, ROCHA, BEEBE, MADRID MORITZ, JAMES, KENT, PRADO NONE FLOWERS City Manager Cole, Interim Chief of Police Garcia, Community Development Director Bruckner, Assistant Community Development Director Onaga, General Plan Project Manager Brownfield, Public Information Officer Quiroz, Business Retention Coordinator Mares, Redevelopment Director Andrews, Office Specialist I Salce, Office Specialist Sandell, Acting Assistant City Clerk Hernandez. City Manager Cole, addressed Council and Commissioners explaining the purpose of this meeting. The goal was to give an update on what has been accomplished on the first stage of the General Plan efforts and to engage Council and Commissioners on what is being planned for the next stage. General Plan Project Manager Brownfield, addressed Council and Commissioners giving them an update of the process on the General Plan. She explained how they are working on informing people and making them part of this project. The public participation and outreach has included events such as: Future Fiesta, Town Hall Citizens' Congress & General Plan Information Center, and has met with: church groups, business, residents, property owners, workers and students, in an effort to not only inform, but to invite them to participate as well and share their ideas and concerns. Meetings and workshops were also held in Spanish in order to reach the Spanish speaking community. She then showed a short video presentation of the first Citizens' Congress held in May at which Henry Cisneros President and Chief Operating Officer of Univision communications attended. Cole & Commissioners giving them highlights of the Citizens' Congress Executive M. Quiroz Summary that was presented to them. It was agreed that there was some language that needed to be reworded and items added. Resolutions were reviewed and staff was directed to make changes and additions. Councilmember Stanford offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, City Reso APPROVING A FUTURE VISION FOR THE COMMUNITY, AS PROPOSED No. BY THE CITIZENS' CONGRESS. 00-C78 Planning appvg vision Moved by Councilmember Stanford, seconded by Councilmember Beebe to waive for further reading and adopt resolution as amended. Mr. Stefanos Polyzoides Consultant from Moule Polyzoides, who is part of the Sefanos urban design team, addressed Council and Commissioners giving them an Polyzoides, overview on the planning framework district, neighborhoods regional features & Moule corridors. He outlined the required elements of a General Plan: land use, Polyzoides circulation, housing, conservation, open space, noise and safety. Land use division of element would focus on shaping the community character, proposed location and districts extend the use of land to housing, business, open space, natural resources, education, public, space, and other categories for public and private property. He further explained division into organized districts, corridors, regional features & ' neighborhoods, in order to have a more effective land use element. Gordon Coulter, Neighborhood Christian Fellowship Wesleyan Church - Father David Granadino, St. Frances of Rome Church - Ms. Susan Avila, Vulcan Materials - Mr. John Glynn, Rainbird - Mr. Bob Donnelson, NIZ - Ms. Yolanda Pena, Azusa resident - Ms. Peggy Martinez, Downtown Business Association - Mr. Tony Alvarez, Azusa Youth Program - Ms. Marie Philleo, Friends of the Library - Mr. Gil Trujillo, Azusa retired citizen - Mr. Joe Mogilewsky, Aerojet - Ms. Loraine Iverson, Azusa resident - Ms. Diane Offen, Azusa resident - Mr. Keith Bushey, Azusa resident Councilmembers recessed to Closed Session to discuss the following: Police Chief Selected Committee for the recruitment of Police Chief CONFERENCE WITH LABOR NEGOTIATOR (Gov. Code. See. 54957.6). Closed Agency Negotiators: Chief Negotiator Bill Floyd, and HumanResources Session Manager/Personnel Officer Dottie Wallace. Re: Bargaining Units: ACEA, AMMA, APOA, IBEW, APMA and CAPP There was no reportable action taken in Closed Session It was consensus of Councilmembers to adjourn. TIME OF ADJOURNMENT: 10:15 P.M.
