The City Council of the City of Azusa met in regular session at the above time and date in the Civic Auditorium, 213 East Foothill Boulevard, Azusa, California. I Mayor Madrid called the meeting to order and led in the Salute to the Flag Church. ROLL CALL Call to Order was given by Father David Granadino of Saint Frances of Rome Invocation PRESENT: COUNCILMEMBERS: ABSENT: COUNCILMEMBERS: ALSO PRESENT: HARDISON, MADRID BEEBE STANFORD, ROCHA, City Attorney Carvalho, City Manager Cole, Acting Interim Chief of Police Pihlak, Utilities Director Hsu, Acting Assistant City Manager Rudisel, Community Development Director Bruckner, Associate Directors of Recreation and Parks Noriega and Jacobs, City Engineer Abbaszadeh, Emergency Services Coordinator Bruno, Planning Secretary Rocha, City Clerk Solis, Deputy City Clerk Toscano. CEREMONIAL 'Acting Interim Chief of Police Pihlak presented a Certificate of Special Recognition to Flo Jean, Administrative Assistant of Environmental Health Services of GenCorp Aerojet, in appreciation of a generous donation of Self -Contained Breathing Apparatus, Class "A" Suits, and air tank to the City of Azusa Police Department Special Enforcement Team (S.E.T.). Roll Call Also Present Ceremonial Spec Recog. To GenCorp Aerojet Superintendent of Azusa Unified School District, Rod Gaeta, delivered a 'Back to R. Gaeta School" message to the community via a power point presentation entitled "Azusa Back to School Unified, Reaching and Connecting". Message City Councilmembers presented Certificates of Commendation to members of the Azusa Recog. Az Nat'l National Little League All -Stars District 19 Champions. Little League REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Update/Rpts Moved by Mayor Pro -Tem Rocha, seconded by Councilmember Hardison and Donate $100 unanimously* carried to approve the donation of $100 to Andrew Montes, (to help pay A. Montes for his trip to Venezuela, where he will be representing the United States, in the Pan American Baseball Games. Associate Director of Recreation and Parks Jacobs provided an update on the proposed Update on Skate Skate Board Park. He stated that he researched the two prominent design teams for Park approximate costs for designing a 20,000 sq. ft. skate park and the results were as follows: Purkiss-Rose was $21,250.00 and Lawrence Moss was $28,000.00. The next step is a joint meeting with the school and community. Councilmember Hardison stated that there are funds set aside for this project and would like to place a hold on those funds, perhaps, via an agenda item for the next meeting. Mayor Pro -Tem Rocha stated that Jack Ramirez of Ramirez and Sons has committed to helping out with the skate park and that there will be a car wash and bake sale, tentatively scheduled for September 23, 2000, 8 am to noon, at the VFW. It was consensus of Councilmembers* that the date, time and place for Board and Board & Com Commission Interviews, be set for Thursday, September 21, 2000, at 5:30 p.m., in the Interviews 9/21 Light and Water Conference Room. L&W PUBLIC PARTICIPATION Pub Participation Mrs. Rosemary Salce, Chairperson of the Golden Days Committee, announced that Joe R. Salce Rico, of Channel 4 News, will be the Golden Days Grand Marshall. Gloria Calderon comment 'of the Golden Days Committee announced the Golden Days Kick -Off week -end as follows: October 7' - Chamber of Commerce Free Family Health Fair at the Edgewood Center from 11:00 a.m. to 3:00 p.m. and Helping Hand Dance at the Azusa Senior Center, dinner from 4:00 p.m. - 7:00 p.m. and dance from 7:00 p.m. to 11:00 p.m., at a cost of $15. On Sunday October 8, 2000, will be the APU 5 K Run for the Gold and the Free Family Festival at City Park from 1:00 p.m. to 5:00 p.m. REPORTS UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rpts/Updates City Manager Cole announced the date for the second Citizen's Congress, which will be City Mgr held on October 21, 2000, at the Azusa Pacific University, at the Richard and Vivian comments Felix Event Center. Associate Director of Recreation and Parks Noriega provided a report on Azusa Pacific Noriega University Student Service Day in Azusa. Azusa Pacific University students went out comments into the community and provided services, such as, tree planting in the NIZ I area, along with City employees. Joy Bianchi Brown, Director of Service Center at Azusa Pacific University, and Mark Mc Murchie of APU, thanked the City for the opportunity to have students provide services to the City. 'Mark Mc Murchie of Azusa Pacific University addressed Council announcing the Azusa Pacific University Run For the Gold 5k run, as a Golden Days Event. He also invited all to attend a Basketball game at APU between the schools team and a basketball team from Mexico. Mr. Robert Steems of the Southern California Edison Company, addressed Council providing information on what would occur if there was a stage three emergency, which means not enough power in the State. He advised that SCE and other investor owned utilities would be directed to initiate a rotating outage, there would be a black out period that would last approximately one hour. He detailed a proposed plan that he has worked out with staff and answered questions posed by Council. City Manager Cole advised that some Edison and some City customers have applied for a lower rates program and they will shut off their electricity voluntarily. J. B. Brown comments M. Councilmember Hardison praised park maintenance crews for doing a great job, but Hardison commented that Slauson and Memorial parks are over used and need to have extra comments maintenance. Mayor Pro -tem Rocha requested that drivers take extra care as children will be going Rocha back to school this week. He advised that he has been receiving complaints regarding comments speed of vehicles at 8' and Pasadena. He announced that the Azusa Raider group will be holding a fund raiser on Saturday, September 9, 2000, from 7:00 p.m. to 11:00 p.m. at the Azusa Woman's club. 09/05/00 PAGE TWO Mayor Madrid reminded all that on Saturday, September 23, 2000, there will be a Mayor Hazardous Waste clean up at Aerojet General Corporation located in Azusa. comments An item of subsequent need arose and it was moved by Mayor Madrid, seconded by Item of Mayor -Tem Rocha and unanimously* carried to agendize it for Closed Session under subsequent Government Code Section 54957, Personnel Matters, the title of the position is Human need Resources Director. SCHEDULED ITEMS Scheduled Items 'PUBLIC HEARING - to consider amending Chapter 62 of the Azusa Municipal Code, Pub Hrg, constr. regarding construction work in streets. in streets. The Mayor declared the Hearing open. City Clerk read the proof of publication of notice Hrg open of said Hearing published in the Azusa Herald on August 24, 2000. City Engineer Abbaszadeh addressed the Hearing stating that cities have been interested City Engineer in developing ways to protect their investment in street paving, by establishing fees, comments standards, and requirements for utility companies who must cut into city streets to access their facilities. Azusa has looked at options and is proposing an ordinance that provides for new safeguards as follows: it prohibits cutting into pavement less than two years old, it requires higher permit fees for pavement that is from two to seven years old, where possible, it requires coordination of utility cuts with the City's planned street improvements so that street cuts and repairs can take place in an orderly fashion, (an Infrastructure Coordinating Committee may be formed to manage projects), new street repair work requirements will be applied (City of Pasadena standards will be the model); it provides for Administrative and Civil penalties if a contractor cannot or will not effect street repairs in a timely fashion as stipulated in the Ordinance, and it provides for notification to the City if any underground facility is abandoned in place. He advised of the impact that the ordinance will have on Utility Companies and Contractors and answered questions posed by Councilmembers. Moved by Councilmember Stanford, seconded by Councilmember Hardison and Hrg clsd unanimously* carried to close the Hearing. Moved by Councilmember Stanford, seconded by Councilmember Hardison and Street Utility Cut unanimously* carried to adopt the Street Utility Cut Guarantee form and to approve new Guarantee form & standard details for pavement repairs, patterned after the City of Pasadena. standard details Councilmember Stanford offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING 151 Rdg Ord CHAPTER 62 OF THE CITY OF AZUSA MUNICIPAL CODE ENTITLED Amend Chapter "CONSTRUCTION WORK IN STREETS". 62 "Construction Work in Streets" Moved by Councilmember Stanford, seconded by Councilmember Hardison, and unanimously* carried by roll call to waive further reading and introduce the ordinance. Councilmember Stanford offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING Res. 00-C00-93 "WORKMANSHIP AND PERFORMANCE WARRANTY FEE" IN CONFORMANCE Approving WITH "CONSTRUCTION WORK IN STREETS" ORDINANCE, AND AMENDING "Workmanship CITY'S SCHEDULE OF FEES AND CHARGES FOR APPLICABLE STREET and Performance REPAIR AND PERMIT FEES. Warranty Fee" Moved by Councilmember Stanford, seconded by Councilmember Hardison to waive further reading and adopt. A. The Minutes of the regular meeting of August 21, 2000, were approved as written. Min approved B. West Coast Arborist has extended the terms and conditions of the agreement with 1S1 Amend w/ Azusa's Recreation and Parks Department for tree maintenance services to include West Coast tree maintenance services to the Light and Water Department. The First Arborist agmt Amendment to Agreement with West Coast Arborist, Inc., was approved, in an approved amount not to exceed $60,000, with additional years of tree maintenance to be done according to department needs. C. The Mayor was authorized to sign a letter in support of AB 2643 to be presented Letter in Support to Governor Gray Davis. AB 2643 will ensure that the Los Angeles County AB 2643 Metropolitan Transportation Authority (MTA) equitably distributes bus operating and capital funds throughout Los Angeles County. D. The Water Division has required an easement from the developer/grantor for the Grant of property located at 101 West Foothill Boulevard, Azusa. Approval was given to Easement accept the offer of Grant of Easement from Topaz -Azusa, LLC., and the City Topaz -Azusa, Clerk was directed to have same recorded at the Los Angeles Registrar -Recorder. LLC. E. Human Resource Item was approved as follows: H. Vuong, and S. Seffer. New Human Resource Appointment: S. Kenoyer, Sr. Accountant, effective September 6, 2000. Action Items Promotional Appointment: G. Zendejas, Police Officer, effective September approved 12,2000. F. The contract for consulting services for landscaping and irrigation on San Gabriel Agmt w/George Canyon Road, north of Sierra Madre, was awarded to George Boghossian and Boghossian Associates, in the amount of $24,500. landscaping sys G. Specifications for City -Wide Concrete Improvements were approved and the City Specs for City - Clerk was authorized to advertise for bids. The project will address raised Wide Concrete sidewalks, broken curbs & gutters, and other miscellaneous concrete repairs. Improvements H. The Mayor was authorized to sign a letter in support of AB 995, that would extend Letter in support public benefit programs funding through electric rates until 2012 and the letter will AB 995 Public be sent to Governor Gray Davis. Approval was given to Azusa Police Department to purchase a new BMW Police Purchase of Motorcycle which will replace a 1990 Kawasaki that has become too costly to BMW Police ' maintain. The cost will be $19,335.12, with a buy back refund of $9,258.70, Motorcycle after three years. K. Two separate resolutions authorizing payment of warrants by the City were adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Res. 00-C95 & ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE 00-C96. FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
