The City Council of the City of Azusa met in Adjourned session, at the above date and time in the Light and Water Department, located at 729 North Azusa Avenue, Azusa, California. Fayor Madrid called the meeting to order. ROLL CALL COUNCILMEMBERS ALSO PRESENT: City Attorney Carvalho, City Manager Cole, Acting Assistant City Manager Rudisel, Captain Garcia, Finance Director Medina, Community Development Director Bruckner, Public Information Officer Quiroz, Business Resource Officer Cawte, Account Specialist III Navarez, Business Retention/Coordinator Marez, Deputy City Clerk Toscano, and several members of the Business Community, Chamber of Commerce, and Non Profit Organizations. City Manager Cole addressed and audience looking back on the fiscal situation of the City of Azusa during the past ten years noting that the City has sought to live within its means while providing an expanded level of service. He stated that the City cannot postpone long- tverdue costs, such as, maintaining streets, forever. He introduced Acting Assistant City anager Rudisel to present preliminary ideas on how to increase revenues. He stated that staff has no interest in a major tax increase or an across the board tax increase on the March Acting Assistant City Manager Rudisel addressed Council and audience explaining that there is a tax disparity found in the Business license taxing methodology; exemptions of out - of -city contractors, section where the existing code fails to address the impact that a business may have on city services and costs, and apartments in terms of their use of city services. He noted that the non-profit exemptions is also an area that they would like to explore and discussion was held regarding this issue. He also talked about the feasibility of a Utility Tax on telephone services. Lastly, he spoke about the Fire Service and its impact on the Sid Udashkin, representing the Chamber of Commerce addressed the issue stating that he would like to have a meeting with staff to discuss the issue in detail. Mr. Hank Bode of Azusa Pacific University addressed the issues questioning how the City's funding is compared with the standard funding? City Manager Cole responded detailing the funding of local Government. Mr. Bode also asked the following questions: Is the City tero.ecting a deficit this year? How much revenue is projected for the year? What is the ferred maintenance? How much will it cost? How much more revenue is needed? How uch from non -profits? How much fees will be passed on to renters? How much is State funding for the City? Are we paying more money than surrounding cities for Fire services? City Manager responded stating that the City is paying out of the General Fund. The questions were summarized by Councilmember Beebe stating that the questions are: What are the trade offs? What will be improved? What will the money do? Acting City Mgr Mr. Rose, representing the VFW, 501 C, addressed the issue stating that he would be in favor Mr. Rose of lowering the exemptions as they donate money to many community activities. comments Mr. Mel Mathews of Charter Communications, representatives of Climate Control, Various mbrs Southdown, Eagles, Chamber of Commerce and other entities within the City addressed the rep local issue and asked for a workshop with more information on budget date, and other areas of businesses concern as noted above. It was consensus that an informal workshop be held on November 6, 2000, at Light and Workshop 11/6 Water, sponsored by the Chamber of Commerce. HE CITY COUNCIL RECESSED AT 6:22 P.M. AND RECONVENED IN THE Cncl recessed & ZUSA AUDITORIUM AT 6:30 P.M. reconvened And Mayor Madrid administered the Oath of Office to the new Chief of Police, King F. Davis Jr.. Oath of Office Chief Davis was then welcomed by APOA members and President, Corporal Eric Sanchez, Chief of Police CAPP members and CSO Kelli McMath, and APMA President, Lt. Jeff Reed. The Azusa King F. Davis Jr. Auditorium was filled to capacity with members of the community, representatives of surrounding cites, as well as all City Departments, who were there to attend the Reception immediately following the program.
