The City Council of the City of Azusa met in Adjourned session, at the above date and time in the Light and Water Department, located at 729 North Azusa Avenue, Azusa, California. 1[ayor Madrid called the meeting to order. Call to Order ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, BEEBE, ROCHA, MADRID ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: Also Present City Attorney Carvalho, City Manager Cole, Assistant City Manager Person, Community Development Director Bruckner, Community Improvement Manager Rudisel, Deputy City Clerk Toscano. Councilmember Hardison expressed concerns and requested that staff look into the following Hardison issues: placing the name of former Mayor Louis G. Memmesheimer back on the Police comments Department building, the bus stop north of the tracks on Azusa Avenue being backed up during the hours of 4 p.m. to 5:30 p.m., Yellow Cab should be required to have an office in the City and displays on cabs restrictions, and that the light at I 1 m Avenue and Azusa Avenue has been out for three days. kity Manager Cole addressed the issue of the proposed placement of ballot measures on the City Mgr arch 6, 2001 ballot. He detailed three proposed items as follows: a change in business comments license tax that would balance the books between out of town contractors vs in town re: proposed businesses; a flat rate instead of gross receipts on rentals and to reexamine the non -profits ballot measures exemptions on utility tax. Lengthy discussion was held between Council and staff regarding the three proposed revenue Discussion measures, including but not limited to: money to be generated from the measures, apartments vs rentals in general, occupied vs non -occupied, definitions, hypothetical situations and the question of whether or not to place measures on the March ballot. It was consensus of Councilmembers to recess to Closed Session to discuss the following: Closed Session CONFERENCE WITH LEGAL COUNSEL -POTENTIAL LITIGATION (Gov. Code Sec. 54956.9 (b)). One Case. Vulcan Materials, Tax Refund Claim. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION (Gov. Code Sec. 54956.9 (a)). Johnson v. City of Azusa, Los Angeles Superior Court No. BC 194900. THE CITY COUNCIL RECESSED TO CLOSED SESSION AT: 7:50 P.M. Recess THE CITY COUNCIL RECONVENED AT 9:25 P.M.
