MINUTES OF THE CITY COUNCIL
' RENT STABILIZATION REVIEW BOARD
MONDAY, JANUARY 6, 2001 - 5:00 A.M.
The City Council substituting as the Rent Review Hearing Board of the City of Azusa met in
Adjourned session, at the above date and time in the Azusa Auditorium, located at 213 East
Foothill Boulevard, Azusa, California.

City Attorney Raymond of Best, Best, and Krieger, Community Improvement Manager Rudisel,
R. Coldren, Counsel for Applicant, Ed Gogin, CPA, Kenny Marr, Principal of the Ownership of
Arrow Pines Mobile Home Estates, of the Owners of the Arrow Pines Mobile Homes Estates,
War Investments, Dale Pedroash, Property Manager, Andrew Kenly, Mike Serillo, John Neet, and
eputy City Clerk Toscano.
Hearing on Arrow Pines Mobile Home Estates ARplication for a Rent Increase -The purpose Hrg Arrow
of the Hearing was to consider an application for rent increase by the owners of the Arrow Pines Pines app.
Mobile Home Estates in the amount of $113.00 per space. Rent inc.
Mr. Robert Coldren, Counsel for the Applicant addressed the issue detailing the history of Rent R. Coldren
Stabilization Ordinance and rules and regulations that govern it. He spoke about events that Counsel
have taken place regarding rent increase, vacancy control/de-control, stating, among other for Applicant
things, that the City's Rent Stabilization Ordinance is unconstitutional. He then answered
questions posed by the Council.
Community Improvement Manager Rudisel addressed the issue defining the CPI -W, Consumer Com Imp
Price Index -wage earners and also noted specific sections of City's Rent Stabilization Ordinance Mgr
relating to areas that allow increases in rent, which were not utilized by the applicant. D. Rudisel
City Attorney Raymond noted that staff report and other exhibits were to be introduced In the City Atty
record. Deputy City Clerk administered Affirmation of Oath to all that were going to testify in the
Hearing.
Lengthy discussion was held between applicants, staff and Boardmembers, relating to the Discussion
