The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium, located at 213 East Foothill Boulevard, Azusa. ROLL CALL PRESENT: COUNCILMEMBERS: ABSENT: COUNCILMEMBERS: ALSO PRESENT: HARDISON, STANFORD, ROCHA, MADRID CHAGNON City Attorney Carvalho, City Manager Cole, Assistant City Manager Person, Chief of Police Davis, Associate Director of Recreation and Parks Noriega, Director of Community Development Bruckner, Assistant Community Development Director Onaga, Planning Secretary Rocha, Utilities Director Hsu, Manager of Integrated Resources Tang, Deputy City Clerk Toscano. CEREMONIAL Roll Call Also Present Ceremonial Principal of Paramount School, Bettina Hunt, delivered the State of the School Address; she detailed State School the schools' relationship to the Institute at UCLA and its strategies geared towards literacy. Paramount Principal of Ellington Elementary School Rita Ruminski delivered the State of the School Address. State School Both Principals were assisted by Ms. Sandy Franks. Ellington THE CITY COUNCIL RECESSED AT 7:01 P.M. Recess THE CITY COUNCIL RECONVENED AT 7:30 P.M. IN ORDER TO CONDUCT THE REGULAR Reconvened PORTION OF THE CITY COUNCIL MEETING. Mayor Madrid called the meeting to order and led in the Salute to the Flag. Call to Order INVOCATION was given by Venerable Phrapayung Sak of the Dhammakaya Meditation Center. Invocation PUBLIC PARTICIPATION Public Part. Ms. Connie Ramirez introduced present Miss Azusa 2000, Janell Proctor and contestants of the Miss C. Ramirez Azusa Scholarship Program introduced themselves as follows: Celeste Gonzalez, Andrea Harris, Miss Azusa Diana Benavides, Katie Favello, Lindsay Mingee, Marjie Bally, Jamie Tansey, Annausa Abbs; and not Scholarship present were Christa Allison, Guadalupe Jimenez, Ann-Euse Quinn, and Natalee Cope. Program The following persons urged all to get out and vote on March 6, 2001: Stephanie Mills, Ted Garcia, Urged to Vote Ise Martinez Carlos, and Uriel Macias. comments :rs. Keith Bushey expressed his opinion in favor of Propositions A&B. K. Bushey REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Update/Rpts Mayor Pro -Tem Rocha complimented the community spirit at the grand opening of the new Sav-On Rocha at Azusa Avenue and Foothill Boulevard. He thanked all for the success of the tree planting event comments that took place over the week end. He invited all to attend the UMAIPA Scholarship dance on March 17, 2001, 6:00 p.m. to 11:00 p.m. at the Azusa Woman's Club; for more information contact Jeffrey at 334-8904 or Joanne at 331-3393. He urged all to get out and vote in tomorrow's election. Councilmember Stanford also urged all to get out and vote in tomorrow's election. He noted that Stanford Western City Magazine had an article entitled "Azusa Builds a Smart City", and spoke about it. He comments also commented about his experience with the Azusa High School and WASC Committee noting that there is a wide range of high school kids. Lastly, he noted that the Los Angeles Mayor Candidates took a stand not to expand LAX, but to look at a Regional Plan. Councilmember Hardison wished good luck to all candidates for the General Municipal Election of Hardison March 6, 2001. comments Mayor Madrid wished a Happy Birthday to her son Adrian. She then thanked all who were in Madrid attendance at the four Neighborhood meetings on the General Plan and invited all to attend the March comments 13`" special day at Flag Ship Theater where admission would benefit youth of Azusa. She thanked 'all the candidates running for election, for their professionalism and wished them all good luck. City Manager Cole urged all to vote, expressed pride in the grand opening of Sav-On Drug Store and City Manager invited all to attend the dedication of the Fountain at the Sav-On store on Saturday, March 31, 2001, comments which will be a grand celebration entitled "Downtown Splash". He invited all to tune into the election coverage on Channel 12. He referred to a letter from Marco Farely, who has encouraged the formation of Community Gardens; for more information call 812-5238. Manager of Integrated Resources Bob Tang provided an update on Azusa's energy outlook for B. Tang summer and beyond. He spoke about issues, such as energy crisis in California, Azusa's electricity, comments and preparation for the summer. Assistant Community Development Director Onaga presented slides of examples of new industrial Onaga complexes in Irwindale, as part of the discussion regarding Design Guidelines for Industrial Projects comments Moved by Councilmember Stanford, seconded by Mayor Madrid and unanimously* carried to re- 3/19/01 mtg schedule the regular City Council meeting of Monday, March 19, 2001 to Tuesday, March 20, 2001, rescheduled in order that it be held in conjunction with the City Council Reorganization meeting. 3/20/01 The CONSENT CALENDAR consisting of Items IV -A through IV -L, was approved by motion of Mayor Consent Cal. Pro -Tem Rocha, seconded by Councilmember Stanford, and unanimously* carried with the exception IV -A - IV -L of items IV -K, which was considered under the Special Call portion of the Agenda. Additional funding and projects have been identified which need to be incorporated into the CIP Amend to CIP Budget as follows: Participation in Los Angeles County Street Resurfacing to include Galanto Budget 2001 - Avenue and Gladstone Street; Public Works Vehicle Replacement, and the addition of various 2005 Water Element Projects. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, Res. 01-C21 INITIATING PROCEEDINGS FOR THE ANNUAL ASSESSMENTS FOR "CITY OF AZUSA Com Maint LANDSCAPING AND LIGHTING ASSESSMENT DISTRICT NO. 1 (COMMUNITY Fee Engineer MAINTENANCE FEE)" FOR FISCAL YEAR 2001-2002 AND ORDERING THE PREPARATION Rpt & Pub Hrg AND FILING OF AN ENGINEER'S REPORT IN ACCORDANCE THEREWITH FOR THE PUBLIC HEARING ON APRIL 2, 2001. 03/05/01 PAGE TWO As part of this year's Capital Improvement Projects (CIP) budget, funding was approved for RFP Consult. the development of a citywide Park Master Plan. Request for Proposals for consulting Svs. Park services to develop a Park Master Plan was approved. Master Plan J. The City's pavement management plan has identified several alley -ways that are in need of Specs Alley complete reconstruction. Specifications for "Alley Reconstruction" projects were approved Reconstruct. and the City Clerk's Office was authorized to advertise for bids. Projects K. SPECIAL CALL ITEM. Spec Call L. Resolution authorizing payment of warrants by the City was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN Res. 01-C22 CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO Warrants BE PAID. SPECIAL CALL ITEMS Spec Call Councilmember Hardison addressed item regarding agreement with MTA/SCRRA, Metropolitan Dis re: Agmt Transportation Authority/Southern California Railroad Authority, to rehabilitate the railroad crossing MTA/SCCRA on Azusa Avenue, questioning if concrete panels will be utilized; he was advised that they would be utilized. Mayor Pro-Tem.Rocha addressed who would be providing traffic control and the response was that the City would provide a traffic delineation and re-route traffic. Moved by Councilmember Stanford, seconded by Councilmember Hardison and unanimously* Agmt to rehab carried to approve the agreement between the City of Azusa and MTA/SCRRA, Metropolitan RR crossing Transportation Authority/Southern California Railroad Authority, to rehabilitate the Railroad Crossing on Azusa Ave. on Azusa Avenue. Approved Discussion was held regarding a proposed Ordinance that would increase Council pay. City Dis re: Inc Attorney noted that in Strategic Working Group meetings, discussion was held that council members � Council pay would be asked to participate in additional meetings as well as be assigned new obligations and that no action merited additional pay and noted that they had no pay increase since 1989; she detailed State law taken guidelines governing increased pay for Council. Discussion was held among staff and Council members and it was consensus that the item not be considered at this time. THE CITY COUNCIL RECESSED AND THE REDEVELOPMENT AGENCY CONVENED AT 8:48 P.M. No Clsd Sess It was consensus of Councilmembers to adjourn to Saturday, March 10, 2001, 9:00 a.m. in the Azusa Auditorium, to conduct a meeting on the mobile home rent increase application submitted Adjourn to by the Arrow Pines Mobile Home Estates. Further, that meeting will be adjourned to Monday, Sat. 3/10/01 March 12, 2001, at 6:30 p.m. in order to conduct a workshop on the proposed new Library and Rent Inc mid -year budget review.
